CLERK & COMPTROLLER, PALM BEACH COUNTY CLASS DESCRIPTION CLASSIFICATION TITLE: COURT SPECIALIST III GENERAL DESCRIPTION OF DUTIES Under close supervision, the purpose of this position is to perform moderately complex to advanced clerical work in support of Clerk & Comptroller operations functions. Employees in this classification demonstrated proficiency by successfully performing at the Court Specialist II level, or possessing equivalent work experience, with thorough knowledge Clerk & Comptroller s office policies, standards and procedures with respect to the assigned work area, and considerable knowledge of the legal guidelines, constraints, and ramifications governing the work area. Essential functions, as outlined herein, are performed according to the operational of assignment within Court Operations & Legal Records. EXAMPLES OF ESSENTIAL FUNCTIONS SPECIFIC DUTIES AND RESPONSIBILITIES The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class. Performs complex data entry for docketing functions; creates entry for each document; monitors image for quality and clarity Screens filings to facilitate redaction of qualifying information and transmission for erecording Forwards filings to the Court or the appropriate functional area as warranted Adds and updates party/attorney information in the system; updates case status Issues certified copies; processes Clerk issuances; includes Defaults, Writs, Garnishments, Summonses, and Notices/Certificates of various types Processes eminent domain cases indexing parcels; updates status Balances cashier receipts against transactions entered into applicable systems (e.g., CMS, Official Records and MyFlorida); works with cashier and management team to investigate discrepancies; reconciles total receipts in all applicable systems at the department level; prepares daily bank deposits; prepares reconciliation summary reports and record keeping packages for department and Clerk s Accounting; facilitates insufficient funds processing Processes appeals; monitors and adheres to time periods prescribed by Rules of Appellate procedure and court orders; prepares, organizes, and transmits record on appeal according to Rules and/or formal Directions filed by party(ies); scans evidence for inclusion in record on appeal; prepares invoices and other related documents Rev. 8/2014, 10/2014, 1/2015 Page 1 of 5

Screens indigency applications; determines whether to grant, deny, or refer to the Court Processes new cases, including multiple case types and transfers from other courts/venues; assigns case types; indexes parties and associating attorneys; handles specialized processes/procedures Processes marriage licenses; generates and issues licenses; performs marriage ceremonies for all customers; cashiers related fees; records licenses into the Official Records Issues process, writs and other documents; cashiers related fees Processes car, personal property bonds, surety bonds and cash appearance bonds; screens paperwork for sufficiency; issues bond forfeiture judgments; issues certificates and certified copies Transfers cases to other courts/venues; collects applicable fees; prepares and transmits record for transfer; issues receipts for transfer to be completed/returned by receiving court/venue Processes Judicial reassignments/recusals; updates system; issues notice of reassignment; notifies newly assigned Judge and parties/counsel of the change Processes registry and bond disbursements; determines disbursement amounts and recipients; generates disbursement requests for approval Prepares court event forms for court sessions; prepares notice of bond forfeitures; processes written orders; records bookings; sets court hearings and notice parties Performs clerical work in the collections and accounting of unpaid financial obligations and delinquent accounts Administers the jury selection process; provides statistical information; prepares, verifies and certifies all juror payrolls Processes Child Support and Alimony payments; performs reconciliation and audit Assists customers in person and by phone Attends Court as necessary Maintains established organizational/departmental productivity standards Safely and successfully performs essential job functions consistent with the ADA, FMLA and other federal, state and local standards, including meeting qualitative and/or quantitative productivity standards Maintains reasonably regular, punctual attendance consistent with the ADA, FMLA, other federal, state and local standards and the organization s attendance policies and procedures Comes to work and works the regular schedule and shift for the position Complies with all personnel policies and procedures Successfully completes fitness for duty testing conducted for all employees that are considered mandatory testing Rev. 8/2014, 10/2014, 1/2015 Page 2 of 5

FUNCTIONS SPECIFIC TO RECORDING AREA COURT SPECIALIST III Employees assigned to the Recording area perform the essential functions as outlined above, as well as: Accepts documents for recording; identifies document type; verifies statutory requirements; calculates and cashiers related taxes and fees Indexes documents accepted for recording; performs basic indexing of the grantor/grantee Processes documents submitted for erecording; identifies and enters all party names and legal description information; links referenced documents; groups related party names and legal descriptions in document Screens documents to facilitate redaction of qualifying information Serves as subject matter expert; performs cashier balancing duties or administrative duties delegated by the department management FUNCTIONS SPECIFIC TO RECORDS MANAGEMENT AREA Employees assigned to the Records Management area perform the essential functions as outlined above, as well as: Performs work under remote supervisions at an off site location Retrieves records from departments; enters records into document management system (Trakman) for storage and tracking purposes; prepares records; labels boxes for storage Delivers requested records to departments; retrieves records ready for storage or destruction Performs extensive records research, retention and onsite destruction initiatives; includes file shifting/boxing to create space for new records, reviewing records eligible for destruction, and coordinating movement and destruction of records Oversees all shredding of records eligible and approved for destruction Drives to other locations to deliver records or supplies, or to facilitate shredding/destruction; ensures fleet of vehicles are properly maintained and fueled Prepares certificate of destruction for the Evidence, Legal Records, Courts and the BOCC departments; compiles Purge reports using Trakman and Crystal Reports Serves as subject matter expert, and performs administrative duties delegated by the department management FUNCTIONS SPECIFIC TO EVIDENCE AREA Employees assigned to the Evidence area perform the essential functions as outlined above, as well as: Receives, identifies, secures, records and releases various goods and items; maintains strict confidentiality; ensures that all evidence is properly packaged, stored and labeled; inputs all information into computerized tracking system; transports evidence Rev. 8/2014, 10/2014, 1/2015 Page 3 of 5

Conducts extensive research on cases to determine eligibility for destruction; inventories vault contents; prepares court orders and notices for evidence destruction; testifies in court or depositions FUNCTIONS SPECIFIC TO QUALITY ASSURANCE AREA Employees assigned to the Quality Assurance area perform the essential functions as outlined above, as well as: Reviews and evaluates the work processed by other clerks for the purpose of ensuring accuracy and completeness in duties performed; reports findings to assigned management Receives and/or generates a variety of reports in Civil and Criminal; reviews report content against the case maintenance system to ensure accuracy; compiles discrepancies identified between the report and the case maintenance system; escalates issues identified to management Reviews errors and omissions, including issues resulting from conversion; reports findings to assigned management for correction Researches various items specific to the assigned work area; reports findings to assigned management for correction Collects, organizes, and analyzes data used to review and determine the need for improvement in operational processes Recommends additional or refresher training based on error volume or trends FUNCTIONS SPECIFIC TO RECORDS SERVICE CENTER AREA Employees assigned to the Records Service Center area perform the essential functions as outlined above, as well as: Searches official records, land records, and court records; prepares clerk affidavits to confirm search results Provides tutorials for customers conducting records searches Scans new and revised plats into the Official Records system; facilitates scanning of court records not yet imaged Fulfills internal and external copy requests; certifies and/or exemplifies copies as requested; cashiers related fees Serves as subject matter expert; performs cashier balancing duties or administrative duties delegated by department management May perform work in other functional areas where cross trained MARGINAL FUNCTIONS While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members. Performs related duties as directed MINIMUM TRAINING AND EXPERIENCE High school diploma (or GED), supplemented by three (3) years of recent and relevant experience that demonstrates the ability to accurately apply acute attention to detail in maintenance of detailed data, preferably in an automated systems environment; or an equivalent combination of education, training and experience. Some vocational or college courses preferred. Once qualified, deputization may be required to perform the assigned functions. ADA COMPLIANCE Physical Ability: Tasks may involve regular and sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, and crouching, and that generally involves lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20 50 pounds). Sensory Requirements: Tasks require visual perception and differentiation. Some tasks require oral communications ability. Environmental Factors: Tasks may require handling hazardous materials, weapons, or biological tissues and fluids, which require protective clothing be worn or specific equipment to be used if assigned to Evidence.
