3. BUSINESS ENVIRONMENT and E-BIZ PROJECT : The Government of India, in partnership with various State Governments and Business Associations, is making concerted efforts to make regulations conducive for business including establishment of online single-window, adoption of national and international best practices, simplification of tax-regime, etc. 2. Starting a new business in India requires an entrepreneur to register with various regulatory authorities and obtain several licenses, clearances, No Objection Certificates, approvals etc. Information about these registrations, licenses, clearances and approvals under multiple Acts, rules and procedures are difficult to locate and are scattered across a number of departmental websites. Entrepreneurs are forced to sift through a maze of information to assess their licensing requirements. They then begin a protracted series of interactions with intermediaries and middle men to obtain necessary clearances often requiring multiple visits to the Departments' offices. 3. An online e-biz Mission Mode Project under the National e Governance plan has been conceptualized. The project aims to create an ecosystem by making all business and investment related regulatory services across Central, State and Local Governments available on a single portal. The project has been designed on a PPP model, and the concessionaire has been awarded the project for a period of 10 years. The first 3 years of the term would be the pilot phase, while the remaining 7 years will be the expansion phase, wherein the project will be expanded to cover the whole country. During the pilot phase, 50 (26 central + 24 state) services are envisaged to be implemented across five pilot states viz., Andhra Pradesh, Delhi, Haryana, Maharashtra and Tamil Nadu. Recently, another five pilot states have been added, namely Odisha, Punjab, Rajasthan, Uttar Pradesh and West Bengal. 4. The following milestones have been achieved so far for the ebiz project: a) The ebiz portal with License & Permit Information Wizard was launched on 28.01.2013 during the Partnership Summit in Agra. b) Two services of DIPP - Industrial License and Industrial Entrepreneur s Memorandum along with integration with Central Bank of India payment gateway and electronics Pay and Accounts office (epao) solution were launched on the ebiz portal on 20.01.2014. c) Employer registration service of Employee state Insurance Corporation was launched by the Hon ble Minister for Labour & Employment Shri Dattatreya on 12.12.2014 along with facility to pay through four additional banks viz. Punjab National Bank,Canara Bank, Bank of India and Bank of Baroda. d) Hon ble Finance Minister launched another 11 central services on ebiz Portal dated 19.02.2015.
e) 1 more service of Reserve Bank of India viz., Foreign Collaboration- Transfer of shares (FC-TRC) launched on 24.08.2015. f) Another 5 services (One DoHI, One CBDT and 3 MoLE) have been launched in the month of October and are listed below. (i) Issue of custom duty concession certificate to entrepreneurs under project import scheme from Department of Heavy Industries(DoHI) (ii) Changes or correction in PAN data from CBDT (iii) Three services from MoLE- Registration under the Contract Labour Act, 1970 Registration under the Building and other construction workers Act, 1996 Registration under the Inter-State Migrant Workmen Act, 1979. So, now ebiz is offering 20 central services. List annexed as Annexure A. 5. Two joined-up (L3) service viz., INC29 with 7 services and 5 services under Labour Act of Ministry of Labour and Employment has been launched dated 12/10/2015 & 28/10/2015 respectively. So, now ebiz portal is offering total 3 joined-up services. 6. As regards the pilot states, during the month, 14 state services (12L2+2L1) for the State of Andhra Pradesh have been launched on 18.09.2015 and two more services for NCT of Delhi have been launched on 01/10/2015. The list of 16 State services (Launched) has been annexed as Annexure B. 7. Further, the integration of 7 Central Government services with ebiz portal is in progress. The list of said services and other funcunalities enables in ebiz portal is placed at Annexure C for ready reference. Implementation of ebiz services in all the pilot States is also planned by February 2016.
