From 25 January 2010, the old OPC scheme is no longer available for registration and conversion. The old OPC scheme: Cars registered or converted to the scheme before 25 January 2010. Cars will remain registered under the old OPC scheme unless vehicle owners apply to LTA to convert them to the revised OPC scheme. The revised OPC scheme: Cars registered or converted to the scheme on and after 25 January 2010. What s the difference? Cars under the revised OPC scheme enjoy unrestricted use on Saturdays and on the eves of New Year, Lunar New Year, Hari Raya Puasa, Deepavali and Christmas. An Upfront rebate of up to $17,000 on the Quota Premium (QP) for the Certificate of Entitlement (COE) and the Additional Registration Fee (ARF). 2. $2,200 additional PARF rebate per year that the car remains as a converted OPC under the OPC scheme. 3. Up to $1,100 OPC cash rebate for every six months the car is registered as a revised OPC until the car reaches 10 years old. The car must be kept as an OPC under the revised OPC scheme for at least six months after its conversion, except in cases of deregistration or when the OPC under the revised OPC scheme reaches the age of 10 years, to enjoy the cash rebate. No OPC cash rebate will be given for the period when the car is laid up. 4. A one-time payment of the accumulated additional PARF rebate is granted at point of conversion of the car to the revised OPC scheme. This one-time cash payment will be used to offset the $100 administrative fee, as well as any road tax payable, and any balance will be refunded to the registered owner.

You can refer to your vehicle s latest road tax disc or check at www.onemotoring.com.sg (Login to LTA e-services > Vehicle Hub > Enquire & Print Vehicle Reg Details). Using your car registered under OPC / revised OPC scheme You can drive your car freely outside restricted hours. You need to pay $20 for a valid Electronic Day Licence (e-day Licence) to drive your car during the following restricted hours: Cars registered under the OPC / WEC* scheme Weekdays 7.00am to 7.00pm (except public holidays) Saturdays (except public holidays) and the eves of New Year, Lunar New Year, 7.00am to 3.00pm Hari Raya Puasa, Deepavali and Christmas Sundays and No restriction Public Holidays Cars registered under the revised OPC scheme Weekdays 7.00am to 7.00pm (except public holidays) Saturdays and the eves of New Year, Lunar New Year, No restriction Hari Raya Puasa, Deepavali and Christmas Sundays and No restriction Public Holidays * Weekend Car

6 Your Guide to Off-Peak Car Scheme Your Guide to Off-Peak Car Scheme 7 Buying your e-day Licence When buying an e-day Licence, you need to have: The OPC / revised OPC / WEC registration number; and The ID type and number of the registered vehicle owner (e.g. NRIC for Singaporeans, Singapore PRs and Malaysians, ACRA number for companies, etc). You can buy the e-day Licence: i) Before you drive. Up to two weeks ahead; or ii) After you drive. By 2359 hrs on the next day; or iii) You can also buy an undated licence. However, an undated licence is not valid unless you have specified a usage date. You can specify the usage date by 2359 hrs on the next day after you drive. 10 Your Guide to Off-Peak Car Scheme Your Guide to Off-Peak Car Scheme 11 Is it an offence to use an OPC / revised OPC / WEC with an undated e-day Licence or without a valid e-day Licence? Yes. The driver or registered owner of the OPC / revised OPC / WEC has to ensure that a prepaid undated e-day Licence, or a free e-day Licence for WEC is dated for use before 2359 hours on the next day after the OPC / revised OPC / WEC has been driven. The driver or registered owner of the OPC / revised OPC / WEC who causes or permits the car to be driven during the restricted hours without a valid e-day Licence or undated e-day Licence faces a fine not exceeding $5,000. For a second or subsequent conviction, he or she will face a fine not exceeding $10,000. OPC / revised OPC / WEC users who missed the payment deadline to purchase a valid e-day licence are allowed to voluntarily declare the usage online at www.onemotoring.com.sg ( under e-services > e-transactions > Declare Off-Peak Car Usage ). Upon successful acceptance of the declaration, a Notice of Traffic Offence offering a composition amount of $30 will be sent to the driver for the violation. Please note that the declaration to LTA has to be made within Day 3 to Day 5 from the day the vehicle was used (Day 1). How do I convert my normal car / OPC to the revised OPC scheme, or convert from OPC / revised OPC to a Normal Car scheme? Step 1 Get the total conversion fees and new road tax from www.onemotoring.com.sg (Under Quick Access > LTA e-services (non-login) > Maintain A Vehicle > OPC/WEC Conversion Fees) Step 2 Submit to the LTA: Completed Application Form R10 Application for Conversion of Off-Peak Car (OPC) / Weekend Car (WEC) / Normal Car; Original road tax disc of the car; Original periodic inspection certificate (if applicable); Original certificate for motor insurance, covering the full period of road tax; Original identity document* of the individual owner. (If the owner is a company or a business, the original ACRA printout valid up to 14 days from the date of issue and the original identity document* of the authorised person from the company or business must be produced); Original identity document* of the authorised representative if the registered vehicle owner/authorised person is not present at the time of application; and * NRIC (for Singaporean, Singapore Permanent Resident and Malaysian) or passport (for foreigner other than Malaysian).

Normal Car converting to the revised OPC scheme: i) Administrative fee of $100; ii) New 12-month road tax payable under the revised OPC scheme from the date of conversion; iii) Where: LTA, VTL Customer Service Centre at 10 Sin Ming Drive, Singapore 575701*. B. OPC converting to the revised OPC scheme: i) Administrative fee of $100; ii) Road tax top-up under the revised OPC scheme; iii) Where: a. For OPCs that have remained as OPCs since registration or are not PARF-eligible: AXS Stations or Internet at www.onemotoring.com.sg (6am to midnight daily) b. For converted OPCs (OPCs that were converted from the Normal Car scheme) which are eligible for the one-time accumulated additional PARF rebate: Internet at www.onemotoring.com.sg (with login) or LTA, VTL Customer Service Centre at 10 Sin Ming Drive, Singapore 575701*. Note: (a) Accumulated additional PARF rebate (if any) will be used to offset the administrative fee as well as any road tax payable at the point of conversion. The remaining additional PARF rebate (if any) will be granted to the owner within 1 month upon successful conversion. (b) Once the OPC is converted to the revised OPC scheme, it cannot be converted back to the OPC scheme. * Operating hours: 8am to 4.30pm (Monday to Friday), Closed on Sunday and Public Holidays.

OPC / revised OPC converting to Normal Car scheme: i) Administrative fee of $100; ii) New road tax payable under the Normal Car scheme; iii) Top-up fee for the unused Upfront rebate as follows (if applicable); Upfront rebate of up to $17,000 120 months x (120 months number of months & days registered as an OPC at time of conversion) iv) Where: LTA, VTL Customer Service Centre at 10 Sin Ming Drive, Singapore 575701*. Step 3 For (A) and (C), you need to change the vehicle registration number plates to reflect your car s new scheme within three calendar days from the date of conversion. Failure to do so is an offence under the Road Traffic Act. Vehicle registration number plates and seals Cars registered under the OPC/ revised OPC / WEC scheme must have red licence plates with white lettering. These plates have to be welded and sealed to the body of the car. Welding can be carried out at any workshop while sealing of the number plates must be done at an authorised inspection centre (see list at end of brochure). Breaking of registration number plate seal If you need to remove the number plate(s) for repair or if there is a change in the vehicle registration number, you need to get LTA s approval first. The application form (Form R08 Application To Break And Reseal Vehicle Number Plate) is available from www.onemotoring.com.sg. Annual number plate seal inspection The seal on the licence plate has to be inspected at any LTA-authorised vehicle inspection centre before you can renew your annual road tax. * Operating hours: 8am to 4.30pm (Monday to Friday), Closed on Sunday and Public Holidays.

For Normal Cars converted to OPC scheme before 25 January 2010 On top of the PARF benefit, you may also enjoy an additional PARF benefit, which is computed as follows:- Life-span as Converted OPC (in months and days) x $2,200 12 Subject to PARF-eligibility of the OPC, this additional PARF benefit will be paid out only upon deregistration of the OPC. C. For Normal Cars converted to OPCs under the revised OPC scheme on and after 25 January 2010 On top of the PARF benefit, you may be granted an OPC cash rebate of up to $1,100 for every six months of registration as an OPC under the revised OPC scheme, until the car is 10 years old. The car must be kept as an OPC under the revised OPC scheme for at least six months after its conversion, except in cases of deregistration or when the revised OPC is 10 years old, to enjoy the OPC cash rebate. The six-monthly OPC cash rebate will be computed as follows:- {QP (Bid Cat) + [(Additional Registration Fee rate x Open Market Value) - Actual Green Vehicle Rebate]}* x $1,100 $17,000 where: QP (Bid Cat) Actual Green Vehicle Rebate * Amount capped at $17,000 is the actual Quota Premium paid at registration is the actual green vehicle rebate utilised at registration (if applicable) Note: The above formula applies only for a full 6-month cash rebate period. Adjustments will be made for any pro-rated cash rebate period, e.g. due to lay-up, deregistration, etc. No OPC cash rebate will be given for the period when the car is laid-up.

For Normal Cars converted to OPCs before 25 January 2010 and subsequently converted to the revised OPC scheme Subject to PARF-eligibility of the OPC, you will enjoy a one-time payment of the accumulated additional PARF rebate at the point of conversion to the revised OPC scheme (Please refer to Part B of the section before for the computation).
