PERTAMINA- Celanese Initiatives in Coal to Ethanol MOU signed by February 2013 between Celanese PERTAMINA to build coal to etanol Location : In the feasibility study step Plant Capacity: 1,100 kta of ethanol Coal feedstock : 8,000 ton per annum Product offtake: PERTAMINA mixed up with gasoline produced by PERTAMINA as E10 Total investment estimation : 2 2.5 US$ billion Construction period : June 2014 2018 Feedstock : Low rank coal around site location Coal to methanol plant will be scope of PERTAMINA Wison is considered to be partner of PERTAMINA in coal gasification process into metanol

Low rank Coal to Ethanol initiative background Low rank coal (calorific value below than 4500 kcal/kg with high moisture content)) is competitive raw material for ethanol feedstock process Bioethanol program in energy mix policy still has chellenge with raw material availability due the market competitiveness in food and energy utilization Celanese developed TCX tm technology, which can process Methanol from hydrocarbon base feedsctock into ethanol, is more competitive process than bioprocessing based Most of Indonesian coal is categorized as lignite (low rank coal). This low rank coal is forced by government to be utilized locally. The export market is preferrred with high rank coal feedstock for power plant Technology to process low rank coal to synthesis gas and methanol are available Wison-Shell Hybrid Gasification Technology is developed specially to process low rank coal to synthesis gas with competitive investment cost Wison - Celanese has operating coal to chemical complex with similar value chain that will be developed by PERTAMINA and Celanese

Indonesian Energy Mix Policy

Some chemical based fuel alternatives can be produced by coal gasification technology Methanol can be synthesized to synthesize gasoline Ethanol as an additive forming E10 (10% ethanol mixed with gasoline) MTBE and olefin as substitute of convensional gasoline Dimethyl Eter (to substitute LPG) Dimethyl Formic ( can substitute LPG) Hydrogen fuel IGCC power plant (Power plant that is utilizing synthesis gas and steam as source of power). Synthetic natural gas (Synthesis gas produced by coal gasification can be methanized to form another methane)

Opportunities in Developing Coal Based Chemicals in Indonesia Coal feedstock is already competitive to substitute bioethanol product as E10 gasoline Coal feedstock is already competitive than feedstock of petrochemicals product : Methanol and Olefin Coal feedstock will be competitive for ammonia-urea fertilizer production considering current natural gas market situation Coal has been feasibile to be developed as synthesis natural gas (SNG) to compete with natural gas from LNG or FSRU

Chellenges Coal gasification to synthesis chemicals will only be competitive at medium to large business scale. This needs huge investment cost. There should be an integrated coal based chemicals industry to be more competitive compare to natural gas or oil feedstock There should be insentive from government to support coal based chemical industry and research related with this issue Removal on subsidy for oil and electricity will, in turn, increase the need on developing alternative fuel. Coal based chemical is one of the answer for this challenge.
