Driehoek Noordzee Challenge Doublehanded Race Sailing Instructions Den Helder Kirkwall Farsund Den Helder 20th June 2015 www.kustzeilers.nl Organising authorities - Sailing Committee Dutch Offshore Sailing Club, Driehoek Noordzee Challenge (driehoeknoordzee@kustzeilers.nl) - In association with 1000-Mile Doublehanded Objective and concept The Doublehanded Race is part of the Driehoek Noordzee Challenge and is intended to promote all aspects of offshore sailing with doublehanded crews on longer tracks with several consecutive sea days and to provide a stepping stone for long-distance shorthanded races. Sailing Instructions 1 Rules 1.1 The regatta will be governed by the rules and amendments as defined in Notice of Race and the Dutch reglement. 1.2 If there is a conflict between languages the English text will take precedence. 2 Notice to Competitors Notices to competitors will be posted on the official website http://www.kustzeilers.nl/cms/driehoek/challenge, sent by e-mail or text message, facebook or notice board if available.
3 Changes to Sailing Instructions Any change to the sailing instructions will be posted before 0900 on the day it will take effect, except that any change to the schedules will be posted by 2000 on the day before it will take effect. 4 Signals made ashore 4.1 There will be no signals displayed ashore. 5 Race schedule 5.1 Start of the 3 Legs will be: Leg 1 (Den Helder - Kirkwall) Saturday 20th June from 13.00-14.00 hours LT Leg 2 (Kirkwall - Farsund) Friday 26th June from 14.00-15.00 hours LT Leg 3 (Farsund Den Helder) Wednesday 1st July from 11.00-12.00 hours LT Any details on harbours, berths and shore events will be giving during the sailors meetings. 6 Class flags Each boat will fly the Driehoek Noordzee Challenge Race burgee during the entire event, flown at the yacht s port side spreader. The burgee is supplied by the Driehoek Committee. No other flags will be applied. 7 Start and finish (see supplemental charts) Start and finish will be determined by photo coverage by the contester from the contester s yacht. The photo or video coverage will at least show the prescripted mark per leg and the atomic time in UTC (eg from a GPS) and any part of the yacht or recognizable part of her crew. The skipper will also log this time in the yacht s logbook. In case of very limited visibility safety and seamanship allows photo coverage to show at least the yacht s GPS position showing the vicinity of the mark and the atomic time in UTC (eg from a GPS) and any part of the yacht or recognizable part of her crew. Distance to the mark is allowed to be 0,5 NM max. This exception is applicable in adverse conditions only. Leg 1 Den Helder Start mark will be buoy T1. The skipper will hand over the recorded start and finish logs and coverage within 12 hours after finishing, by sending the data to driehoek@kustzeilers.nl. 8 The course 8.1 The course consists of three legs: Leg 1 (Den Helder - Kirkwall): From start in Den Helder buoy T1, via the Molengat (weather permitting) to the finish north of Kirkwall Harbour, at the approximate position N 58 59 29 W 002 57 72. Distance 450 NM. Leg 2 (Kirkwall - Farsund): From the start in the waters outside Kirkwall Harbour to the finish south of Færøyflu SCM, south of Farsund approach. Distance 316 NM. Leg 3 (Farsund Den Helder): Start from Færøyflu SCM near Farsund to finish mark buoy T1 near Den Helder. Distance 315 NM. 8.2 Course will not be shortened. 9 Marks 9.1 The marks are stated in start and finish marks. No rounding marks are included in this race. 10 Areas that are obstructions Official regulations concerning obstructed and precaution areas shall be observed at all time. 11 The Start 11.1 All classes start together according to the following procedure. No start ship will be in place. No flags will be shown to accompany the start procedure. No acoustic signals will be given. Each yacht will cover her own start as stated in Sailing Instruction 7. 11.2 A scoring penalty of 3 positions will be applied to competitors OCS within the start time and 5 minutes early and competitors breaching the regulations. 11.3 A boat crossing the line more than 5 minutes early has not been started. 12 Change of the next leg of the course 12.1 During the race there will be no changes in the course. 13 Communications during the race The following VHF channels will be used: VHF 08 NB The Driehoek Noordzee Challenge Committee will call each participating yacht on VHF 08 at 1200 and 2400 hrs CEST (UTC+2). Please respond to this call if in reach. IMPORTANT NOTE: This VHF channel is neither for safety nor distress purposes, but exclusively to contact the Driehoek Noordzee Challenge Committee. In case of emergency the regular procedure to contact Coastguard and rescue services shall be used. 14 Penalty system 14.1 All sailors will act in fair play and are expected to take a penalty if needed according to rule 44.1 and 44.2. The skipper will note this event in the logbook. 14.2 The Scoring Penalty, rule 44.3, will apply. a. Time penalties may be applied for Rule infringements: - breaching of a rule in RRS Part 2 - not respecting minimum distance to platforms in the North Sea. - not respecting Rule 10 of the COLREGS
- omission of report of start and finish as stated in 7. - omission of, or incorrect, Boat Declaration in accordance with rule 27c b. Time allowances when going to the aid of other seafarers in distress may be given. c. Decisions of the jury will be final as provided in rule RSS 70.5 15 Time limits and target times 15.1 Time limits and target times are as follows: The first time limit is solely for safety purposes and therefore mandatory: Each crew is obliged to take a minimum of 24 hours rest in harbour between legs. This mandatory rule might cause delayed starts on subsequent legs for individual yachts. The second time limit is during the starts. Each starts has a slot of 1 hour as stated in the Sailing Instructions. The last time limit is on the finish in Den Helder on Sunday 5 th July 2015 23:59:59 hours CEST (UTC+2). 15.2 Boats failing to finish within the time limit in Den Helder will be scored Did Not Finish (DNF). This changes RRS 35. 16 Protests and requests for redress 16.1 No protest forms are available at the race committee. Crew is advised act according to good seamanship and fair play, take penalties if need be and is advised to discuss and resolve protests among parties involved. 17 Scoring 17.1 The scoring is according the IRC rating system. The race will be run as a cumulative series of 3 races using a low scoring system, 1 point for first in rank, 2 for second, etc. All legs have a value of 1. In the event of a points tie the position will be decided on the basis of the result in Leg 1. 17.2 The winner is honoured during the reunion in November 2015. 18 Safety regulations 18.1 All safety regulations as stated in the veiligheidslijst published on http://www.kustzeilers.nl/cms/sites/default/files/pdf/driehoek/veiligheidslijst%20driehoek%2 0Noordzee%202015.pdf apply to all participating yachts. The Driehoek Noordzee Challenge Committee will publish a safety list in English not later than May 1 st 2015. Please contact driehoek@kustzeilers.nl if any questions arise. 18.2 A crew retiring from the race shall notify the event committee 2 times 1st: as soon as possible after retirement. 2nd: after the boat arrives safely in port. A change of crews during the race is allowed if the Race Committee has been informed prior to 20 th May 2015. At least one crewmember (= skipper) shall complete the entire competition. 19.2 Substitution of damaged or lost equipment will not be allowed unless authorized by the Driehoek Committee. Requests for substitution shall be made to the committee at the first reasonable opportunity. 20 Equipment and measurement checks Safety checks will take place prior the start on June 18 and 19th 2015 in Den Helder or after finishing a Leg. Yachts joining the visit of the Volvo Ocean Race in Scheveningen can apply for an early or delayed safety check prior to 20 th May 2015. 21 Advertising 21.1 Advertising on participating yachts by any party is only allowed after written consent of the Dutch Offshore Sailing Club. 21.2 Without written consent of the Dutch Offshore Sailing Club no form or outing of sponsoring or advertising (other than for the Dutch Offshore Sailing Club or Driehoek Noordzee Challenge itself) is allowed on any participating yacht of crew during the period of the event. 22 Official boats There will be no official boats. 23 Support boats There will be no support boats. 24 Trash disposal Boats shall not put trash in the water. 25 Haul-out restrictions Boats shall not be hauled out during the regatta except with and according to the terms of prior written permission of the event committee. 26 Diving equipment, etc N/A 27 Radio Communication a. Except in an emergency, a boat shall neither make individual radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. b. The Driehoek Noordzee Challenge Committee will call each yacht on VHF 08 at 1200 and 2400 hrs CEST (UTC+2). Please respond to this call if in reach. c. A maritime VTS is located on Orkney. Any vessel over 12 m LOA and certified to carry 12 passengers is obliged to call VHF 11 on arriving or leaving Orkney. Reporting vessels must provide Orkney VHF with informations about the vessel s name, her intentions and ETA berth. Any other vessel monitors VHF 11. Vessels intending to enter of depart Kirkwall Marina must contact the pier master on VHF 14 prior to entering or leaving. d. A maritime VTS is located in Den Helder. Monitor VHF 62 Den Helder Traffic in the Schulpengat and Marsdiep. Aks permission prior to entering or leaving the naval harbour. KMJC Marina is listening on VHF 31. 28 Prizes All yachts will receive a Driehoek Noordzee Challenge Memento; all crew will receive a Driehoek Noordzee Challenge certificate.
There will also be awards for the winners of each leg. The overall prizes (1st, 2nd, 3rd) will be awarded during the reunion in November 2015. Leg 1 will be held during the reception at Orkney Sailing Club. Leg 2 will be held during the BBQ in Farsund. Leg 3 and the overall prize giving will be held during the reunion in November 2015 (Location to be announced) 29 Disclaimer of liability Competitors participate in the regatta and rally entirely at their own risk. See rule 4, Decision to participate. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. 30 Insurance Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 3.000.000 EURO per event. 31 Unanticipated circumstances 31.1 All circumstances uncovered by the Sailing Instructions are subject to the judgment of the Driehoek Noordzee Challenge Committee.
