Status of digital terrestrial television (DVB-T) in Germany DVB-T in Germany is being used in the home (with rod aerials; hardly any roof top antennas), portably and mobile. DVB-T is available over almost all of Germany, the technical coverage is at 95 %. DVB-T openly available and private sector programs DVB-T openly available programs

Status of digital terrestrial television (DVB-T) in Germany DVB-T is consumer-friendly, popular and successful: No running costs, easy installation, low cost and convenient technology DVB-T is an attractive alternative for users or used as an addition to cable, satellite and IPTV. DVB-T has a market share TV-Empfangsebenen of 25% in the metropolitan areas

The gain in efficiency of DVB-T2 Receivability Gains of migration from DVB-T to DVB-T2: Quality of the programs Increased efficiency Running costs From the channel coding and MPEG4 video coding: ~ 50% HEVC (H.265) brings it once again up to an additional 50% Number of programs Broadcasting network DVB-T2 provides a significant increase in efficiency, but not all of these improvements can be had completely at the same time!

The private providers in Germany There must be a workable business model for the private program providers The public television providers ensure supply of openly available programs to most of Germany, the private providers the major metropolitan areas and other urban centres The infrastructure service provider Media Broadcast could act as a platform operator for the private providers in Germany Market research indicates a strong interest in a balanced mix of HD and SD channels (Quantity AND quality are crucial).

Digital dividends Switch-over to DVB-T2 in 2017, migration completed in 2020 Radio requires frequency safety: the use of the 700 MHz band for broadcasting by the end of 2020 is the prerequisite for a switch-over to DVB-T2 From then on, this opens the possibility of using the frequency spectrum in other ways On the mobile side there are no lack of frequencies in the short to mid-term n Broadband is essential to broadcasting, ARD supports therefore the broadband targets of the German Federal Government Wireless solutions such as LTE are only a temporary solutions for broadband (2 nd class internet)! For broadcasting over cellular networks there is a lack of capacities and economic business models

Political environment Overseeing the switch-over in Germany Due to German anti-competition laws, ARD, ZDF und private providers may not exchange issues about the DVB-T2 platform or exchange business models Development of solutions for the anti-competition laws are necessary The German state media authorities have offered to take on a moderating role (similar to the switch from analogue TV to DVB-T) n ARD and ZDF have now suggested the timely participation of all stake holders to install operational working groups: Technology (frequency concept, broadcasting networks, technical migration, video coding) Communication und marketing (accompanied by the DVB-T2 launch) Legal issues (legal and regulatory aspects)
