The rise of nonlinear television has struck concern into the television industry, with broadcasters fearing the impact of new technologies on their revenue streams. The trends of on-demand, mobile, and ultra HD quality impose formidable challenges for the TV and the delivery network of the future. 21 Scenario 1 In the long term, traditional terrestrial broadcasting should be completely replaced by IP-based cellular broadcast mode (3GPP LTE embms - Multimedia Broadcast Multicast Service). embms sessions can be set up dynamically - and share resources with unicast sessions - which eliminates the need for dedicated spectrum for TV terrestrial distribution. Full integration with LTE handle devices for a full mobile and interactive TV experience. Future broadcast receiver will be a LTE-A receiver embedded in most video consumption devices. A fully broadcast-capable LTE needs to take much more into account: Affordable deployment cost (investments may be lower if the current DVB network infrastructure were to be reused) Near universal population coverage Free-to-air modes without the need for a SIM card (universal service) Scalability, seamless handover mechanisms The UHF band would be used only for embms (downlink-only) while bidirectional (unicast) mobile broadband traffic would be carried in another spectrum (i.e. IMT frequency bands). 31 Today, terrestrial broadcasting and mobile broadband are completely separated kingdoms. The paradigm of separating BC and BB was the baseline of the 1 st Digital Dividend in Europe. In the long term the challenges face by Broadcasters (demand of non linear services) and MNOs challenges (video traffic tsunami) makes convergence very likely. 3GPP LTE seems to be the right platform but embms needs to evolve to meet full broadcast requirements (in the context of 5G). 32 In the ASEAN region switchover is likely to occur in the next 5-6 years: Does classical digital TV terrestrial distribution will match the expectations of a vibrant ASEAN population by 2020?
