[ORIGINAL:JAPANESE] RULES FOR VOLUNTARY CONTROL MEASURES V-2 / 2015. 04 Enacted: March 27, 1986 Amended: April 1, 2015, 24th Edition Applied from: April 1, 2015 Article 1 (Objective) The objective of these rules is to control radio disturbance generated by information technology equipment (ITE) that may interfere with radio communication services and/or electronic and electrical devices. Such control contributes to the sound development of the information society. The VCCI Council has established rules for voluntary control measures to enable VCCI members to accomplish this objective. Article 2 (Obligations of VCCI Members) Each VCCI member shall follow these rules when placing product into the Japanese market. Article 3 (Scope of the Implementation) These VCCI rules shall apply to ITE, defined in Article 4, which is placed into the Japanese market. However, the following types of equipment may be exempted from the rules: (1) ITE that is subject to, or under review of being subject to, other standards or laws equivalent in objective to these rules in Japan, even if the ITE definition in Article 4 applies. Such ITE includes all radio equipment whose primary function is radio transmission and reception as stipulated in the Radio Law, in-vehicle ITE, and equipment stipulated in the Electrical Appliance and Material Safety Law, such as household electrical appliances, and radio and television broadcast receivers. (2) ITE in a telecommunication center (that is, ITE in buildings controlled by telecommunication common carriers). (3) Control units designed to be used in industrial plants where the data processing function is a secondary purpose. (4) Testing and measuring instruments designed to be used for industrial, scientific, and medical purposes where the data processing function is a secondary purpose (i.e., ISM equipment). (5) ITE whose power consumption is 6 nw or less. Article 4 (Definitions) The terms used in these rules are defined as follows: 1. information technology equipment (ITE) Equipment with a rated power supply voltage not exceeding 600 V, whose primary function is any of the following, or a combination of any of the following: entry, storage, display, retrieval, transmission, processing, switching, or control of data and of telecommunication CON-1
messages. It may have one or more terminal ports typically operated for information transfer. 2. equipment under test (EUT) Any ITE or a functionally interactive group of ITE (system), including one or more host units, that is being evaluated. 3. host unit Part of an ITE system or unit that provides the mechanical housing for modules, which may contain radio-frequency source, and may provide power distribution to other ITE. Power distribution between the host units and modules or other ITE may be ac, dc, or both. 4. module Part of an ITE or printed wiring board assembly that provides a function and may contain radio-frequency sources. 5. optional device A module or an ITE designed to work specifically as built in or connected to the applicable ITE, which is placed into the market separately. This definition excludes the part of ITE that is not considered a module as well as a replacement module intended only for repair or maintenance purposes. Optional devices are classified into the following two types: (1) Optional device A An optional device that is built-in or connected to the applicable ITE to connect equipment other than the ITE, or an optional device that is externally connected to the applicable ITE. The former optional device includes various interface boards and cards. The latter includes keyboard and mouse. These optional devices are used for the input or output of data or electronic messages to or from the applicable ITE. (Note: Data and electronic messages include both digital and analog signals.) (2) Optional device B For optional devices other than optional device A. For example, a built-in floppy disk drive(fdd), a built-in hard disk(hdd), a RAM board, ROM board, an IC card, a font cartridge. CON-2
6. accessories Accessory to be connected to an ITE but not classified as ITE. It may be placed into the market separately. 7. telecommunication port A port to be connected to an electric telecommunication network (such as a public switched telecommunication network), a local area network (such as Ethernet or Token Ring), and other similar networks. The ports to connect interface cables for the interconnection of the interconnection of the internal components in a system (such as RS-232C or USB) are not included. 8. electronic way of display Is a way of making electronically stored information instantaneously and clearly legible on equipment by specified operation. Article 5 (Classification of ITE) ITE is subdivided into two categories, denoted Class B ITE and Class A ITE. 1. Class B ITE is a category of apparatus which satisfies the Class B ITE disturbance limits. Class B ITE is intended primarily for use in a domestic environment and may include: (1) Equipment with no fixed place of use; for example, portable equipment powered by built-in batteries. (2) Telecommunication terminal equipment powered from a telecommunication network. (3) Personal computers or portable word processor, and auxiliary connected equipment. (4) Facsimile equipment Note: The domestic environment is an environment where broadcast radio and television receivers may be used within a distance of 10 m of the apparatus concerned. It is also referred to a residential environment. 2. Class A ITE is a category of ITE, which satisfies the Class A ITE disturbance limits but not the Class B ITE disturbance limits. Article 6 (Technical Requirements) Member shall follow the Normative Annex 1, Technical Requirements, that is a part of the rules established by the VCCI, for the disturbance limit, the measurement method of disturbance generated by the ITE, the measuring facility and other. It is based on IEC/CISPR standard and established in accordance with the council report by the Telecommunications Council. Article 7 (Registration of Measuring Facilities) Measuring Facility for the compliance testing shall be registered to VCCI in accordance with Normative Annex 2, "Rule for Registration of Measurement Facilities. Article 8 (Confirmation of Compliance with the Technical Requirements) Prior to shipping ITE, Member shall measure products by VCCI registered measuring facility and create a test report that confirms the compliance with the disturbance limits in accordance with Normative Annex 1, Technical Requirements, Member shall confirm the compliance with the disturbance limits when any change to affect the measurement data has been made. In order to confirm that the ITE satisfies the specified limits, the Regular Member shall measure the disturbance generated by the ITE, using measuring facilities registered with the VCCI, according to Normative Annex 1, Technical Requirements, before placing the ITE into the market. Whenever there is an engineering change, manufacturing system change or the like which is considered to affect the measurement results, the Regular Member shall reconfirm the compliance. Article 9 (Registration of product conformity) Registration of product conformity shall be proceeded as follows, 1. The Regular Member shall make a registration of product conformity of the applicable ITE to VCCI in accordance with section 3 of this article, prior to placing the ITE into the market, on the basis of verification according to Article 8. When any change occurs in the registration, the Regular Member shall notify the change immediately. When a Regular Member chooses verification of the ITE at the installation site of a user, the Regular Member shall perform the measurement under the installation conditions set forth in Normative Annex 1, Technical Requirements. The Regular Member shall register the results to VCCI before ownership moves to the user in accordance with the methods specified in section 3 of this article. 2. Acknowledgement of reception Upon a receipt of the registration of product conformity from Member, VCCI shall respond with an acknowledgement of reception. The ITE may be placed into the market and be used at the user s installation site after VCCI acknowledges the registration 3. Method of registration Use the web form report of compliance in the VCCI website both for normal report and installation site measurement report 4. Qualification for registration The registration shall be made only by a Regular Member who shall take a full responsibility for the contents of the conformity verification report and a compliance of registered products. When an original equipment manufacturer (OEM) who s a VCCI member registers on behalf of a supplier who shows his brand on the product (brand company hereafter), the brand manufacture shall be VCCI member if no indication of the member manufacture on a product. In case of so, a member manufacture shall submit a Model No. and a name of a brand manufacture. The brand manufacture shown in the conformity verification report shall take a responsibility for all contents of the conformity verification report and follow instructions by VCCI as well as a member manufacture. 5. Registration for optional device The optional device shall be confirmed for its compliance according to the Normative Annex 1, Technical Requirements. An optional device A shall be registered based on the result of the compliance verification. However, any optional device can be included in the compliance verification report of the related ITE as a part of the ITE in which it is built. For an optional device B, a registration is not necessary. Article 10 (Marking) The Regular Member shall put the following statement or mark on a Class A ITE or Class B ITE. For equipment with information display device electronic way of display can be employed for the following marking. 1. Class A ITE A Class A ITE shall have the following warning statement and/or a VCCI mark in a conspicuous location on each product. In a domestic environment this product may cause radio interference, in which case the user may be required to take corrective actions. VCCI-A Note: The color of the mark is unrestricted Note 1: The characters shall not be less than 2 mm high. If adequate space is unavailable, the character size may be reduced as long as the characters are readable. Note 2: VCCI-A means that the equipment satisfies the limits of interference for Class A ITE. CON-5
2. Class B ITE A Class B ITE shall have the following mark in a conspicuous location on each product: 3. Equipment registered based on the confirmation measurement at the user installation site A Regular Member shall put the following statement in a conspicuous location on the product that was registered based on the confirmation measurements performed at the user installation site: この装置は 現在設置されている場所で妨害波の測定がされた情報技術装 置です この場所以外で使用する場合は その場所で 再び妨害波の測定が 必要となります Translation: This is a product for which interference was measured and confirmed to comply at the present installation site. When this equipment is used at any other location, interference must be measured at the new location for compliance. 4. Optional device For optional device A, the required mark and the statement for Class A ITE or Class B ITE whichever applicable shall be affixed, according to the classification of the optional device (refer to clauses 1, 2, or 3 of this article). If marking on the product is difficult, the mark and the statement may be omitted. The mark and the message are not required for optional device B. Article 11 (Information in Instruction Manuals) For ITE, a Regular Member shall supply the following warning statement in instruction manuals or equivalents : For Class B ITE, however, its omission is permissible. For ITE that is registered based on the result of the confirmation measurements at the user's installation site, the Regular Member shall add the warning statement shown in clause 3 in the instruction manual to the user. If this is used near a radio or television receiver in a domestic environment, it may cause radio interference. Install and use the equipment according to the instruction manual. 3. Equipment registered based on the confirmation measurement at the user installation site この装置は 現在設置されている場所で妨害波の測定がされた情報技術装置であり VCCI 協会の基準に適合しています 従って 現在設置されている場所以外で使用する場合は 再び妨害波を測定し VC CIに届け出をしなければなりません Translation: This is a product for which interference was measured at the present installation site and confirmed to comply with the standard of Voluntary Control Council for Interference by Information Technology Equipment (VCCI). Before using the equipment at any location other than the present installation site, the member shall measure interference for confirmation and register the result to VCCI. 4. Optional device For optional device A, the appropriate statement or mark shall be marked as required for Class A ITE or Class B ITE, according to the classification of the optional device class. For optional device B, such information is omitted. CON-7
5. Transition procedure (1) Equipment submit conformance report before April 2010, can be used instead of clause 1 to 4 above, the following heretofore used statement. Article 12 (Handling of accessories) For the supply of accessories, a Regular Member shall observe the following rules: 1. The accessories including the following which are needed to satisfy the technical requirements and AC adapter shall be supplied in the same package with the ITE a)shielded cable b)cable with a ferrite core c)ferrite core to be attached to the cable 2. If it is difficult to follow the above rule for packaging the instruction manual or its equivalent shall have a statement to the effect that the use of the specified parts (by names or numbers) in the specified way is required to meet the technical requirements. Article 13 (Market Sampling Test) VCCI conducts market sampling tests according to the Normative Annex 3, Rules for Market Sampling Test. to confirm that ITE in the market conform to these rules. 1. A Regular Member shall follow the instruction to be given by VCCI for the test, and bear the expenses required for carrying out this test according to the Normative Annex 3. 2. Other than conducting Market Sampling Test, VCCI confirms if the products comply with Article 8 (Compliance with the Technical Requirements), Article 9 (Registration of product conformity), Article 10 (Marking), and Article 11 (Information to user). On request, the Members shall submit the data to prove the compliance. If non-compliance is found, VCCI will request the Member to take corrective actions.. Article 14 (Confidentiality) VCCI shall not use any documents submitted from Regular Member associated with the registration for any purposes other than its own activities. Article 15 (Revision or Abolishment of Rules) Revision or abolishment of these rules is subject to the following: 1. Whenever related international standards, such as IEC/CISPR, are newly enacted or revised, or when some of the related provisions are reviewed by the Joho Tsushin Shingikai(the Telecommunications Council) or when revision or abolishment of a provision is proposed by a regular member of VCCI, and if the proposal is then supported by the Steering Committee of VCCI, VCCI shall immediately begin the work for reviewing or abolishing that provision. 2. The rules shall be revised or abolished by the Steering Committee of VCCI. 3. VCCI shall first inform the Members of the provisions to be revised or abolished and shall collect opinions from Members. 4. VCCI shall immediately inform the Regular Members the contents of the revision or the abolishment of the provision once upon the decision of the Steering Committee of VCCI. Article 16 (Date of Implementation) The 24 th edition of these rules shall be applied to any product which are registered on or after April 1, 2015.
