Background of Capacity Building Objectives at DFD Strengthen capacity building activities pursuing the following objectives: Focus on understanding the full range of user communities and networks, including their needs and priorities. Sensitize donors and politicians to the value of Earth observation and benefits of using Earth observations. Mobilize resources for building the capacity of the three key contributors to Earth observations: Individuals, Institutions and Infrastructure. Coordinate resource mobilization in order to promote efficiencies and capacity development of intuitions. 4

Preparation and continuous training and simulation exercises for emergency experts, i.e. SAFER/LinkER Training cycle Hands-on experiences and near-real time trainings have been proved highly efficient to prepare the end-user community.
