Capacity Building for Earth Observation From rapid science to prepared society - A cross cutting approach Jan-Peter Mund, Carl Jan Keuck, Harald Mehl Capacity Building Unit at DLR () Capacity Building Unit 1

Content Overview of DLR DFD capacity building concept Capacity building within the disaster management cycle Examples of capacity building and training measures at DLR DFD DSS - GITWES Water Management: WISDOM Flood Management: Namibia Respond, LIMES, AMC Lessons learnt and recommendation Conclusion and Outlook 2

DFD tasks in Earth Observation from Space TerraSAR-X Tandem-X Application / Capacity Building Data Acquisition Distribution Archiving Product Generation Calibration 3

Background of Capacity Building Objectives at DFD Strengthen capacity building activities pursuing the following objectives: Focus on understanding the full range of user communities and networks, including their needs and priorities. Sensitize donors and politicians to the value of Earth observation and benefits of using Earth observations. Mobilize resources for building the capacity of the three key contributors to Earth observations: Individuals, Institutions and Infrastructure. Coordinate resource mobilization in order to promote efficiencies and capacity development of intuitions. 4

Intervention Levels of DLR Capacity Building National Level and International Institutions National Institutions Regional Agencies Project Team and Personnel development Individual development Policy dialog and Institutional consultative services Organizational development of Administrations and Agencies Workshops Training Continuous education 5

DLR Capacity Building principles Building spatial enabled management and decision capacities Public Info access EO - enabled Citizens Participation Decision Making SDI-Managers EO - System Manager EO Products EO - Applications EO- Engineers EO- Technicians EO-Expertise Expertise EO - Data Analysts EO-Methods Ref.: S. Human Resource Development in EO Administration Selected staff recruitment with academic or technical diploma Personnel development = long term personnel management, capacity development and twinning training Quality management = transparent and well documented workflow based on efficient certified processes International cooperation = workshops, summer schools, trainings and post graduate staff education through DLR-DFD capacity building measures 8

Human resource and institutional development Organization and implementation of Workshops, Seminars & Summer Schools Organization and implementation of national and international scientific, technical and academic trainings 1-3 days short introductory courses for decision makers on political level i.e. collaborating with UN-Spider mission to Namibia 9

DFD Training Documentation Introduction to Geospatial Data Satellite based Analysis Information to support Humanitarian Aid Water detection and flood mapping in Namibia Possibilities and Constraints in Remote Sensing and Navigation ATCOR Atmospheric correction over land WISDOM Water Information and Management system 10

Institutional development and project team capacities Organization and implementation of national and international scientific, technical and academic trainings 1-3 weeks short courses and intensive technical trainings (i.e. DLR GITEWS certificate level, WISDOM Water management course) 11

From Individual to Institutional capacity development Organization and implementation of national and international scientific, technical and academic trainings 2-6 month applied post graduate courses and attached academic coursework (post graduate DLR or University level certificate) 13

Capacity Building Examples AMC Field Training activity on Cyprus 2007 European Community Assessment Mission Course jointly organised by THW and Johanniter International Assistance (JUH) in the framework of EU project LIMES Disaster 25

Lessons learnt and recommendation Coordination of training, management, evaluation, assessment measures and experts National experts should be encouraged and integrated into UN training and assessment missions. Harmonize EO-Imagery and Remote sensing trainings and exercises among international and national organisations. Preparation and continuous training and simulation exercises for emergency experts, i.e. SAFER/LinkER Training cycle Hands-on experiences and near-real time trainings have been proved highly efficient to prepare the end-user community. Capacity Building measures shall be an integrated part of the outreach and dissemination activities of further R&D projects. E-learning modules on all courses modules could be established. 27
