1. Invitation / Dates This is the official invitation to all National Chess Federations for participation in the FIDE World Junior Under-20 Championships 2015 (open and girls under 20) which will be held in Khanty-Mansiysk, Russia, from the 31 st of August -1 st of (arrival) till the 16 th of (departure) 2015. The Championships will be organized and held by Ugra Chess Federation under the auspices of Russian Chess Federation and FIDE. 2. Participation 2.1 Each National Federation has a right to send one (1) player born on or after the 1 st of January 1995 for both categories (open and girls), total two (2) hosted players. 2.2 Players with a personal right according to the FIDE Regulations, will also be accepted as hosted players; Players entitled to participate are: a. The top 3 players of the previous edition; b. The Continental Junior Champions of the year preceding this edition; c. The top 6 (4 for Girls) Junior U20 players from the FIDE Rating List as of 1 st of January of the current year; d. World Youth U18 and U16 Champions of the year preceding this edition. 2.3 FIDE Federations can send as many additional players as they wish. 2.4 In order to ensure proper tournament standards, all players must submit on-line registration through their National Federations until the 1 st July, 2015 (on-line registration deadline) on the web-site of the Organizer: www.ugrasport.com. 3. FIDE Entry Fee 3.1 Every hosted player shall pay an entry fee in amount of 70 Euros in accordance with FIDE Regulations. This amount must be sent directly to FIDE by their National Federation before the event. 3.2 Every additional player shall pay an entry fee of 140 Euros in accordance with the FIDE Regulations. 4. On-line Registration and Travel Conditions 4.1 National Federations shall register their players on the web-site of the Organizer no later than the 1 st of July, 2015. This date is the registration deadline. All federations shall register through the official on-line registration of the Organizer on the web-site: www.ugrasport.com. 4.2 During the on-line registration the following information should be provided: Surname; First name; FIDE ID number; FIDE rating; Title; Date of Birth; Gender; Information for visa To get visa invitation participants from non-european Union countries should provide the following data: - place of job (name of organization); - job s address; - position; - state and town of residence; - state and town where visa will be received. Flight details (arrival date and time, number of flight, town participant arriving from); Accommodation (single or double room); Photo for accreditation (in JPEG format). It must also include name and contact details of the responsible person from the Federation. In addition to on-line registration all participants should send their clear passport copy during the on-line registration to the e-mail: visa@ugrasport.com 4.3 All travel expenses must be paid by the participants or their National Federations. Transfer from/to the Khanty-Mansiysk airport and to/from the official hotel on arrival/departure (31 st of August - 1 st of and 16 th of ) will be provided by the Organizer.

5. Travel to Khanty-Mansiysk The air companies «Utair» and «Transaero» make regular flights from Moscow to Khanty-Mansiysk. 5.1 «Utair» company performs daily flights from Moscow to Khanty-Mansiysk and back according to the following schedule (local time for each airport): UT-351 Moscow (Vnukovo) 20:15 Khanty-Mansiysk 01:10 UT-352 Khanty-Mansiysk 07:40 Moscow (Vnukovo) 08:55 5.2 «Transaero» company performs daily flights from Moscow to Khanty-Mansiysk and back according to the following schedule (local time for each airport): UN-185 Moscow (Domodedovo) 23:45 Khanty-Mansiysk 04:30 UN-186 Khanty-Mansiysk 06:00 Moscow (Domodedovo) 07:25 You can buy the air tickets of «Utair» company on the sites: www.utair.de, www.utair.ru, and the air tickets of «Transaero» on the site: www.transaero.ru/en The nearest airports to Khanty-Mansiysk are Surgut (300 km), Nizhnevartovsk (510 km), Tyumen (670 km). The air company «Utair» performs direct air flights from these towns to Khanty-Mansiysk. You can get from Surgut to Khanty-Mansiysk by regular bus as well (travel time is 4 hours).! Kindly ask you to buy the air tickets to Khanty-Mansiysk in advance because of the end of holiday season in Khanty-Mansiysk! 6. Hotel Accommodation - Playing Hall 6.1 All participants are obliged to stay in the official hotel and booking must be done through the Organizing Committee. 6.2 Full board accommodation will be offered in the hotel «Olympic» (45, Engels St., Khanty-Mansiysk) booked by the Organizing Committee. There is free Wi-Fi in the whole hotel (in the lobby on the ground floor, in the restaurant on the first floor, in all rooms). 6.3 Free accommodation and full board will be provided to the hosted players from the 1 st of till the 16 th of (breakfast). All participants will be accommodated in double rooms in the official hotel. 6.4 Additional players and all accompanying persons should book a room in the official hotel through the on-line registration of the Organizing Committee. 6.5 Accommodation in the hotel «Olympic» for additional players and accompanying persons will cost: a. Single room costs 90 Euros per night (by cash in Russian Roubles at the current exchange rate or by credit card); b. Double room costs 60 Euros per person per night (by cash in Russian Roubles at the current exchange rate or by credit card).

6.6 Accommodation should be paid directly to the hotel by cash in Russian Roubles at the current exchange rate upon arrival. The other currency is not accepted. Credit cards VISA Int. (VISA, Electron), Europay Int. (Eurocard / MasterCard) are accepted. 6.7 If hosted players request to upgrade a double room to a single room they shall pay for it by themselves. 6.8 Rooms will be booked on the principle of FCFS (First Come First Served). 6.9 The playing venue of the Tournament will be finalized after the registrations deadline. In case if the total number of the participants does not exceed the number of 130, the Tournament will be held in the Ugra Chess Academy (6, Loparev St., Khanty- Mansiysk). If there are more than 130 participants the Tournament will take place in Tennis Training Center (21, Studencheskaya St., Khanty-Mansiysk). 7. Payment 7.1 Entry and organizing fees should be paid to FIDE by money transfer to the FIDE account. 7.2 All confirmed registration will be displayed on the official web site where Federations may check their participants' situation on a daily basis. 7.3 Players will not be paired until entry and organizing fees are not transferred to FIDE by their Federations. 8. 9. Regulations 9.1 The tournament will be played according to the Swiss System in 13 rounds. Only FIDE ratings will be used for the pairings. 9.2 The FIDE time control is 90 minutes for the first 40 moves, followed by 30 minutes for the rest of the game, with an increment of 30 seconds per move starting from the 1st move. 9.3 All other regulations apply as per FIDE Handbook. Default time is 15 minutes. 9.4 Tie-breaks: If two or more players are tied, the following tie-breaks will be used: a. Result of direct encounters between the tied players (applies only if all tied players have played each other); b. Buchholz Cut 1; c. Buchholz; d. The greater number of games played with black; e. The greater number of wins. 9.5 The silver and bronze medalists of both categories (open/boys U20 and girls U20) receive the IM and WIM titles respectively. 9.6 GM and IM norms are also possible for the other players based on their performance and their opponent s titles/ratings as per FIDE Handbook requirements. 10. Prizes 10.1 The total Prize Fund for the whole tournament, for both Open and Girls Category, is 10,000 Euro: Open Girls 1 st place 3,000 Euros 1 st place 2,000 Euros 2 nd place 2,000 Euros 2 nd place 1,250 Euros 3 rd place 1,000 Euros 3 rd place 750 Euros 10.2 Top three places in every category will be awarded with medals and presents. 10.3 Winners and runners-up will be awarded with diplomas. 11. Appeals Committee Protests against decisions of the Chief Arbiter or his assistants must be submitted in a written form to the Chairman of Appeals Committee within 30 minutes after the end of the game. The protest must be accompanied with the protest fee of 200 Euros. The fee must be handed to the Chairman of the Appeals Committee. If the appeal is upheld, the sum shall be returned immediately. If the appeal is refused, the fee is forfeited to FIDE.

12. FIDE Technical Officials FIDE Technical Officials will be announced later. 13. Visa Participants coming from visa countries are obliged to get visa for entering the Russian Federation. Organizing Committee provides visa assistance to the participants of the Tournament. 13.1 European Union Countries: Issuing the Russian visa for players of the European Union is executed according to the invitation letter from the receiving organization (invitation from OC). To get an individual invitation from OC participants should attach a passport copy during the on-line registration. Invitation received from OC should be submitted to Consular institution.! Note that after submitting the invitation to the Embassy or the Consulate, the terms of issuing the Russian visa will be not less than 7 days! 13.2 Other countries: Russian visa for players from Non-European Union countries is issued through the Ministry of Foreign Affairs of Russian Federation. Participants receive Telex number (number of the electronic invitation) from the Organizing Committee via e-mail, which should be given during the on-line registration. The Telex number should be submitted to Consular institution for issuing the Russian visa. Participants do not need an official invitation letter, Telex number is enough. For this reason participants should provide a passport copy and an additional data during the on-line registration. Issuing the visa invitation through the Ministry of Foreign Affairs begins only 45 days before the event (beginning with 15 th of July 2015).! We kindly ask you to provide the Organizing Committee with all the necessary documents for getting visa invitations and obtaining visas for entering the Russian Federation in time! 15.08.2015 is the deadline when invitation for visa could be issued. After the deadline visa invitations are not issued. 14. Accreditation To make procedure of accreditation quick and easy on the venue, all participants should load his or her electronic photo (face photo) in JPEG format during the on-line registration. Voltage Electricity throughout Russia is 220 Volt/50 Hz, euro-outlets. 17. Currency and Exchange The Russian currency is Russian ruble (RUB). All prices are generally quoted in rubles. Currency can be freely converted at banks.
