Reinforcing the capacity of public authorities to plan, implement and monitor sustainable energy policies, plans and related measures. 2. Unblocking current technical and administrative barriers impeding a higher share of local Renewable Energy. 3. Removing market barriers aiming at facilitating the integration of large, medium and small energy supply systems mostly based on renewable energy.
