London legal framework Legal framework Enforcement of congestion charge is based on a civil rather than a criminal process Concern criminal process would over burden the courts Civil process well established for bus lane enforcement and parking Financial penalty rather than criminal conviction Can be misunderstood by the public and perceived as a cash generating process Page 3 9 th Dec 2010 Siemens
London scheme objectives Objectives Reduce inner London traffic levels Cut road transport delays Increase speeds within the zone Improve conditions outside zone Improve bus operations Produce a large net revenue for reinvestment Achieve a modal shift Page 4 9 th Dec 2010 Siemens

London Experience Now Congestion increase Congestion has risen back to pre-charging levels but would be much worse without the charge. This rise in congestion is due to: widespread water and gas main replacement works, which have greatly reduced the road capacity traffic management measures to help pedestrians and other road users Western Extension Removal The London Mayor has committed to the removal of the Western Extension Zone and after consulting the London public, this will happen at the end of 2010 It is not yet known what the impact of this removal will have in terms of lost revenue, congestion increase, traffic increase, pollution target achievements Page 17 9 th Dec 2010 Siemens
