Chris Smith Head of Education Technology, Essex County Council Project Director Target Tracker Emma Breckenridge Deputy Headteacher - Kingfisher Academy Assessment leader, Cuckoo Hall Academy Trust
What is happening next year? New Performance management arrangements New pay arrangements New SEN arrangements Reduced funding plans New FSM arrangements for KS1 New curriculum and assessment arrangements
It s not about pleasing the government
Nor appeasing Ofsted
Its about engaging children in their learning
Its about giving you more choice about what to keep and what to remove
Principles of Effective assessment systems Give reliable information to parents about how their child, and their child s school, is performing a. Allow meaningful tracking of pupils towards end of key stage expectations in the new curriculum, including regular feedback to parents. b. Provide information which is transferable and easily understood and covers both qualitative and quantitative assessment. c. Differentiate attainment between pupils of different abilities, giving early recognition of pupils who are falling behind and those who are excelling. d. Are reliable and free from bias. Target Tracker does and will be able to fulfil this principle.
Principles of Effective assessment systems Help drive improvement for pupils and teachers a. Are closely linked to improving the quality of teaching. b. Ensure feedback to pupils contributes to improved learning and is focused on specific and tangible objectives. c. Produce recordable measures which can demonstrate comparison against expected standards and reflect progress over time. Target Tracker and TAS does and will be able to fulfil this principle.
Principles of Effective assessment systems Make sure the school is keeping up with external best practice and innovation a. Are created in consultation with those delivering best practice locally. b. Are created in consideration of, and are benchmarked against, international best practice. Target Tracker Multi does and will be able to fulfil this principle.
A few surprises The EYFS profile has been replaced with a new baseline test early in YR. No changes to P-scales. Early years assessments will be put in the hands of publishers Infant schools that don t use a commercial test will be measured on attainment alone. (schools may make decisions based on their historical patterns of performance.) A new Grammar, Punctuation & Spelling test introduced at KS1 to inform the writing mark.
What!!!! Sufficient progress a key accountability measure has not been defined. The new progress measure won t come into force until 2023 The results of KS1 assessment won t count for Primary schools The government is intending to publish performance descriptors for the end of KS1 and KS2 in the Autumn, but they will be simple pass/fail descriptors
Just another re-write?
A shift of approach in the curriculum From Processes & skills Development Learning continuum To Knowledge Acquisition Mastery
A shift of approach in assessment From Differential tests Best-fit level descriptors Levels To Can/can t tests Pass/fail descriptor Test scores & comparative placing
What will happen at the next election? And will it make a difference?
Target Tracker s Solution
Aim To have one system which allows assessment of both Levels and the new curriculum Enables teachers to see what a child has learned on their journey to mastery Shows which children are not on track for secondary readiness Allows Senior managers and teachers to show current and future attainment and progress of their groups and cohorts.
