The Biodiversity Information System for Europe - BISE - Sabine Roscher Dominique Richard European Topic Centre Biological Diversity (ETC/BD) Meeting of the Group of experts on Protected Areas and ecological Networks Strasbourg, 14-15 September 2010 1

Introduction: Why BISE Why BISE? The conception, development, implementation, monitoring and further improvement of EU biodiversity policy depends crucially on the availability of robust data on the state of biodiversity, threats to biodiversity, impacts on ecosystem services and human well-being and policy responses. The establishment of a Biodiversity Information System for Europe, fully compatible with INSPIRE and SEIS developments, would be a key instrument to ensure the provision of such information. DG Environment, internal paper 2

BISE: Framework and legal background Implementing 2005 Go4 Technical Arrangement and Environmental Data Centres Implementing 2007 EC Directive 2007 establishing an Infrastructure for Spatial Information in the European Community (INSPIRE) Implementing 2008 EC Communication concerning a Shared Environmental Information System (SEIS) Communication from the Commission: Halting the loss of biodiversity by 2010 and beyond Policy area 4: The knowledge base, Objective 10: To substantially strengthen the knowledge base for conservation and sustainable use of biodiversity, in the EU and globally...this requires strengthening... the science policy interface and data interoperability for biodiversity... 3

Different aspects of BISE BISE is a partnership between the European Commission (DG Environment, Joint Research Centre and Eurostat) and the European Environment Agency. It incorporates the network of the European Clearing House Mechanism within the context of the United Nations Convention on Biological Diversity (CBD). BISE content and services will be developed in collaboration with key users and information providers so that it meets the information needs of the post- 2010 biodiversity vision and targets for the EU. BISE will be tailored to the needs of the Go4. The BISE gateway organises information at the European level under five entry points. The best information available at European level is presented, e.g. the Biodiversity Baseline Report and the SEBI Indicator assessments. 4
