NATO MASTER CROSS REFERENCE LIST NAMSA FOR MORE PRODUCTIVITY

WHAT IS NAMSA? The NATO Maintenance and Supply Agency (NAMSA) is the executive arm of the NATO Maintenance and Supply Organization (NAMSO) which was created in 1958 by a North Atlantic Council decision. NAMSA exists to serve the NATO nations, its policies being determined by the NAMSO Board of Directors - composed of representatives of the Organization s current 18 member countries - which ensures that individual national interests are taken into account. Iceland is not a NAMSO member. A number of support agreements are in place with some Partnership for Peace (PfP) nations. As NATO s principal logistic support management agency, NAMSA s mission is to provide logistic services in peacetime as well as in wartime in support of weapon and equipment systems held in common by NATO nations, the aim being to promote materiel readiness, to improve the efficiency of logistics operations and to effect substantial savings through consolidation of procurement. To accomplish this mission, NAMSA exercises the powers and responsibilities with which it has been vested in the areas of supply, maintenance, calibration, procurement, transportation, technical support, engineering services and configuration management for some 30 weapon and equipment systems. Other activities include codification/identification services (with an international electronic mailbox system handling more than 500,000 transactions per month) and arranging contracts for the disposal of all types of ammunition. NAMSA s main facilities and the majority of its workforce of around 950 are located at Capellen in the Grand Duchy of Luxembourg. The Southern Operational Centre in Taranto, Italy, serves mainly AFSOUTH nations, and NAMSA s HAWK Logistics Management office near Paris supports the HAWK weapon system. NATO nations are not obliged to use NAMSA for the support of their military equipment. However, where a collaborative approach with other members of the Alliance proves to be more cost-effective than individual nations supporting their equipment independently, it is in their interests to do so. The political will to collaborate is demonstrated by the variety of common weapon system programmes and partnerships supported.

LETTER FROM THE CHAIRMAN Dear Reader, As part of our on-going efforts to both improve and make better use of NATO codification data, we have produced the NATO MASTER CROSS REFERENCE LIST on Compact Disc (CD-ROM). Making this important reference data available in a convenient and efficient to use format, marks a significant step forward in the collaborative logistics process within NATO and with our non-nato partners. Agreement by nations to proceed with this project is a proof of the collective determination to continue building on our long history of co-operation in the fields of Codification and Logistics. The NATO Master Cross Reference List on CD-ROM, abbreviated CD-NMCRL, is a valuable tool for Logisticians in every nation. The CD-NMCRL contains information from each NATO and sponsored countries' National Codification Bureau, and acts as a handy supplement to products now produced by these countries. The CD-NMCRL, even if it was originally designed for use by NATO Logisticians, has proven to be an invaluable tool for 1

non-nato Logisticians as well as for civilian companies dealing with NATO nations Armed Forces. The product now has a world wide distribution and has facilitated co-operative Logistics activities between NATO nations Armed Forces and non-nato allies. It has also significantly enhanced the dialogue between Armed Forces of NATO and non-nato nations with civilian companies when dealing with materiel management. The main advantage of the CD-NMCRL, in addition to ease of use and rapid search and extract, is the fact that it contains all NATO Stock Numbers assigned by the NATO and sponsored countries. It is, in fact, the catalogue of materiel used by the nations of the NATO Alliance. The CD-NMCRL is a WINDOWS' based product. As the CD-NMCRL matures, it potentially can be expanded with additional codification and logistics information. As an example, user information was added to reflect which NATO and non-nato nation(s) is(are) registered user(s) for each NATO Stock Number on the product. Vendor information has been added to each NSN to complement the Manufacturer information that was always available. Finally, the NATO Group of National Directors on have agreed to the addition of EAN/UCC data to the system. This is being done by adding these codes to each NATO Stock Number as further references thereby creating an effective link between these two codification systems. 2

CD-NMCRL: FOR MORE PRODUCTIVITY Logisticians spend a great deal of time searching for codification data. While the time spent is proof of the essential nature of codification information, any step which cuts down on research time provides Logisticians with additional time for more productive pursuits. The CD- NMCRL speeds up research and saves time for Logisticians; that is productivity! The CD-NMCRL is also extremely valuable to any civilian company wishing to do business with any of the Armed Forces of the NATO nations. This product is also of interest to non-nato countries around the world when they do business with NATO nations or non-nato countries that are sponsored in the NATO Codification System. The access time for retrieval of codification information on Compact Disc is minimal. What is more important is that the CD-NMCRL contains the complete range of items used by the Forces of all NATO and sponsored countries. NOTE: Boolean type searches (AND, OR, NOT) are possible within and between fields. This allows users to search the CD-NMCRL product using any combination of the above parameters. CD-NMCRL INQUIRY MODE The CD-NMCRL offers you two inquiry modes to cover all your search needs: Interactive mode Batch / External file mode Interactive mode: The interactive mode allows the user to make single queries on the search parameters described above. The results are displayed on the screen. A print screen capability is available. Batch / External mode: The batch / external mode allows the user to make multiple queries and receive the results either on screen or file or in printed form. Results can be written to a system file. Batches can be entered either by means of the keyboard or by importing data held on external files. Conditional matches are possible. 7

CD-NMCRL OPERATING ENVIRONMENT Hardware/Software Requirements: You need an IBM PC or compatible computer to run the WINDOWS version (16/32 bit) of the CD-NMCRL system with the following minimum configuration: Access to two (2) CD-ROM drives (ISO 9660 compliant); At least 5 MB space available on a hard disk or network drive; Most monitor types are supported; video hardware selection is done automatically during installation; Windows 3.1x with at least 4 MB of RAM (3 MB configured as XMS); Windows 95/98/ME/NT/2000/XP. The CD-NMCRL package comprises a set of 2 discs. This product is networkable. LAN considerations: All CD-NMCRL programs may be installed from a Local Area Network (LAN) rather than directly from a CD. This option would be used when the programs will be shared by all users rather than a copy of each program residing an each user's machine; Windows must be installed locally on each machine; The user will be asked to specify a working directory. This directory must be a directory on the local machine (sufficient access rights needed!); Auto-updating of working directory. 8

CD-NMCRL MULTI LINGUAL As the CD-NMCRL is to be used in all of the NATO countries and around the world, special attention has been given to the linguistic requirements. The information contained in the CD-NMCRL reflects the contents of the information held in the NATO national files. Most of this information is coded data, which is obviously not a problem. The system displays non-approved item names in the national language of the country that codified the item. Approved item names are displayed in the national language of the user but are also available in French and English. The user of CD-NMCRL has, therefore, a language option as part of the start up procedure. CD-NMCRL INSTALLATION Since the product is being used by many people in different countries, particular attention has been paid to the installation procedures. The CD-NMCRL can be installed by any user with a minimum knowledge of the use of computers. Installation instructions are printed, in French and English, directly on the mailer and are easy to follow. CD-NMCRL includes an auto-update feature that alerts you when the installed version of the program doesn't match the version on the specified discs. 9

In order to provide the most efficient functioning and processing possible, CD-NMCRL has been constructed as both 16- and 32-bit executables. This means that CD- NMCRL has been built to take advantage of your machine's fullest capabilities. However, you do not have to be aware of your machine's architecture: the CD-NMCRL installation program automatically installs the version of the software that is appropriate to your machine. CD-NMCRL USER ENVIRONMENT The graphical interface of CD-NMCRL is menu driven, which makes it truly user friendly. Help features are available, in numerous languages, to explain the use of the system as well as to provide explanatory notes on the purpose and meaning of codes. A User Manual and atutorial are available on-line in English and French. CD-NMCRL DATABASE The CD-NMCRL database from which the CD-ROM is produced is maintained in the NATO Maintenance and Supply Agency (NAMSA). The data is updated on a permanent basis by the NATO National Codification Bureaux. The CD-ROM product is released every two months. 10

CD-NMCRL SUBSCRIPTION Who can subscribe? All NATO Government organizational elements, NATO member country contractors, and suppliers as well as Non- NATO Government organizations, suppliers and contractors are eligible to subscribe to the CD-NMCRL. Although there are practically no limitations, requests for subscription will be screened and may be rejected. NAMSA submits an annual report to the AC/135 on subscription status and developments. How to subscribe? Subscribers are invited to use the subscription form at the end of this brochure, applying the instructions printed on the reverse side of that form and observing the following instructions for payment: Pay in advance, per subscription, an annual subscription fee (for 6 CD-ROM updates) of URO 650.00 ( URO 525.00 for NATO Government Entities) using one of the following methods: an inter-bank transfer to NAMSA s bank account with BCEE (Banque et Caisse d Epargne de l Etat) in Luxembourg: IBAN*: LU14 0019 1007 7845 4000 BIC*: BCEELULL (*IBAN = International Bank Account Number) (*BIC = Bank Identifier Code / SWIFT Code) 11

a certified cheque to the order of NAMSA- Finance Division ; authorise NAMSA to debit your VISA or EUROCARD/MASTERCARD account. Under Remarks, specify NATO MCRL and the number of subscriptions required. Every two months, NAMSA supplies a new set of CD- NMCRL discs updated with the latest information from the National Codification Bureaux. The initial set is provided within 30 days of subscription and is the most recently produced CD-NMCRL. Subscribers receive the CD-NMCRL directly from the contractor that produces the discs. NAMSA maintains an updated address list for this purpose. It is therefore in the interest of the subscriber to notify NAMSA immediately of any change in address. 12

Duration of Subscription A subscription lasts one year and is renewed automatically on payment of the following year s subscription fee. To avoid delays in delivery, subscription fees should be paid at least two months in advance. Subscription renewal notices will be sent to all users some four months before the expiry of their on-going subscription. DISSEMINATION OF CD-NMCRL DATA The CD-NMCRL is for authorized use only. Copy and/or further dissemination with or without remuneration in whole or in part is not permitted. 13
