Bilkent University 2012-2013 Academic Year Registration Guide for International Students
This document is intended to provide you with some basic information and to assist you prior to your arrival. Please review the information included in this package, and do not hesitate to contact us if you have any questions. Please note that students may register only during the specified registration period.
REGISTRATION Registration will take place between 27 August and 3 September 2012 excluding 30 th of August. (Registration will continue throughout the weekend of 1-2 September 2012.) Registration Hours: 09:00-17:00 Registration Place: Bilkent University, Main Campus Sports Hall, Ankara Documents Required for Registration 1) A photocopy of your passport with a Student Visa issued by a Turkish Consulate. Photocopies of the pages that include identification information and the student visa are to be submitted. Students who live in Turkey must submit photocopies of their Student Residence Permit. A tourist visa is not acceptable for registration. Students who have a diplomatic passport or a blue card (copies of them should be submitted) do not need to submit a student visa or residence permit. (Note: For those who need a student visa, we recommend that you apply for one immediately, now that you have received your acceptance letter for inclusion in your visa application.) 2) 6 passport-size photographs. 3) Original lycee or high school diploma and transcript (accompanied with English or Turkish translation, if the original is not in one of these two languages) and an Equivalency Certificate. This certificate indicates that the registrant s high school diploma is equivalent to a Turkish high school diploma. The certificate can be obtained from a Turkish Consulate in your own country before you leave for Turkey or from the Ministry of National Education of the Republic of Turkey. In order to apply for the Equivalency Certificate, you must submit your original high school diploma and a transcript listing all of the courses you took in high school including the grades and credit hours for each, accompanied with a Turkish translation of these, 4) Original exam score sheet (SAT, TQDK, WAEC, etc.) required if you uploaded an exam score on your Bilkent application. 5) Student Residence Permit Application Form (to be found in the acceptance package). Please fill out this form before coming to the registration desk. 6) Bank receipt for the fall semester tuition fee (see Tuition Fee for details). In the registration area you will find: a) The International Students Registration Desk, where you will submit your registration-documents. All documents listed above are needed for the registration process to be completed. b) The Computer Center Desk, where you will receive your Bilkent University ID card, as well as a username and password giving you access to various university online services and the computers on campus. c) The Dormitory Desk, which you should visit if you want to apply for campus housing in the dormitories. TUITION FEE The tuition fee for the 2012-2013 academic year is 13,950 USD (8% VAT included), payable in two installments of 6,975 USD by the due dates before the fall and spring semesters. Bilkent University offers two payment methods: 1) You may make an electronic transfer of your tuition fee in USD at least one week before the payment deadline to the bank account number given below. Please make sure that your name and surname are written on the bank receipt
and that the receipt is submitted to the Office of International Students. (You should not transfer the dormitory fee to this bank account number.) Garanti Bank/ Bilkent Branch USD Account Number : 393-9088737 USD IBAN No : TR10 0006 2000 3930 0009 0887 37 SWIFT CODE : TGBATRIS 2) In Turkey, you may pay your tuition fee in USD before the payment deadline at any branch of the banks listed below, using your Bilkent University Student ID number. Representatives of these banks will be in the registration area, and you may make your tuition payment to one of them after completing the pre-registration process with a Bilkent Registrar s Office staff member. a. Garanti Bank b. Yapı Kredi Bank c. İş Bank All of these banks are able to accept Bilkent tuition fee payments at any of their branches through their payment screen, you may make your payment to Bilkent Üniversitesi Öğrenci Harç Tahsilat Hesabı. Tuition fees designated in USD can be paid in Turkish Liras (TL) only in Turkey. The TL equivalent will be calculated at Turkish Central Bank s exchange rate on the date of payment. Tuition Refund Policy Students who withdraw from the University will have a percentage of their tuition payment refunded according to the schedule below. (Refunds will be in the same currency in which payment was made.)
By 24 September 2012 90% By 1 October 2012 75% By 8 October 2012 50% No tuition fee will be refunded for students who withdraw after 8 October 2012. English Preparatory Program students who terminate their enrollment in the University at the end of the first or third course in the program will receive a 50% tuition refund if they apply for termination before the first day of the new course. There will be no refunds if the application to terminate enrollment is made after this date. DORMITORY REGISTRATION Bilkent University provides campus housing, if desired, for the duration of a student s enrollment. The dormitories provide a safe, clean, and comfortable environment for more than 4,000 students. Students can register to reside in the dormitories by presenting their Bilkent University ID cards at the dormitory desk in the registration area. Dormitory Fee Within Turkey Dormitory and deposit fees may be paid separately to any of the following banks' Bilkent University Online Dormitory Accounts. To avoid possible complications (such as not having a room reserved in their name), it is strongly recommended that students check at regular intervals to ensure that their payments have been received and posted. Students are urged to inquire via e-mail or in person at the Dormitories Management Office, furnishing their payment receipt as proof of the transaction, if they do not see the transaction posted in the system within 5 days of being made. CERTIFICATE OF PROFICIENCY IN ENGLISH EXAMINATION (COPE) Bilkent is an English-medium university. Therefore, students are required to provide proof (if available) of their proficiency in English by uploading TOEFL (only from the Turkish American Association-Ankara), IELTS (only from a branch of British Council) or FCE exam results. Bilkent University only accepts exam results sent directly to the university. Those who are admitted and do not provide scores from the above-mentioned English proficiency exams can take the Certificate of Proficiency in English Examination (COPE) administered by Bilkent University after registration. Below is the COPE exam schedule for the fall semester of the 2012-2013 academic year. (A booklet detailing rules and other information concerning the exam will be provided during registration.) 4 September 2012, Tuesday (10:00) 4 September 2012, Tuesday (20:00) 5 September 2012, Wednesday (10:00) 6-7 September 2012, Thursday - Friday 11 September 2012, Tuesday (12:00) COPE-1 exam COPE-1 exam results announced COPE-2 exam COPE-2 speaking exam COPE-2 exam results announced Those students who are unable to pass COPE will attend the English Language Preparatory Program for one to two years, receiving between 25-30 hours of tuition per week, typically in 8-week courses during an academic year.
RESIDENCE PERMIT International students must obtain a Residence Permit within a maximum of thirty (30) days after entering Turkey. You must extend the period of your Residence Permit if it will expire during your stay as a student. Office of International Students and Exchange Programs staff members will accompany international students on a visit to the Ankara Emniyet Müdürlüğü/Yabancılar Şubesi (Directorate of Security/Bureau of Residence Registration) to apply for their student residence permits, on a date to be announced after registration. HEALTH INSURANCE All international students are required to have health insurance; they will be insured by the Social Security Institution of the Republic of Turkey. Students must obtain a Y.U. number after receiving their residence permit and must inform the Office of International Students and Exchange Programs in order to initiate the process of receiving health insurance coverage. GE 100 ORIENTATION The orientation program, designed as a one-credit required course, GE 100 ORIENTATION, will take place on 6-7 and 10-11 September 2012. The program will help you learn more about Bilkent University, academic procedures, course registration, and campus life. A booklet containing detailed information about the GE 100 Orientation Program will be provided at registration.
