WHAT IS THE EMCS EXCISE MOVEMENT AND CONTROL SYSTEM? COMMON DOMAIN Common specifications. Technical products. Common Systems Interface. Common communication services. EMCS is a computerized system created by the European Union to control the movements between member States of products subject to special duties (alcohol and alcoholic beverages, tobacco and hydrocarbons) under the suspension regime. Its implantation and use is to be obligatory throughout the EU and for all economic operators sending or receiving this type of products, replacing the current administrative support document in paper format by an electronic message. The system will have a common domain, whose creation, implantation and mangement are the responsability of the European Commission, and a national domain whose responsability corresponds to each Member State. Which movements are affected? All movements of excise goods between Member States under duty suspension: Alcohol, tobacco and oil products. Wich operators are afected? All those that receive and/or send products subject to special duties in suspension regime coming from (or destined to) EU Member States. IN DESPATCH Authorized depositories. EMCS System Advantages Simple procedures based on use of electronic documents: Facilitating integration with other IT systems, so simplifying administrative and commercial procedures. In addition, the system guarantees the safekeeping and security of the data interchanged between all participants. Control in reception: The system likewise provides the operators with information in real time, relieving them of the obligation to present additional forms to be rubber stamped by the special duties administrations. Better control in despatch: The senders of goods subject to special duties can safely control the movements of their reception in real time. OPERATION The EMCS system is based on setting up a series of electronic messages to be exchanged between the sender and receiver with their respective special tax administrations. This brings agility and immediacy, enabling a more efficient management than with the traditional system. To this end, despatch advices and reception certificates are managed and validated immediately by customs, closing the movement much sooner and providing the whole model with greater rigour and control. By a deadline date in January 2011, both customs authorities and operators must have integrated the complete flow of messages indicated in the national and European domains. 2.2 5.2 sender country excise office reception country excise office Operating schema legend 1 2 3 4 5 The shipper sends the support document electronically (e-daa) to the special duties administration of their country. The excise office of the sender state validates the message and returns the e-daa to the sender with a reference number (ARC) that must accompany the goods (2.1). This electronic message with its reference number is sent to the administration of the country of reception of the goods (2.2), which in turn forwards it to the receiver of the same (2.3). The sender despatches the goods protected by the e-daa. Once the receiver has the goods, they send the receipt certificate to their own excise office electronically. This certificate has compliance details, or a record of the incidents detected in the delivery. The excise office of the receiving country validates the certificate and returns it authorized (5.1). At the same time, it sends this validated certificate to the excise office of the despatch country (5.2), which in turn forwards it to the sender of the goods (5.3). GENERATING SUPPORT DOCUMENTS The draft of the support document must be presented to the corresponding Administration of each country prior to the despatch date of goods. Presentation may be in two ways: Using the on-line form-filling services provided for this purpose by the respective Administrations of each state. Depending on the requirements of each country, this transaction may require the operator to have installed a recognized certificate of electronic signature. Through solutions from technological suppliers like EDICOM, putting specific messaging systems into service in line with the EMCS system requirements. These services may be on-line by access to web forms, or integrated with the operators ERPs. These solutions include services provided by the Edicom Certification Authority, speeding up the authorized digital certificate issuing procedures for the whole European territory. In those countries that allow it, the operator can avoid the issue of this certificate, thanks to the Edicom Delegated Signature Service. All EDICOM solutions are made available through a complete technological platform and with ample support cover to deal with queries and resolve incidents. Some additional questions Does the importation of goods subject to special duties by states outside the EU have to be communicated according to the EMCS system? No, since this system was set up by the EU to control the traffic of this type of products between their customs authorities. This means that imports coming from outside the European Union do not have to be communicated according to the EMCS. What if I am exporting to outside the EU? For the same reasons outlined in the previous point, the export of goods destined to countries that do not form part of the EU would be exempt from communication to the EMCS. Can the information be provided by a third party on behalf of the sender or receiver of the goods? According to the particular requisites of each state, the support document information and any other related information in the EMCS (reception certificates, cancellation of documents, changes of addressee, etc.) may be presented by third parties, using mechanisms of empowerment or delegation of functions specified in the corresponding norms. 4 EMCS - EMCS - EXICSE MOVEMENT CONTROL SYSTEM www.edicomgroup.com/emcs emcs@edicomgroup.com

Being a Web solution available in the EDICOM platform, the project can be up and running immediately at a minimal cost. All that is needed is a computer with an Internet connection via ADSL or similar. In addition to EMCS movements, other messages can be integrated, such as Electronic Invoices, orders, despatch advices... The solution is likewise open to other projects, being able to integrate new business partners: Suppliers, financial clients, organizations, public administrations... user internetet For rollout costs and speed, non-integrated solutions are the best alternative for operators with a low volume of movements. These solutions make a Web framework available to users through which to access our technological and service platform, from where they can manage all their transactions. Construction of the different messages is done with simple Web forms that enable the operator to compose them quickly and totally intuitively. The EDICOM platform takes care of their adaptation to the syntax required by the European administration to which they are addressed, making sure they reach their destination safely through the communication network. The user, accessing their web framework, can visualize and manage the communications they receive (such as the ARC of their support documents) and monitor their traceability. From this framework the construction of messages is possible, such as support documents, reception certificates, and any other that the administrations might require. The EDICOM platform handles conversion of the messages to the structures required by the administration to which they are addressed and ensures that they arrive safely. The special duties administration sends the answers to these messages through the EDICOM platform. The user can monitor the stages through which the movement passes until its definitive closure. EMCS ROLLOUT ADVANCED SOLUTION EDICOM integrated solutions enable us to link the internal ERPs and IT Systems with our Technological and Service Platform, letting the operators transfer their messages directly, reaching their destination from their own management systems. This speeds up the task, since construction of the messages by means of data input screens is no longer necessary. Our advanced solution integrates the information generated by the client s ERP or Management System in our platform to construct the message with the syntax required by its receiver, ensuring it arrives safely at any special duties administration of the European Union. Likewise, the confirmation of movements and reception of messages from the respective special tax administrations are deposited in our platform, where the structure and syntax are analysed, transforming them into a language understandable by the client s internal IT system. Our Public Administrations HUB is the solution to connect with any European Administration (including customs) swiftly, securely and transparently. Edicom interacts with each administration, opening communication channels with them. This translates as the configuration of as many protocols as there are administrations to connect with (usually Web Services). Connection to the service assigns the client a unique mailbox in our communication network. Edicom loads the client s solution with the administrations with which they are to interact, simplifying the sending of any message. Inbound traffic received in the HUB is routed by our network, downloading it to the mailbox of the user to whom it is addressed. TRANSPARENT CONNECTION WITH ALL CUSTOMS AUTHORITIES The EMCS messaging project to control the movements of goods in suspension regime entails a rigorous analysis of the requirements of each customs authority for the sending and reception of the different messages to be managed. Establishing connections with each of them poses a challenge for operators, by having to adapt their communications to as many protocols as there are special tax administrations with which they need to interact. This challenge takes on a broader dimension when the connection requirements include different countries with peculiarities and particular features. With EDICOM solutions for the transmission of EMCS messages, operators no longer have to worry about the peculiarities of these connections, since we implement a specific service with which we "open the door" to the sum of the European administrations, including customs authorities or special tax administrations. In this way, the operators only have to indicate the message to be transmitted and the addressee. We then make sure it arrives with the required syntax and structure and by means of the connection protocols stipulated by each customs authority.
