Introduction: This is the first calling message for the third NATO Bi-SC Information and Communicators Conference (NICC 2016). It will be held on 5-9 September 2016 at the Tallink Spa & Conference Hotel, in Tallinn/Estonia. 2. As with previous NICC s this is a grouping of conferences and working groups involving Strategic Communications (StratCom), Military Public Affairs (MPA), Information Operations (InfoOps) and Psychological Operations (PSYOPS). It will start with a plenary conference involving all attendees before continuing with separate conferences of working groups for each discipline. 3. The conference programme will start on Monday the 5th, with Registration beginning 1400-1700 hrs on Sunday 04 September 16. There is also the opportunity to register at 0830-0950 Monday 05 September 16 leading straight into the plenary conference on Monday and Tuesday morning. From Tuesday afternoon through to Thursday the 8th each individual discipline will then break out into their respective one or two day conferences or working groups. 4. NICC 2016 is open to the entire information and communications community of NATO and NATO s nations. The programme is now being developed and a detailed agenda will follow in due course with subsequent calling notices. The annual coming together of the information and communications community has been steadily increasing in size every year and in 2015 had close to 300 attendees making it the premier event of its kind within NATO. 5. Tallinn is an excellent venue and easily accessible from several European hub airports. Costs have, as previously, been kept to a minimum including special rates with the conference hotel. 6. Joining Instructions. Initial Joining Instructions are contained in this calling message. More details will be disseminated as they become available. A final calling message, with a detailed agenda, will be disseminated no later than 25 August 2016. 1

a. Registration. On-line registration for the conference is available at the following https://www.shape.nato.int/nicc-2016. Delegates are asked to register no later than 05 August 2016, to allow logistics support arrangements to be finalised. On arrival in Tallinn, conference registration will take place from 1400-1700 hours on 04 September 2016 in the main lobby and 0830-0950 hours on 05 September 2016 conference area of the hotel. Please consider registering on Sunday 04 September 2016, due to limited time availability before the conference initiation on Monday morning. b. Accommodation. Arrangements have been made for preferred reservations at the Tallink Spa & Conference Hotel, Tallinn/Estonia. This hotel is close to local amenities and the seafront and rooms have been blocked for conference delegates on a strictly first come, first served basis. Reservations made after 08 July 2016, cannot be guaranteed by the hotel. The rate for a room is 80 EUR per night. Delegates are strongly encouraged to book early, direct with the hotel, using the reservation link and the conference specific code BISC16. http://www.tallinkhotels.com (Special rate code is valid until 07 August 2016). After going to this link you should then select Tallink Spa & Conference Hotel. c. Transportation. Conference attendees will be required to make their own arrangements for travel from/to the airport. Hotel is about 15 minutes away from airport. Taxi fares between the Hotel and the airport average about 15 Euros. d. Conference Fee. The conference fee which covers admin charges and the icebreaker is provisionally 50 Euros per delegate, payable upon registration. e. Dress. Dress for the conference and the social will be relaxed business (jacket with open collar shirt) or equivalent. 7. Points of Contact. Finally, on a more informal note, let me say on behalf of my colleagues in all the information and communication disciplines, we look forward to welcoming you to what we all believe will be another excellent event. The role of communication in the modern security environment has never been more important and we are all having to face huge challenges to adapt to the new challenges we face. The annual NICC is the one place where our community of interest all get together to share experiences and plan how best we can face the future.
