I. HOW THE INFORMATION IS TRANSMITTED Banque de France is in charge of the monthly publication of 2 files: Fichier des Guichets Domiciliataires SEPA France (FGD-SEPA France) This file lists all the payment institutions registered in France (i.e. all French territories belonging to the SEPA area) and their associated counters which meet the following criteria: - All payment institutions registered in the covered geographical area that declared a BIC, for which the publication end date has not yet arrived. - Their counters with a registered BIC used to receive SEPA payments, for which the publication end date has not yet arrived. The file s main purpose is to: - Validate bank coordinates. - Derive the BIC from the IBAN in line with Regulation (EU) no 260/2012. The FGD-SEPA France is published and updated on a monthly basis. It is available in the form of a monthly subscription or on a one-time basis, in which case a specific order form must be filled for each separate purchase. Fichier des Guichets Domiciliataires SEPA Monaco (FGD-SEPA Monaco) This file contains: - All counters registered in Monaco, which meet the following criteria: o Possess a BIC that can receive SEPA payments. o The publication end date of the counter has not yet arrived. o The publication end date has not yet arrived. - All payment institutions, whether or not they are registered in Monaco, if they have at least one counter that meets the above criteria. The file s main purpose is to: - Validate bank coordinates. - Derive the BIC from the IBAN. The FGD-SEPA Monaco is published and updated on a monthly basis. It is available in the form of a monthly subscription or on a one-time basis, in which case a specific order form must be filled for each separate purchase. II. GENERAL RULES ABOUT DATA COLLECTION & PROCESSING 1. Interbank codes identifying payment institutions are delivered by the PSRA (Prudential Supervision & Resolution Authority, France and Monaco) in accordance with the applicable rules. 2. When the information to be taken into account is the result of a modification of the payment institution s legal status, the information must be declared before the expiration of the applicable deadline, starting from the date of the legal operation. 3. Counter codes are determined by each payment institution, in accordance with the specific technical rules. However, a counter code must not be reused during the transitional period of 14 months after the closing or the transfer of a counter. 4. All information featured in the two files (FGD SEPA France and Monaco) is based on payment institutions updates. These updates have to be received by Banque de France before the 20 th of each month, in order to be taken into account in the files published at the beginning of the following month. Updates have to be filed using a specific declaration form and sent to Banque de France. 5. When the information to be taken into account is the result of a modification of a counter code which does not affect the legal status of a payment institution, this information has to be declared as soon as possible. The communication of a modification prior to its entry into force is possible if its enactment is of the sole competence of the payment institution. When the prior authorization of the PSRA is needed, the modification can only be communicated after the reception of the said authorization. 6. In the case of the transfer (i.e. change of counter code) or the closing of a counter(s) due to an internal reorganization of a payment institution, or due to a merger, the old coordinates of the affected counter continue to be published for a period of 14 months following the update of the file. This delay of 14 months has been chosen to allow the routing of the operations initiated before the date of diffusion of the new coordinates, as well as the processing of the associated reject operations. Consequently, the former coordinates must not be automatically modified. Comment: When the nature of a counter is changed, the counter does not close. 7. The issuance of new bank and account numbers, and the emission of Change Account Identification (CAI) in relation to these new bank coordinates, must take place simultaneously with the publication of the FGD featuring these new updates. 8. The decision taken by certain payment institutions to use invariant account numbers implies that all data in relation with closed or transferred counters held by these payment institutions must be maintained in the FGDs SEPA France and Monaco as long as the payment institutions remain authorized. Clients bank coordinates will consequently stay valid with no limitation in time.
III. FILES DESCRIPTIONS Note: The terms marked with an asterisk can be found in the glossary at the end of the document (IV).
FILE SITUATION FGD files contain four categories of information: - The record COUNTER, code 0, contains three entries that allow to carry out technical controls: Number of entries INSTITUTIONS. Number of entries EXCHANGE SYSTEMS. Number of entries BANK COUNTERS. - The record INSTITUTIONS, code 1, contains: Registered institutions. Institutions that have been part of a merger over the last 14 months. - The record EXCHANGE SYSTEMS, code 2, is no longer updated and should be disregarded. - The record BANK COUNTERS, code 3, presents for the institutions featured in the files: Opened counters. Counters transferred during the last 14 months. Counters closed during the last 14 months. Counters which have been transferred or closed belonging to payment institutions having opted for invariant account numbers. These counters will continue to be published as long the payment institution remains authorized. The entries appear in the ascending order of their codes.
RECORD INSTITUTION Identification of entries: They are identified by the entry code (see above) and the institution s code; they are classified in the ascending order of their institution s code. Registered institutions: - Credit institutions: banks, cooperative or mutual banks, municipal credit banks, finance companies, specialized financial institutions. - Investment companies. - Institutions and services with the authorization to carry out banking transactions: the Trésor Public, Banque de France, The Caisse des dépôts et consignations, IEDOM, IEOM. - Institutions which are part of European Economic Area and provide services in exercise of the right of establishment or the freedom to provide services. Data definition: E1. Register code: Technical information that determines the entry type. For the record INSTITUTIONS, the register code takes the value of 1. E2: Institution code: Also named Interbank code (CIB), it is composed of five numerical characters and is assigned by the PSRA. This code allows to identify institutions authorized by the PSRA, as well as institutions providing services in exercise of the right of establishment or the freedom to provide services. E3: Status code: It indicates the institution s status and can take one of the following values: 1= Institutions authorized by the PSRA and those providing services in exercise of the right of establishment or the freedom to provide services. 2= Institutions which have seen their authorization cancelled by the PSRA following a merger with another authorized institution (the CIB of the institution that has seen its authorization cancelled may be reused by the institution with which it has merged). 3= Institution which have seen their authorization repealed by the PSRA after closing their business, putting an end to their exercise of the right of establishment or the freedom to provide services, or following their disciplinary radiation by the PSRA. E4: Shortened denominations:
The social denomination of the institution may be shortened down to 40 and/or 10 characters. These abbreviations are to be used each time that the social denomination of the institution must be shortened on banking documents. E5: Activity code: This code indicates the category to which the institution belongs in line with the Monetary and Financial Code. The activity code can take one of the following values: 0= Institutions and services authorized to do banking transactions. 1= Banks. 2= Cooperative or mutual banks. 4= Municipal credit bank. 5 and 6= Finance companies (distinction between the two values are only for internal use at Banque de France). 7= Specialized financial institutions. 9= Investment companies. E6: Representative entity code: Central entity or professional association to which the institution is attached. It can take one of the following values: 00= Association française des établissements de crédit et des entreprises d investissement (French association of credit institutions and investment companies). 06= Association françaises des sociétés financières (French association of financial management). 11= Association française des sociétés financières (French association of finance companies). 12= Groupement des institutions financières spécialisées (Group of specialized financial institutions). 13= Caisse permanente des caisses de crédit municipal (Permanent conference of municipal credit banks). 15= Association française des entreprises d investissement-courtiers (French association of investment companies/brokers). 16= Association française des fonds et des sociétés d investissements et de gestion d actifs financiers (French association of investment funds and societies, and financial assets management). 17= Association française des intermédiaires transmetteurs d ordres (French association of order transmitters and mediators). 18= Fédération bancaire française (French Banking Federation). 19= Association Française des Marchés Financiers (French association of financial markets). 20= Caisse nationale du crédit agricole. 21= Chambre syndicale des banques populaires. 22= Confédération nationale du crédit mutuelle. 23= Caisse centrale du crédit coopératif (Central counter of cooperative credit). 25= Caisse nationale des caisses d épargne et de prévoyance (National counter of savings and foresight counters). 27= Chambre syndicale des SACI (Trade union chamber of SACI). 28= Double affiliation CNCE-BFBP. 29= Crédit Immobilier France Développement (CIFD). 30= BPCE.
40= Association française des établissements de paiement (French association of payment institutions). 41= Association Monégasque des activités financières (Monaco association of financial activities). 98= Non concerné (N/A). 99= Adherence pending. E7: Authorization date: Beginning date of the authorization of the institution by the PSRA, or notification date in case of exercise of the right of establishment or the freedom to provide services (institutions which are part of the European Economic Area). E8: Authorization repeal date: This field is filled out only when the status code of the institution is either 2 or 3. When the situation code is equal to 2, it is the date on which the authorization was repealed by the PSRA following the merger of two institutions. If the institution absorbing the other institution decides to take up the latter s interbank code, the E8 field will only feature the CIB of the absorbing institution. In such a case, the authorization repeal date will correspond to the date on which the institution which has absorbed the other institution will start using the latter s CIB. When the situation code is equal to 3, it is the date on which the repeal enters into force following the closing of the institution s business, the end of its exercise of the right of establishment or the freedom to provide services, or its disciplinary radiation by the PSRA. E9: Publication end date: This date only applies to institutions that have a status code equal to 2. It indicates the date on which the data of the absorbed institution will no longer be featured in the FGD of the concerned geographical area. Starting on this date, the institution may no longer emit or receive payment operations. Any payment operation sent to the institution after this date will be rejected. This date cannot be prior to the authorization repeal date (E8) of the institution. It is equal to the latest publication end date for the counters of the institution (G18). Note: If the absorbing institution takes up the interbank code of the absorbed institution, the E9 entry only applies to the absorbing institution. E10: Postal address: It is the address of the institution s headquarters, composed of four lines. For an address in France, the first three lines may be: The location (building, tower, stair ) Road identification Neighborhood, postal box
The fourth line is composed of the postal code, the city name and, in certain cases, the cedex. In the case of a European institution providing services in exercise of the freedom to provide services, the four lines indicate the address of the institution s headquarters in its home country. The fourth line is composed of the code and the name of the home country. These institutions can be recognized because their counters will be declared under nature 4 (see G21). E11: Institution sorting argument: Sorting system of registered institutions using 6 numerical characters, which allows to rank them in alphabetical order based on their abbreviated denominations (40 caracters). E12: Code of the absorbing institution: This field is shown for the absorbed institution (status code equal to 2). It allows to identify the absorbing institution. Note: If the absorbing institution takes up the interbank code of the absorbed institution, this field is shown only for the absorbing institution, and takes the value of the interbank code of the absorbed institution. E13: Invariant identifier option*: This field can take the value O for yes and N for no, O meaning that the institution has chosen this option. E14: Beginning date of invariant identifier option: This field is only filled out if the institution has the value O for the E13 entry. It is the date upon which when the option enters into force. E15: BIC of the institution: Business Identifier Code of 8 or 11 characters assigned to the institution. The BIC featured at the level of the institution is the one assigned to the legal entity. It is not to be used for receiving bank operations. E16: Commercial remittance: Optional field used for commercial relations only. Institutions are free to fill it out or not.
RECORD EXCHANGE SYSTEMS These entries are no longer significant and should not be used. The data contained in lines S1, S2, S3 and S4 (see below) are obsolete and are kept only to avoid changing the overall structure of the files. Entry identification The entry identification, institution and exchange system codes allow to uniquely identify the different entries. They are ranked in ascending order of the institution and exchange system codes, with an entry for each exchange system which may process the institution s operations. Only the institutions which are members of an exchange system are shown. Data definition S1: Entry code Technical information that determines the type of processed entry. For the records Exchange systems, the code takes the value 2. S2: Institution code. Interbank code, defined in the field E2. S3: Exchange system code. This information is obsolete. S4: Beginning date of routability. This information is obsolete.
BANK COUNTER RECORD Entry identification Entries are uniquely identifiable by their entry code, their institution code and their exchange system code. They are ranked in ascending order of their institution and counter codes. Recorded counters The counters which are part of the FGD file are those declared by the institutions as belonging to the following categories (see G21): Recipient permanent counters. Domiciliation identifiers. Freedom to provide services identifiers. Data definition G1: Entry code: Technical information that determines the type of processed entry. For the counter entry, the code takes the value of 3. G2: Institution code: Also called Interbank Code (CIB in French), composed of 5 numerical characters, it is assigned by the PSRA and allows the identification of the institution (see E2). G3: Registration code of the counter: This code is assigned by the institution indicated in the previous part (G2). The processing of the G2 and G3 codes is both necessary and sufficient in order to identify a counter, regardless of its nature (G21). G4: Status code: It indicates the counter s status: 1= Opened counter 2= Transferred counter - Change in the code of an existing counter (all of its other characteristics may remain unchanged) held by a given institution. - Counter which has been absorbed by another counter held by the same institution. - In the case of a merger operation, counter held by the absorbed institution which has been taken up by a counter held by the absorbing institution. 3= Closed counter.
G5: Particular denomination: This denomination refers to a limited number of mutual networks, which benefit from collective authorizations. This field is filled out when the identifier (G2+G3) designates a local counter belonging to a mutual network. In such a case, it indicates the denomination of this local counter. G6: Counter name: Proper denomination of a counter when the institution holds several counters in the same locality. G7: Code of targeted counter (see G4 and G8): This field is filled out when the status code of the counter (G4) is equal to 2 (=transferred counter). If the status code is equal to 1, it indicates that an internal reorganization took place; the interbank code that appears is identical to the one in G2. If the status code is equal to 2, it indicates that a merger operation took place; the status code that appears is the one of the absorbing institution. Note: if the absorbing institution takes up the interbank code of the absorbed institution, this entry is filled out only for the absorbing institution, and takes the value of the absorbed institution s code. In such a case, the opening date of the counters may be prior to the institution s opening date. G8: Code of the absorbing counter (see G4 and G7): This field is filled out when the status code of the counter (G4) is equal to 2. It indicates: The new code of an existing counter. The code of the absorbing counter in the same institution. In a merger operation, the code of the absorbing counter of the absorbing institution. G9: Geographical code from INSEE: INSEE code for the city where the counter is located. All cities have such a code, including Monaco. For a counter belonging to an institution exercising its freedom to provide services, this field is left blank. G10: Internal use: This field, which previously featured the compensation locality code 1, is obsolete. G11: Internal use: This field, which previously featured the compensation locality code 2, is obsolete. G12: Internal use:
This field, which previously featured codes allowing to identify creditors collection agents for bills of exchange is obsolete and is now left blank. G13: Banque de France branch code: Identification of Banque de France s branch that is active in the geographical area where the counter is located. This information is used for various statistical collections. In the case of a counter belonging to an institution exercising its freedom to provide services, this field is left blank. G14: Postal address: Counter s address, in accordance with standard postal rules. In the case of an institution which opted for the invariant identifier, the addresses of the counters that have been closed or transferred after the beginning date of the option (E14) are not shown. In the case of a counter belonging to an institution exercising its freedom to provide services, this field is left blank. G15: BIC SEPA of the counter: Field featuring the BIC of the institution associated with the counter. It can be the same BIC as the one of the institution (see E15). The BIC shown for the counter is the one which should be used to send SEPA payments to the institution: SEPA Credit Transfer (SCT) and SEPA Direct Debit (SDD). It is the same, except in a few rare cases, than the BIC shown on the Bank Identity Statement (RIB in French) delivered to payment users. The institution which declared the BIC guarantees that the latter is reachable through at least one exchange system. G16: Opening date of the counter: Date after which the identifier (G2+G3) can be used to unequivocally designate the counter. G17: Closing/transferring date of the counter: This field is filled out when the situation code is equal to 2 or 3 (see G4). It is the date of the physical closing of the counter. The coordinates of the counter may continue to be used as long as the publication end date of the counter (G18) has not been reached. G18: Publication end date of the counter: This field is filled out when the status code is equal to 2 or 3 (see G4).
It indicates the date from which the data pertaining to a counter that has been closed or transferred will cease to be published. Consequently, it is also the date from which automated payments sent to the counter s identifier (G2+G3) will be rejected. The new Bank Identity Statements (RIB) and the Change Account Identification (CAI) messages will thus have to be taken into account before this date. From this date onwards, the counter may no longer send nor receive payment operations. No new payment operation may be sent to the counter s identifier after this date (G2+G3). If the status code of the institution has the value 1, the date that appears in this field is the transferring or closing date (G17) + 14 months. If the institution opted for the invariant identifier, the counter s data will continue to be published in the FGD with no limitation in time. The G18 field will thus remain blank as long as the institution is authorized to provide payment services. As soon as an end of diffusion date is shown for the institution, all of its counters will show the same date. If the status code of the institution takes the value of 2, the date is equal to: The closing or transferring date (G17) + 14 months, for the counters of the institution. If the absorbing institution takes the interbank code of the absorbed institution, then the date shown is equal, for the absorbing institution, to the closing or transferring date (G17) + 14 months. G19: Routing code of the counter: The routing code is identical to the registration code (G3). The processing of G2 and G19 is both necessary and sufficient in order to identify a recipient counter (G20) reachable through the exchange systems. G20: Abbreviated denomination of the counter: 24-character alphanumerical code which allows to identify a permanent recipient counter. It appears on Bank Identity Statements (RIB). It contains the following information: abbreviated denomination of the institution and geographical location as well as, when applicable, the name of the counter (see G6). G21: Nature of the counter This code can take one of the following values: 1= Permanent recipient counter with full exercise (opened to the public). 2= Diffusible identifier (must be an address opened at least 5 days per week). 4= Freedom to provide services identifiers (E10). G22: Internal use: This field will be left blank (consequence of the restructuring of Banque de France s network).
G23: Internal use: This field will be left blank (consequence of the restructuring of Banque de France s network).
FILE MOVEMENT This file is composed, as the status file, of institutions, exchange systems and counter records. - The ENTRY codes 1, 2 and 3 (establishment, exchange system and counter) are preceded by a CODE MOVEMENT to specify the nature of the update: 1= addition to the file. 2= modification of one or several entries (including the closing). 3= deletion of the file. - The ENTRY code 0 (COUNTERS) has a movement code of 0. - For the movement codes 1 and 2, the updated entries have the same structure than the entries of the SITUATION file. - For the movement code 3, only the identifiers are shown, the others characters are left blank. - Every entry with a code 1 or 2 from the MOVEMENT file deletes and replaces the corresponding record from the previous STATUS file. - The entries with a code 3 delete the corresponding records.
IV.GLOSSARY AND DEFINITION ACRONYMS PSRA: Prudential Supervision & Resolution Authority. BIC (Business Identifier Code): Identifier assigned to payment service providers, which is used for routing operation in exchange systems. CIB: Interbank code or Institution code. IEDOM: Emission institute of overseas departments. DEFINITIONS Invariant identifier option (or invariant RIB): This optional procedure allows a bank to not change the bank coordinates of its clients when the latter decide to change counters within the same institution.
