Four teams per gender s event will advance to the Main Draw. Late entry can be accepted (without any fee to be paid) in the Qualification Tournament in order to fill the roster of 16 teams per gender. Main Draw and Finals: Women: 06-09.06.2013 Men: 06-09.06.2013 Preliminary phase: 2 days: 8 pools of 4 teams (32 teams total) playing round robin with 2 or 3 top ranked teams of each gender advancing to the final phase plus the best 8 teams ranked third. The exact format is to be agreed between the FIVB and the organiser. Final phase: 24 teams single elimination. COMPETITION SCHEDULE AND FORMAT The rules for Pool Ranking are: For all matches the final team ranking will be determined in accordance with the results of the matches (won or lost). For each match won the winning team will earn 2 match points, for each match lost the losing team will earn 1 match point and for each forfeited match the winning team will earn 2 match points while the forfeited team will have 0 points. All discontinued matches or matches not commenced are to be assessed by the FIVB Technical Supervisor to determine if the losing team is Disqualification (DSQ) or Disqualification by Injury (INJ/DSQ) and whether they will receive any match points. If a team withdraws due to an injury before or during a match or gets disqualified during a match it will earn 1 match point and will keep the sets and points earned up to that moment, but the sets and points against will be the maximum. For example, if a team wins the first set 21:19 and is injured and forfeits the match when they are losing the second set 4:6, this injured team would earn 1 match point with sets of 1:2 and rally points of 21:19, 4:21 and 0:15. In this example, the winning team would get 2 match points with sets of 2:1 and rally points of 19:21, 6:4, 0:0. In addition, its match result will be marked with INJ/DSQ. If the injury occurs before the match begins, the match will be marked INJ/DSQ and the losing team will be awarded 1 match point with sets of 0:2 and rally points of 0:21, 0:21. In this case, the winning team will be awarded 2 match points with sets of 2:0 and rally points of 0:0, 0:0. If a team withdraws without a valid reason before a match (e.g. no show) they will lose by forfeit 0-2 (0:21, 0:21) and will earn 0 match points. In addition, this match result will be marked with DSQ. The winning team will receive 2 match points with sets of 2:0 and rally points of 0:0, 0:0. If a team is disqualified during the preliminary round of the tournament due to a positive doping test, it will lose all the matches in the pool (played or to be played) by forfeit (see above). It will receive no rank. All of the team s matches in the Pool will be recorded as a forfeit for ranking purposes. (e.g. All winning teams receive - Sets 2:0 - Rally Points 0:0, 0:0). Every team will play the three other teams in their pool. The ranking of teams within their pools will be determined by the total number of match points, with the following points awarded per match to each team: Match won 2 points Match lost 1 point Match forfeited 0 points (21-0; 21-0) In the case of a tie in the pools (match points) during the round robin, the following rules will apply: - Between two teams: If teams have played against each other, the winner of the head to head match is ranked higher. o If teams concerned have not played against each other, their ranking is determined by the rally points ratio between all teams in the pool. o If a tie still exists by points ratio then the teams have the same position in ranking. - Between three teams: If three teams have a tie in the main points, then the top ranked team is determined by the rally points ratios in the matches between the three tied teams. o If a tie still exists then the teams have the same position in the ranking. - Between four teams: The ranking is determined by the points ratio between all teams in the pool. o If a tie still exists then the teams have the same position in the ranking. In the case of a tie in the pools (match points) at the end of the round robin, the following rules will apply: - Between two teams: The winner of the head to head match is ranked higher. - Between three teams: Teams are ranked by the rally points ratios in the matches between the three tied teams. o If a tie still exists then the teams still tied are ranked by the rally points ratio between all teams in the pool. o If a tie still exists then the teams still tied are determined by the tournament seeding established at the Main Draw Technical Meeting (the highest seed of the tied teams is the top ranked team).

The promoter of the FIVB Beach Volleyball U-19/U-21/U-23 World Championships will cover the international travel costs in economy class for the 2 winning teams to the above mentioned event. The teams ranked in the first three places will receive medals at the event. Please note that no prize money will be offered by the organizers of this event. PLAYERS ELIGIBILITY All athletes participating must be born on January 1 st 1995 and after (U-19)/January 1 st 1993 and after (U-21)/January 1 st 1991 and after (U-23). Only Teams whose National Federations have entered the relevant Athlete's Agreement (BVB/01), Medical Certificate (BVB/10) and passport copy in the VIS2009 system for all teams selected to take part in the FIVB Beach Volleyball U- 19/U-21/U-23 World Championships no later than 30 days prior to the event, can be considered eligible to take part. The passport must be submitted to the Technical Supervisor at the Preliminary Inquiry for mandatory verification of the age of the athlete. It is recommended that a Head Delegate is appointed per participating country to accompany all teams from that country. By 3 weeks before the event, the hosting National Federation must communicate to all parties the final list of eligible participating teams in the Main Draw, along with the final Event's Regulations. All athletes must present an FIVB Anti-Doping Certificate 30 days prior to their participation in an FIVB Beach Volleyball World Tour Grand Slam, FIVB Beach Volleyball Open and/ or FIVB Beach Volleyball Senior World Championships, after having successfully completed FIVB s Anti- Doping education program We play it clean! online: http://www.fivb.org/realwinner/

ENTRY (FIVB WEBSITE) NUMBER OF TEAMS IN THE MAIN DRAW: 32 (incl. 2 from Host Country) Qualification Criteria: TEAMS WILL BE SELECTED TO PLAY IN THE EVENT IN PRIORITY AS FOLLOWS: Main Draw: 1. 30 teams (6 teams per Continental Confederation) per gender for Continental Confederations. Each Continental Confederation should cover the international travel of their athletes. 2. 2 teams per gender from the Host Country. QUALIFICATION PROCESS CONTINENTAL CONFEDERATIONS 1. The Continental Confederations to select the best six ranked teams per gender through the most recent Under 19/21/23 Continental Championships (or Under 19/21/23 Continental Tour) event ranking. In case a Continental Confederation does not have sufficient time to organize the above mentioned events in 2013, it can use the event ranking of the 2012 season. Should a Continental Confederation not have a 2012 ranking, it may follow the FIVB criteria selection (Selection Criteria points A to E below). 2. The Continental Confederations must inform the FIVB and their NFs by latest 25 th February 2013 about the Qualification Process to qualify the 6 best ranked teams (per gender). 3. The Continental Confederations must enter their selected teams in the BVIS by latest - 60 days prior the event, and upload the necessary documents for the athletes eligibility in the VIS2009 system. QUALIFICATION PROCESS NATIONAL FEDERATIONS 1. The NFs will be informed by their respective Continental Confederations about the Qualification Process (as per above). 2. The NFs must collaborate directly with their respective Continental Confederation and provide them the necessary documents and information concerning the athletes eligibility in due time (latest -60 days prior the event). 3. Should a Qualification Tournament be held to fill any vacancies in the Main Draw (from unused quota of the Continental Confederations), the FIVB will inform the NFs (latest -55 days prior the event). Each NF will have the possibility to enroll its team(s) to take part in the Qualification Tournament (regardless of the country and continental quotas), by entering their teams directly in the BVIS by latest -45 days prior the event, and uploading the necessary athlete eligibility documents in the VIS2009 system. 4. If no Qualification Tournament is organized and all 32 teams places are filled, the NFs can still enter their team(s) as reserved team(s). QUALIFICATION PROCESS FIVB In case a Qualification Tournament is not organized, the FIVB will fill the vacancies (if any) with the National Federation s team(s) entry in accordance with the selection criteria (points A-E see below) regardless of their Continental Confederation. SELECTION CRITERIA Teams will be selected to play in the event in priority as follows: 1. Based on (any eventual) UNDER 19/21/23 Continental Championships (or UNDER 19/21/23 Continental Tour) event ranking issued before the FIVB Beach Volleyball Under 19/21/23 World Championships 2013; (If point 1 above is not applicable) 2. The Continental Confederation or the FIVB (in case the Continental Confederation will not use its entire quota of 6 teams per gender and no QUALIFICATION TOURNAMENT is organized) may then use the below requirements to select the teams (in priority from A to E): A. FIVB Beach Volleyball SWATCH Youth/Junior World Championships 2012 event rankings; B. National Federations hosting FIVB Beach Volleyball Senior World Championships 2013 and FIVB Beach Volleyball 2013 events (in priority World Tour Grand Slam and then Open events); C. National Federations hosting Challenger and/or Satellite events and/or Continental Cup events; D. National Federations with the best players featured in the FIVB World Ranking; E. National Federations promoting continental events at grass roots level.

FORFEIT Each National Federation is responsible for informing immediately both the FIVB and the Organizers in case of a forfeit of an enrolled team through the BVB/03 form (from -21 days to the start of the main draw technical meeting). PRELIMINARY INQUIRY AND TECHNICAL MEETING All Athletes and Delegates must attend the mandatory Preliminary Inquiry. Athletes will be requested to provide their ID card or passport during the Preliminary Inquiry. Athletes' attendance at the Technical Meeting is mandatory. If required, a drawing of lots will be made during the meeting to break any eventual ties in the seeding. Match-up seeding and additional detailed information on the competition will be distributed during the Technical Meeting. UNIFORMS AND ACCESSORIES If required by the FIVB Technical Supervisor, uniforms and accessories will be checked during the Preliminary Inquiry. Athletes of the same team must wear the same color and style of shorts. The display of the individual players' sponsor logos on shorts and accessories must comply with the FIVB advertising regulations. While tank tops will be provided by the Organizers to the athletes, shorts/bottoms and accessories must be provided by the players and/or by their sponsors. Uniforms will also be provided by the Organizers to officials, organization staff members and volunteers. The display of the Athletes' sponsor logos on shorts/briefs and accessories is free as long as it complies with FIVB advertising regulations.

SEEDING The finalized seeding regulations will be announced at the technical meeting based on the below scheme. Seeding Criteria Principles Points will be allocated by the following criteria for Main Draw Round Robin Phase. 1. Junior/Youth World Championships 2012 Final Event Ranking (U19 & U21 categories only; U23 will earn points as per the 2013 FIVB Senior World Ranking) Countries will receive the following points according to their final ranking positions: Final Points Ranking 1 st 24 2 nd 23 3 rd 22 4 th 21 5 th 17 9 th 9 17 th 3 25 th 1 2. These points are added to the 2013 FIVB World Ranking by countries (by the time of the Qualification/Main Draw Technical Meeting). Points go from 24 to 1. 3. Breaking seeding ties: Teams and individuals participation in the previous year s edition (if applicable) will be taken into consideration to break possible ties as follows: A. Should the promoter have enough means also for coaches, family members, etc. they will be entitled to apply a fare for such transportation/additional services.

TRANSPORTATI ON Each NF is responsible for the international travel of their teams and head of delegation. Athletes (or their National Federations) will be requested to apply early enough for their entry visas whenever needed and will be accountable for all visa expenses. All main draw teams are required to inform the event organizers of their travel itineraries through the BVB/31 travel form no later than 3 days prior to the event. All local transportation for all participating main draw teams, heads of delegations and all officials must be provided by the promoter to/from the international airport as well as to/from the hotel to the competition venue if necessary. BOARD AND LODGING The promoter will bear the costs of the board and lodging for all participating main draw teams (total of 64 teams). Teams will be required to check out on the day after their elimination from the pool. The participating teams in the Qualification Tournament (if any) must bear all costs related to their international travel, board and lodging. Women s team: hotel room from 05.06.2013 until the day after the elimination from the tournament. Men s team: hotel room from 05.06.2013 until the day after the elimination from the tournament. Athletes are responsible for any and all extra expenses at the hotel, such as mini-bar, phone calls, laundry, etc. These expenses must be paid at checkout. Organizers are also requested to provide accreditation cards for one coach and one physiotherapist per team.

WITHDRAWALS AND SANCTIONS Each National Federation is responsible for informing immediately both the FIVB and the Organizers in case of forfeit of an enrolled team through the BVB/03 form (from -13 days to the start of the event). No medical certificate or proof of force majeure is needed within this period of time ( 14 days up to Friday preceding the event). After the Friday (5pm Swiss time) before an FIVB Beach Volleyball event and until 1 minute before the start of the Qualification Tournament Preliminary Inquiry (where applicable) or the Main Draw Tournament Preliminary Inquiry for the FIVB Beach Volleyball Age Group World Championships, the participating National Federations may submit a withdrawal, disband or change of athlete request to the FIVB Technical Supervisor assigned to the FIVB Beach Volleyball Age Group event through the BVB/03 form for a team/athlete only if supported by a valid Medical Certificate. Failure to comply with the above requirements and deadlines for the last minute withdrawals/disbands or change of athlete shall result in the application of the following fines on the athlete(s) concerned: Team/athlete in Qualification Tournament USD 500 Team/athlete in Main Draw Tournament USD 3 000 For details related to this regulation and its eventual sanctions please refer to Chapter 9 of the 2013 Handbook. INSURANCE Athletes must have their own liability and medical insurance. The FIVB, the Organizer/Promoter and the hosting National Federations will not be responsible for any medical expenses incurred while competing in a tournament. MEDICAL CONTROLS The FIVB reserves the right to perform random medical tests on the participating athletes, as per FIVB rules and regulations, as well as an alcohol test on the officials.
