General rules for participating pilots in the European Championship Land sailing 2015 Preamble: Drivers wishing to arrive and train before the competition are requested to report to reception at CVCL before beginning the training session. 1. General A1- Each land yacht / Kite buggy pilot must follow and respect the totality of regulation issued by Fisly (I.S.A.R.R.) as well as the general rules issued by the organising committee and authorities under all circumstances. It is for each pilot and him alone to decide whether or not he/she starts the race, as well as whether they complete the race. B1- Only pilots who have subscribed to all these 20 articles (rules) are allowed to participate in the E.C. 2016. C1- All rules apply on all participating classes unless specified otherwise.
2. Safety A2- Pilots can only sail on the beach that has been defined for this purpose. B2- The use of a sand yacht / kite buggy requires continuous attention by the pilot and reciprocal respect with regard to others using the beach. C2- Every pilot is required to act in such a way that nobody else will be exposed to danger, hindrance, or at risk of being injured. D2- It is a pilot s responsibility to ensure that the pilot and the equipment of the sand yacht / kite buggy are fit and adapted to the current (weather) circumstances (e.g. kite- or sail surface, ballast, clothing ). All safety measures must be checked prior to each use of the sand yacht / kite buggy by the pilot. E2- If during races or training the proper and safe use of the kite buggy cannot be fully assured because of technical failure, the pilot is required to take the sand yacht / kite buggy out of circulation. 3. Announcements All announcements for the pilots will be published on the official notice board. 4. Briefing A4- General Briefing: Will be held on Monday August the 22sd at 16:30 under the tent in the village of EC In case a pilot cannot attend the general briefing on Monday 22nd August, he or she: - must notify the organisation 14 days prior to the general briefing - Must attend the 2nd general briefing held on Tuesday 23rd august at 8h30. The pilots who registered for the 2nd briefing will be personally notified of the location. NO GENERAL BRIEFING = NO START! B4- Briefing before each race: Before each race there will be a short specific briefing for that race. This briefing is mandatory and will take place on the beach with the yachts on the starting grid or in the middle of the technical zone.
5. Sailing during other classes races It is absolutely forbidden to sail while another race is in progress. Pilot who ignore this rule will be sanctioned with a disqualification of his last race. 6. Vehicles It is forbidden to access the beach with a vehicle, except for the race committee. You can park your car and trailer parking only in designated areas 7. Practising The rules regarding the training will be posted on the notice board. All pilots must obey these rules. 8. Technical check The organisation can perform a technical check and sail measurement at any given time. 9. Technical assistance In case a technical assistance vehicle is parked near a buggy/land yacht in distress, all pilots are obliged to leave sufficient room for the technical assistance vehicle to operate safely. Pilots must strictly adhere to instructions signalled by the organisers. This may include extra marks and restricted access zones. Pilots who ignore such instructions will be sanctioned. 10. Security of Material Each driver is responsible for securing his/her material, they may be held liable if their material starts moving while parked. (unmanned yacht moving, sail flying away...) 11. Accidents Pilots (and others) who are involved in an accident, must stand upright in order to signal that they are not hurt.
12. Sail numbers Each pilot must use the same sail number during the championship. This is the same number that was applied during the inscription. Only the jury may authorize a pilot to change number during the competition. 13. The beach All signals on the beach in whichever form must be respected. It is forbidden to ride or to park on the grassy zones but also to put its sail and to walk in these zones. 14. Special Rules A14- Given the very fast beach quality Coussoules the rule (Article 18 of the IRCS) for a minimum wind of 4m / s for 3 minutes is deleted, only the race director will decide to give or not a departure. B14- According to the conditions, and for safety reasons the race director may proceed with the organization of rounds by hen. C14- To make the most of the weather, the organizing committee with race direction reserves the right to modify the schedules provided for in the program. In this case all changes will be notified no later than at the last briefing to the last race of the day. D14- The signalling system organized to bound and protect the grassy zones are to be considered as brands of race. E14- Quota of drivers by country and class: 14 drivers for a national team with a maximum quota of 10 men. F14- tents, shelters or umbrellas can be installed in technical area on the site allocated to each nation, and under the responsibility of the owner. 15. Sponsoring Pilots or other persons are not allowed to install commercial signs (flags, transparencies, etc...) in the zone between the sea and up to and including the public road and this during the entire championship.
16. Equipment and storage Land yachts / Buggy s are allowed to stay on the Ground of the village of the EC after racing, despite the introduction of a guard (from 22 hours to 7 hours) the organisers cannot be held responsible for any damage and/or theft. 17. Exclusion of responsibility The organising committee, the race direction, the organising clubs and federations do not accept any responsibility over the use of the beach by sand yachts / kite buggies. This also applies to parking places, the clubhouse and all permanent or non-permanent accommodation. None of the officials nor any of their assistants can be held responsible for any accident, damages or losses, be it personal or equipment-wise which occurred before, during or after the European championship 2016. All safety prescriptions must be observed and respected. 18. Declaration A18- I will act so as not to endanger another. It is for each pilot and him/her alone to decide whether he/she takes the start of a race, as well as whether they complete the race. B18 I agree to follow all instructions of the organizing committee, race managers and other authorities. C18 - I understand that not respecting the rules may lead to my exclusion from the competition. D18- I am fully aware that I have to make good any damage I have caused to the organizational committee (whether voluntarily, by mistake or because of my actions). E18- I have read and understand these rules. F18- In case of disagreement, the French version of these regulations shall prevail. G18- Severability. The invalidity or impossibility of implementation of any provision of this Agreement does not affect the validity or the application of other provisions of this Agreement, which will apply written. H18-All legal action brought against the European Championships and the present regulations will be under the exclusive jurisdiction of the court in Narbonne, France.
