New indented paragraph: (Blyberg) Märbäck (Blyberg) Märbäck (On this route, the maximum speed is 10 km/h). 3.4.1.2 Routes with traffic restrictions during certain times of the year The route Mellerud Bengtsfors is limited to: (Mellerud) - Billingsfors The route from (Billingsfors) - Bengtsfors is not managed by Trafikverket. 3.9 Planned development of the infrastructure During the period 2012-2014, the following major capital projects will be in progress: - Godsstråket through Bergslagen, Fagersta, new signal box (2013-2015). 4.2.1.1 Engineering works New wording: First paragraph, final sentence: With a view to reducing the effect on traffic, Trafikverket may, without affecting the total time required for the engineering works, bring forward or postpone the start time for the major engineering works in question before the timetable has been established. Comment: Clarification that changes are not made after the timetable has been established. 5.5.4.1 Test running of vehicles Section reference in first sentence to be changed from 2.7.4 to 2.7.3. 5.5.4.2 Measurement values for vehicle noise measurement New wording: The service means that Trafikverket provides measurement values for dampening and surface smoothness. The measurement values are measured in accordance with TSD Buller (Commission decision 2010/229/EU) on the stretch of line used to measure noise, see Section 3.8.6.2. This service does not include adjustment of the track in order in order to fulfil requirements for reference tracks; only the measurement values which indicate the current status of the track. Noise measurement may be carried out over the period 15 March 15 October provided the track is not subject to frost heave. 5(12)

The measurement values can be used for the approval of vehicles with the Swedish Transport Agency. Noise measurements are also permitted on lines that do not fulfil the requirements for reference tracks. For approval of vehicles according to TSD Buller, Trafikverket s measurement values for surface smoothness must be measured no later than 3 months before or after the time the noise measurement is carried out. Measurement values for dampening must be measured no later than 12 months before or after the time the noise measurement is carried out. Trafikverket delivers measurement values in accordance with the agreement with the undertaking that will use the service and with due consideration to the planned date for noise measurement. Consideration shall be given to possible needs for test running, Section 5.5.4.2, and the forms for time spent on tracks and track capacity, Section 4.3. For details of application addresses for vehicle noise emission measurement values, see Annex 1.1. Comments: Period of time for noise measurement specified. Information inserted on the conditions governing possible needs for test running, time spent on tracks and the need for track capacity. 6.3.2.5 Long-term holding New wording in table footnote 2: Long-term holding Service Long-term holding Fee The charge for this service consists of the following components: a) Processing of the application: SEK 700 /commenced hour b) Possible measures in the track: Trafikverket s cost price 1) c) SEK 3 /commenced day and commenced 100 m of track. 2) 1) The cost price will be billed in arrears when costs that can be attributed to the supply of the service have arisen. 2) Billed monthly on the basis of allocated capacity per track. Annex 2.1 Information to be given before departure 2 Information New wording for section and indented paragraph for loading gauge: The following information shall be provided for each freight wagon in the train: - loading gauge (specified as loading gauge A, B or C). Do not approach a fallen cable or a derailed vehicle with an extended pantograph. The pantograph shall, if possible, be retracted. If this is not possible, the electrical operations manager shall be immediately contacted for voltage disconnection. Ring immediately emergency no. 112 or Trafikverket s traffic centre. Warn other individuals and wait, depending on the circumstances, until an electrical works supervisor or a responsible officer from the rescue services arrives on the scene and takes over responsibility. 1.2 Ladders and other long items Items made of conductive material may not be handled in such a way that there is a risk of them entering the immediate area. A moveable ladder that is longer than 2 m and which is handled within 4 m of a high-voltage facility shall be made of non-conductive material and be provided with a warning sign for electrical danger. The warning sign shall be designed in accordance with the requirements of ELSÄK-FS 2008:2, General warning for electrical danger and be placed approximately 2 m from the base of the ladder. 10(12)

1.3 Switch-heat facilities In the event of a fault in a switch-heat element, the rails may receive dangerous voltage. In order to eliminate the risk of damage owing to a fault, the switch-heat facilitiy shall always be disconnected when working in switches. For work in which there is no direct contact with the rails (for example snow clearance with a broom, the cleaning of switch rod pits), switch-heat facilities do not need to be disconnected. For work on switch-heat facilities, the regulations of ESA (Electrical Safety Instructions) shall be followed. In risk assessments, it shall be stated whether or not switch-heat facilities need to be disconnected. 1.4 Access to operation rooms In order to be given access to operation rooms without personal supervision, the personnel concerned need to be sufficiently well instructed to avoid the dangers that electricity can lead to. Personnel who are not sufficiently well instructed may only access operation rooms under the supervision of a technically competent person. Other regulations for operation rooms are stipulated in ELSÄK-FS 2008:2. 2 Safety zone The safety zone extends at least 2.20 m out from the nearest rail. Nobody is allowed to be within the safety zone 10 seconds before a rail vehicle passes. Stockpiles or similar are not allowed to extend into the safety zone or closer than 4 m to a live infrastructure component. 3 Safety clothing People who access the track area shall wear safety clothing on the upper parts of their bodies that meets the requirements of Standard EN 471, Class 2. Logotypes or other colours that are not fluorescent may not have an influence on the area specified by the Standard. Comments: BVF 924 Regulations for working environment and safety for railway undertakings in connection with activities in track areas shall be deleted and replaced by BVF 923 Safety for activities in the track area. Those sections in BVF 923 that are of relevance for inclusion in the Network Statement have been compiled in this annex. Consequently, BVF 923 does not need to be included in General Conditions of Contract, Section 2- Regulations concerning safety. 11(12)

Category A Stations controlled remotely from a dispatch centre and stations that are permanently locally monitored belong to Category A. No special conditions are specified for capacity allocation on these stations because of monitoring. An ad hoc train path application that would result in additional monitoring will be submitted to Trafikverket eight weeks in advance. Trafikverket decides, based on the application, if this one will be effectuated. This category also includes stations that are remotely controlled from a dispatch centre at certain times and which are locally monitored for the rest of the time. During periods when the station is remotely controlled, the scope for capacity allocation may be limited.
