We all have DR/BCP plans and systems - all to varying extent. We are all unique, but similar requirements for: - Backup - Storage - Compute capability - Remote access These components make up our Service Catalog for Shared Services.

With this project, we have provided to our member councils: Capability - The smaller member councils now have access to ICT resources on par with the biggest members Reliability - Best of breed implementation of the architecture has been designed for very high reliability Redundancy - A fully redundant architecture now provides benefits to all members Resiliency - A highly reliable solution was essential for this project's success. Cost - A key target met for this project was for costs to be no greater than existing approved individual council budgets. Time - The entire project duration spanned three months, from approval to the first on-line services. Expertise - Shared expertise of key ICT staff, which include professional engineering, project management, and design architects, collaborated to deliver the end solution.

Innovation There are many cloud providers, able to bring together world class best practise. The MWLASS member councils have either personal or related experiences in these fields, and brought their expertise to this project. Key innovations realised were: - Networking options included those offered by Chorus, Spark Digital, and Inspire Networks. Combinations of dark fibre, UFB services, HSNS and traditional data services. - SDDC (Software Defined Data Center) architecture to ensure current and future council requirements are catered for. 10 and 40 Gbit/s switching combined with traditional 8 Gbit/s fibre channel ensures a long term roadmap for the service. - Cloud based management portal (Andy) for member councils to create and manage their server and storage requirements. - Physically separate multi-city site redundancy, multi-carrier redundancy, and full equipment and power redundancy is deployed throughout the solution.

Project Management With such a short implementation project, communications played a key role in bringing the key stakeholders along the journey. The project team, with its governance board, employed a dedicated communications specialist to manage the communications plan. Key stakeholders included; elected officials, senior management staff, ICT staff, suppliers, and vendors. And with such a complex are of private cloud provisioning, easy to assimilate media and messaging was essential. Initial project briefing meetings were held 14 August, 2014 between eight member council Information Managers. Monthly project meetings were held, as well as the MWLASS Directors regular six-weekly meetings. One of the key objectives of the project was to ensure there were no additional budget requirements for the entire project. All costs had to be kept within existing council capital and operational approved budgets.

Success and Effectiveness This project shows how much can be achieved when all the stars align; the political environment for shared services, the operational need of the member council ICT requirements, the maturity of cloud computing, virtualisation, and portal management tools, and the will and dedication of the staff involved. The MWLASS now has a shared service compute and storage platform which will cater for current and near future requirements of member councils, big and small. No additional costs have been required to implement this project, as all costs were covered by existing operational and capital budgets. And pricing model was designed to accommodate the various councils financial restraints. The initial councils involved in the implementation are deploying their initial commute and storage requirements into the new private cloud environment (1st week Dec 2014). And as other councils reach their own refresh points, they to will deploy appropriate work loads into the our own private cloud.

Private Cloud - Seamless for users - Staff able to move across locations - Shared staff applications, information, resources As we share services across many areas of council, users are able to move more freely between locations, and access their required resources.

Cost Effective - no greater than existing approved individual council budgets A major goal for the project was to ensure that no additional funding was sought over and above that which already existed within the member councils existing budgets. Nothing worse that saying to your council, Here is a more cost effective solution, and by they way, can I have another million dollars.

More recently, as companies realize the customer value they can deliver with software and technology, developers have become much more influential. Fortune 25 customer he mentioned a staggering statistic; his company has invested over 150 million man-hours in legacy code that translates to around $11.3 billion dollars invested into traditional IT. And that s just one company! Since 2008, there have been 800 regulatory changes in the United States alone. 71% of IT executives believe that open standards are critical to their cloud strategy. 65% are concerned with getting locked into a specific vendor. And security is one of the single largest barriers for cloud adoption 50% of IT executives have stated it s their biggest barrier. To put it in context, large companies like HP and it s Fortune 500 peers suffer as many as 50,000 cyber intrusion attempts per day. The Pentagon an HP customer reports 10 million attempts per day. As a result, we ve designed our hybrid cloud to integrate seamlessly with ArcSight, Fortify and TippingPoint hands down the best security software assets in the industry. If you want to ensure you continue to receive the cost savings from major IT innovations like the cloud, then you need to adopt an open IT architecture that is able to take advantage of future cloud innovations we have to learn from the mistakes of our past, and avoid vendor lock-in as the cloud becomes the

These are applications that have been deployed over the last 5-10 years. These classic applications are typically multi-tier web applications comprised of a web tier, middleware, applications and databases. Today, many new applications are being developed as cloud native applications, applications designed specifically for deployment in the cloud. These applications are inherently highly scalable, resilient, distributed and API-based. With classic applications, IT had one choice of deployment platform, typically within a company data center. Cloud native applications can be deployed on multiple platforms and can be moved from one platform to another. IT must now determine the best platform for each application.
