South Dakota Board of Regents New Site: Request to Offer an Existing Degree Program University Dakota State University Degree(s) and Program AS in Business Management New Site(s) Internet Proposed Implementation (term) Fall 2008 University Approval To the Board and the Executive Director: I certify that I have read this request, that I believe it to be accurate, and that it has been evaluated and approved as provided by university policy. March 4, 2008 President of the University Date After approval by the President, a signed copy of the proposal should be transmitted to the Executive Director. Only after Executive Director review should the proposal be posted on the university web site and the Board staff and the other universities notified of the URL. 1. What is the need for this program in this site (these sites)? What is the expected demand for graduates in the site(s)? Dakota State University is requesting authorization to offer the Associate of Science in Business Management degree via distance (Internet). DSU currently offers this degree program on campus in Madison and at the University Center in Sioux Falls. Because of the emphasis on information technology in the South Dakota economy, the university has received requests to make the degree program available to a wider audience -- to students at in Pierre and at the West River Center in Rapid City, for example. This degree program provides students with an academic background in both computing and business administration and articulates with 4-year degree programs in business administration, so it can serve as a student s first step toward a 4-year degree. Moving the program to distance delivery will provide greater access to students outside the Madison and Sioux Falls areas and will contribute to workforce development across the state. Distance delivery of the degree program also supports the Governor s 2010 Education Initiative to expand the number of citizens with postsecondary education in South Dakota. 2. Is any regental university authorized to offer a similar program at the new site(s)? Is any non-system institution offering a similar program at the new site(s)? No other regental institution is authorized to offer this 2-year degree program. NSU has recently submitted a new site request for a 4-year degree program in general business in. As indicated above, this 2-year degree program will articulate with 4-year degree programs in business administration. Dakota State University currently offers the degree program on campus and at University Center in Sioux Falls. 3. Are students expected to be new to the university or redirected from other programs or both? Complete the table and explain how the estimates were developed. How will the new site(s) affect enrollments in other campus and off-campus programs in the regental system? Impact on Existing Programs Offering this degree program via distance (Internet) should have little or not impact on the enrollments in the face-to-face courses being offered on campus in Madison or at University Center in Sioux Falls. 4. Complete the table and explain any special circumstances. Attach a copy of the program as it appears in the current catalog. If any program modifications are requested, attach that form. Explain how the new courses will be delivered. Attach the new course request forms. A copy of the program as it appears in the current catalog is provided as Appendix A. That table also includes a summary of the major-specific courses that are currently offered via Internet and face-to-face by the regental institutions. Because DSU has other distance-delivered degree programs, many student services are already available via distance (library services, course management system training, etc.). Advising of business management majors will be provided by university faculty via email, telephone or live chat. 6. Is this program accredited by a specialized accrediting body? If so, address any program accreditation issues and costs related to offering the program at the new site(s). The program is accredited by the Association of Collegiate Business Schools and Programs (ACBSP). Since this degree program is already delivered at University Center, distance delivery via Internet should not create any issues or additional costs. The degree program will be evaluated via the Electronic University Consortium s quality assurance process before Internet delivery is implemented. 7. Does the University request any exceptions to Board policy for delivery at the new site(s)? Explain requests for exceptions to Board policy. If no exceptions are requested, enter None. None. 8. Costs, Budget & Resources Related to New Courses at the Site: Explain the amount and source(s) of any one-time and continuing investments in personnel, professional development, release time, instructional technology and software, other O&M, facilities, student services, etc needed to implement the program at the new site(s). All the program requirements (system general education requirements, institutional graduation requirements and major-specific requirements) are already available via Internet, either from DSU or from one of the other regental institutions.
