LEED for Neighborhood Development United States; Certified by Green Building Certification Institute (GBCI) Piloted in 2007; Launched in 2010; Most recent version 2013 12 prerequisites; 5 themes; 44 criteria Most extensively used urban development scale system Green Star for Communities Australia; Certified by Green Star Launched as pilot in 2012 0 prerequisites; 5 themes; 37 criteria Casbee for Urban Development Japan; Certified by Institute for Built Environment & Energy Conservation (IBEC) Launched in 2006; Most recent version 2007 0 prerequisites; 6 themes; 31 criteria; 82 sub-criteria BREEAM for Communities United Kingdom; Certified by Building Research Establishment (BRE) Launched in 2008; Most recent version 2012 12 prerequisites; 5 themes; 40 criteria DGNB for Urban Districts Germany; Certified by DGNB Launched in 2011; Most recent version 2012 6 prerequisites; 5 themes; 14 sub-themes; 45 criteria HQE for Urban Planning and Development France; Certified by Certivea Launched in 2011; Most recent version 2013 Primarily a Project Management system; no certification scheme 5
Commonalities in Neighborhood Ranking Systems Organisational structure Comes out of a building level certification Ratings are ranked through some sort of point system Independent/Organisational review Application costs associated with various phases of certification Location-specific in most cases Common considerations (themes & criteria) Common themes Transportation and mobility Community life/neighborhood dynamics Impact on the natural environment Economic development (some) Use of innovation (some) Governance(some) Design (some) 6

General Comparisons While LEED ND is the oldest system, they were all launched within the past 10 years. Order of maturity: LEED, HQE, BREEAM, DGNB, Casbee, Green Star (pilot stage) LEED, DGNB, Casbee focus on projects starting in the design phase; HQE is the only system beginning at project conception (certification of preliminary phases) LEED, BREEAM and DGNB offer intermediate phases for precertification (in recognition of being on the right track, and marketing purposes) LEED is only system to allow retroactive certification (up to 3 years after completion) HQE and Green Star are only systems without prerequisites Green Star and Casbee are the only certifications that expire on 5 year cycles, with an option to renew 9
Key Assessment Comparisons The schemes "with criteria" have on average 5 themes/40 criteria. Common themes: Economy - Governance - Environment/Health - Technical/Infrastructure/Transportation/Mobility - Process/Design HQE and Casbee have no prerequisites: the most "inclusive" systems LEED and BREEAM are the schemes which have the most "filters" (12 prerequisites) BREEAM and Green Star offer an optional "bonus" category specifically for "Innovation" LEED also has an "Innovation" category and is the only one to offer a "Regional Priority" theme Casbee is the most technical system, and heavily based on criteria specific to Japan s urban context LEED, BREEAM and Casbee are the only ones with a system for weighting, depending on the priority themes for projects LEED, BREEAM and Green Star offer accreditation for professionals. The LEED and Green Star schemes offer extra points when an accredited professional is present. 10
