1 Smart Specialization Regional Innovation Strategy (SRI 3S) in Provence Alpes Côte d Azur 1 PACA Assets for economic growth 3 rd French region in terms of GDP 1st University of France ( students) Big projects like ITER A R&D driven by start ups and Young Innovative Enterprises Emerging industries, an important element But structural weaknesses: Small size companies Regional economy based on services rather than industry which is weak but is a key client for a part of services Weak R&D ratio in the GDP Weak R&D investments by Big companies SME experience difficulties to access funding 2

2 RIS MAIN LINES 1. Reinforce innovation through PRIDES and Pôles de Compétitivité 2. Accompany all entreprises in their innovation effort 3. Identify Strategic Activity Domain on 2 themes: Creative Economy and Sustainable Med 4. A larger approach to innovation with social and territorial innovation Governance State Region Comité d Orientation Stratégique (COS) Mission opérationnelle (MRAI) Observatoire Régional de l Innovation (ORION) 3 RIS : UPDATE OF THE REGIONAL ECOSYSTEM IN SUPPORT TO INNOVATION 1. Develop a large approach to innovation (social SER ): user centered (PACA labs, designer en résidence) innovation, also covering traditional activities (Tourisme d affaires, chimie, grande plaisance, services àla personnes ) 2. Create a network of innovation support structures and adapt the offer of services to entreprises (HR, Marketing, design ), develop joint services (post development, market accessing) 3. Finance the starting and development phases of innovative entreprises with growth potential (PACA Investissement) 4. Reaffirm the choice around some specific themes (démarche DAS) 4

3 2 main changes: EVALUATION EXPERTISE BY EC (March 2012): PACA TOWARDS A 3S STRATEGY User driven and centered innovation responding to the S3 objective of concentrating on the innovation market potential. Push towards priority domains (DAS) in which the region can develop niches of differenciation How to proceed 1.Need for a clearer prioritisation process, starting from the DAS and with a participatory selection based on robust data/indicators and international expertise 2.importance to establish a solid monitoring system via l Observatoire Régional de l Innovation, and evaluation indicators. These are much more important to activate the slower accompanying structures to innovation 3.Strong link between innovation and international : internationalisation of innovative enterprises and structures + développement of interregional and international partnerships = condition for placing the region in niches of excellence 5 DAS Objectives 1.Target specialisation domains that differenciate the region at the international level based on competitive assets 2.Create value and jobs by facilitating the development of emering industries adressing future markets 3.Evolve towards an open inter sectorial and inter cluster innovation system; seek a PP co construction 4.Combine effectiveness of public funds (regional national European), private investissements and economic impact (DAS in the next CPER and ERDF OP ).

5 The DAS scope was considered too large to e effective 5 workshops with the regional actors: identification of potential leaders and segments around sub DAS State in 2011: Lack of actors on analysis of future markets and the potential market for R&D projects Lack of public funding on the initial phase (after the prototype) Recherche fondamentale Recherche appliquée Prototyping Production Commercialisation 9 Towards meta projects The meta project aims at creating a lift to the market along the chain «Research / Prototype / Production / Commercialisation» A meta project aims at enhancing market products and help the capacity of the region to absorb innovation Meta projets can be composed of more projects of a different timing ; placed on target markets to fill a gap in the innovation ecosystem ; led by PP local leaders; as for innovation they re based on their R&D product portfolios in the short term and on the R&D territory protfolio in the long term 10
