M&E Officer Location: [Africa] [Ghana] [Accra] Category: Field Operations Job Type: Fixed term, Full-time M&E Officer To be responsible for high quality design, monitoring and evaluation of Cocoa Life Program including coordinating M&E activities of the multi-sectoral nature of the Cocoa Life Program (i.e. Livelihood, Nutrition, Education, Governance, Child Protection, Gender, Youth as well as Farming and Environment). The position would be responsible for handling M&E needs for both Cohort 2 of the Cocoa Life Program (ends in 2016) and Cohort 3 of the Cocoa Life Program (2015-2017) spread across the six districts of the Program in three regions of Ghana.. The Package The position is based in Accra S/He reports to the Cocoa Life Projects Manager Key Responsibilities Ensure that capacities of Project Officers are sufficiently developed to meet Cocoa Life Program monitoring and evaluation needs.
Facilitate development of monitoring and evaluation skills of field staff of both Cohort 2 and Cohort 3 communities, including facilitate Capacity building of Cocoa Life staff (18 staff and over 300 partners) Support the development of M&E capacities of relevant project partners Support adequate training and readiness of Field Assistants who would be engaged for annual reviews and evaluations. Ensure that M&E tools are developed to assist field staff adequately capture data on the various thematic pillars or sectors of the Cocoa Life Program. Ensure that M&E tools are developed to capture, aggregate or make programmatic meaning of data collected from the field Develop and review project reporting tools and templates Serve as the M&E technical resource and contact person for WVG Cocoa Life Program and liaise with other implementing partners on M&E issues, including knowledge sharing across all 5 Cocoa Life Pillars. Ensure M&E inputs needed from implementing partners are gathered on timely basis for project reporting. Closely monitor indicators to ensure that corrective recommendations are provided on a timely basis. Support Cocoa Life Program and staff in the application of LEAP processes/documents and Event Data Base tools Support Project Manager in guiding project staff to meet standards, guidelines and
requirements of GC/ WV partnership as well as Cocoa Life Program. Support Cocoa Life Program Manager to coordinate assessments, designs/ redesign, baselines, evaluations, transitions and other operational research activities in the operational areas. Support in the design of quantitative and qualitative data collection tools that sufficiently fits the purpose of research Support external researchers and evaluators approved by the Cocoa Life Program. Assist and monitor the documentation and archiving of relevant project M&E materials Support the integration of feedbacks, lessons and recommendations from evaluations and audits into programs Provide technical backstopping in the production of all program reports (field, monthly, quarterly, semi-annual, annual, etc.) to WVG and donors- collect, collate, review monthly reports from the six districts (both Cohort 2 and Cohort 3 Districts) into quarterly POP reports and submit reports to Manager. Undertake Data Quality Assessments (DQAs) of programmatic data to ensure minimum standards of quality are assured. Ensure timely feedback on work flow processes at the district level in relation to M&E. Liaise with WV Ghana Ministry Quality department to ensure Cocoa Life Program report contribute to and are integrated into National Office Strategy and Child Well Being Targets. Ensure inclusion of relevant data from Cocoa Life Project in Child Wellbeing reporting
Work in close collaboration with programmatic sectoral technical specialists to ensure an integrated implementation approach in the projects implemented by Cocoa Life Program (both Cohort 2 and Cohort 3 Projects) Represent Cocoa Life Program at Ministry Quality technical review meetings Education / Work Experience / Key Competencies First Degree in development planning/research related. Masters Degree is an advantage. Minimum of 3 years relevant working experience in DM&E. Must be able to work in a team and be prepared to lead and train subordinates Knowledge of and experience with a range of M&E tools and techniques, including ability to develop effective systems for data collection. Sufficient knowledge of returns on investment and other project monitoring tools, and ability to train others Good facilitation skills Good time management skills Adequate hands on experience in the construction and review of multi-year log frames and LEAP budget templates Strong analytical and report writing skills Strong communication skills (oral and written)
