Systems of Care The North Carolina State Collaborative for Children and Families Promotes using the Systems of Care philosophy to help children with mental health issues. Coordinated planning with all agencies involved with the child, including schools Mental health services in schools a missing link.

Subcommittee School Mental Health Services Subcommittee of the NC State Collaborative for Children and Families First meeting was July 23, 2004 Representatives ti from many state t agencies, local entities, and families All volunteered

School-based Mental Health Programs in South Carolina Schools Organized by the South Carolina Department of Mental Health 468 schools, 38% of their schools All grade levels and types of schools Clinical contacts in SBMH= 518,524 Clinical contacts in CMHC=396,333

Outcomes in SC Reach children/youth sooner for treatment Increase coping by 1 to 2 levels on the CAFAS Treatment on average is 3 to 9 months 70% of time is spent on individual counseling, family counseling, group counseling, and crisis intervention 30% of time on early intervention

SC School Outcomes 99% Out of Trouble 93% Remain in School 92% Remain with Family Discipline Referrals (1 county) 56% Reduction 29% No Referrals

NC School Mental Health Subcommittee Two main tasks initially Find out what mental health services are being provided in North Carolina and where they are located. Explore funding streams that t can be used to help provide mental health services in schools.

School Based Mental Health Services? Subcommittee s focus determined to be on the individual student receiving mental health services from a person eligible to receive reimbursement at school. The person providing the services must be credentialed.

Services in North Carolina The North Carolina Council of Community Programs surveyed the Local Management Entities. 11 LMEs responded Responses indicated d that t there are many different ways that LMEs are working with schools and school systems to provide some mental health services in schools.

School-based and School-linked Health Centers 22 Health Centers provide some mental health services. Some are based in schools and some receive referrals from schools All sites provide risk assessment and situational crisis intervention A few have individual and group therapy

Funding Sources Medicaid EC students for schools, children at risk for substance abuse and teenage pregnancy for Public Health, children who meet mental health criteria for LME, and, to a limited degree, children whose parents are unable to meet the child s needs for DSS.
