Additionally, audit confirmation reports for Nongovernmental entities receiving financial assistance from the DHHS are found at the same website except select Non-Governmental Audit Confirmation Reports (State Fiscal Years ). The auditor should not consider the Supplement to be safe harbor for identifying audit procedures to apply in a particular engagement, but the auditor should be prepared to justify departures from the suggested procedures. The auditor can consider the Supplement a safe harbor for identification of compliance requirements to be tested if the auditor performs reasonable procedures to ensure that the requirements in the Supplement are current. The grantor agency may elect to review audit working papers to determine that audit tests are adequate. I. PROGRAM OBJECTIVES The purposes of the Community Based Child Abuse Prevention Programs (CBCAP) are: (1) to support State efforts to develop, operate, expand, and enhance community-based, preventionfocused, family resource and support programs that coordinate resources among a range of existing public and private organizations; and (2) to foster understanding, appreciation, and B

2 knowledge of diverse populations in order to effectively prevent and treat child abuse and neglect (3) to provide programming that is evidence based, which has proven positive outcomes for children and families. II. PROGRAM PROCEDURES The North Carolina Department of Health and Human Services, Division of Social Services administers the Community Based Child Abuse Prevention program. The Community Based Child Abuse Prevention Program grants are administered by the North Carolina Department of Health and Human Services, Division of Social Services (DSS). Grants are awarded by the Division of Social Services through a competitive Request for Applications, an assessment of the ability and capacity of the organization to implement community-based programs, and availability of funding. An independent review team is comprised to review and score the applications. The recommendations of this team are forwarded to the Community Based Program Administrator, Child Welfare Services Section Chief, and to the Director of the Division of Social Services for approval. Once this process is completed, a formal award notification is sent to approved applicants. The Division enters into a contract agreement with each agency to provide allowable services. III. COMPLIANCE REQUIREMENTS Crosscutting Requirements The compliance requirements in the Division of Social Services Crosscutting Requirements in Section D (Supplement #DSS-0) are applicable to this grant. A. ACTIVITIES ALLOWED OR UNALLOWED Section 201(a)(1)(b) of the Child Abuse Prevention and Treatment Act provides that funds made available to States must be used for: 1. Developing operating, expanding, and enhancing community-based, and prevention focused programs and activities designed to strengthen and support families to prevent child abuse and neglect that are accessible, effective, and culturally appropriate, and build upon existing strengths that:: Offer assistance to families; Provide early, comprehensive support for parents; Promote the development of parenting skills, especially in young parents and parents with very young children; Increase family stability; Improve family access to other formal and informal resources and opportunities for assistance available within communities, including access to such resources and opportunities for unaccompanied homeless youth; Support the additional needs of families with children with disabilities through respite care and other services; B

3 Demonstrate a commitment to involving parents in the planning and program implementation of the lead agency and entities carrying out local programs funded, including meaningful involvement of parents of children with disabilities, parents with disabilities, racial and ethnic minorities, and members of underrepresented and underserved groups; and Provide referrals to early health and developmental services. 2. Fostering the development of a continuum of preventive services for children and families, including unaccompanied homeless youth, through State and communitybased collaborations and partnerships, both public and private. 3. Financing the start-up, maintenance, expansion, or redesign of a variety of specific family resource and support program services (such as respite care services, child abuse and neglect prevention activities, disability services, mental health services, substance abuse treatment services, domestic violence services, housing services, transportation, adult education, home visiting and other similar services) identified by the inventory and description of current services as an unmet need, and integrated with the network of community-based family resource and support child abuse and neglect prevention program to the extent practicable given funding levels and community priorities. 4. Maximizing funding through the leveraging of funds for the financing, planning, community mobilization, collaboration, assessment, information and referral, startup, training and technical assistance, information management and reporting, reporting and evaluation costs for establishing, operating, or expanding community based and prevention focused programs and activities designed to strengthen and support families to prevent child abuse and neglect. 5. Financing public information activities that focus on the healthy and positive development of child abuse and neglect prevention activities. Services provided by and costs allowable under the CBCAP grant are determined by the grantee with the approval of the Division of Social Services staff. Compliance Requirement Community Based Child Abuse Prevention services provided by and costs allowable under the grants are determined by the grantee with the approval of the DSS staff. These authorized services will be documented in the contract narrative and subsequent contract amendments. The following requirements related to the grantee s budget as of the balance sheet date as compared to the budget approved by Division of Social Services: Audit Objective Ascertain whether agency is providing authorized services/activities. Suggested Audit Procedures Review the contract documents and any amendments to ascertain which activities/services have been authorized by the Division of Social Services. B

ALLOWABLE COSTS/COST PRINCIPLES Grantees may claim reimbursement for the provision, or purchase, of the following services or activities: Education and support services related to parenting skills; Early developmental screening of children; Outreach services; Community referral services; Follow-up services; Early care and education; Respite services; Life management and skills training; Peer counseling and crisis intervention, and family violence counseling services; Referral for health and mental health services; Services to support families of children with disabilities to prevent inappropriate placement; Purchase of equipment, and training materials; Travel costs to required meetings sponsored by the Division of Social Services; Other services or activities with prior written approval from the Division of Social Services. All grantees that expend State funds (including federal funds passed through the N. C. Department of Health and Human Services) are required to comply with the cost principles described in the N. C. Administrative Code at 09 NCAC 03M.0201 E. ELIGIBILITY Families in need of support services are eligible for services under Community Based Child Abuse Prevention grants. Determination of need is based upon completion of the Family Support Outcome Scale documents that are maintained in individual case records. H. PERIOD OF AVAILABILITY OF FEDERAL FUNDS Funding is received for the Federal fiscal year, October 1-September 30, and is distributed by the State fiscal year, July 1 June 30. I. PROCUREMENT AND SUSPENSION AND DEBARMENT Procurement All grantees that expend federal funds (received either directly from a federal agency or passed through the N. C. Department of Health and Human Services) are required to B

5 conform with federal agency codifications of the grants management common rule accessible on the Internet at All grantees that expend State funds (including federal funds passed through the N. C. Department of Health and Human Services) are required to comply with the procurement standards described in the North Carolina General Statutes and the North Carolina Administrative Code, which are identified in the State of North Carolina Agency Purchasing Manual accessible on the Internet at Nongovernmental subrecipients shall maintain written Procurement policies that are followed in procuring the goods and services required to administer the program. REPORTING Compliance Requirement: A monthly report of budget expenditures is to be submitted to Division of Social Services. Expenditures are submitted on the DSS-1571 form. In conjunction with the monthly report, all Community Based Programs are required to submit evaluation data into an Internet-accessed database. Audit Objective: Determine whether agency submitted report information in a timely manner. Suggested Audit Procedure: Examine monthly reports to determine if they were submitted in a timely manner. These reports should be consistent with agency records. B
