Review The Maldive Republic is one of the lowest lying countries in the world (<2m) -> particularly vulnerable to the effects of climate change The Maldives are entirely dependent on imported oil as the primary source of energy -> making it exposed to fluctuations and increase of oil prizes -> 17 % of the gross national product spent on fossil fuels, and growing -> The Maldives is 1 of 6 pilot countries participating in the scaling up renewable energy program for low income countries (SREP) 10

STELCO Six Islands Reference STELCO 6 Islands 652 kw Solar Project // Facts and Figures PPA (Power Purchase Agreement) between REM and STELCO (State Electricity Company of the Maldives) signed: June 02, 2011 for six islands of the Kaafu Atoll Hybrid system: Diesel generators remain untouched. Up to 30% of peak load is generated by PV. STELCO buys electricity and resells it with a small markup to it s own customers Project partners: STELCO, REM and WIRSOL (now WREM and WIRSOL) Local content by WREM: Customer relations, logistics and support in building, operation, maintenance and management of PV plants 14 Project build start/end: December 2011 to July 2012

Diesel Hybrid Study Review of Photovoltaic Power Generation Project In phase I up to 30% PV power is supplied to the local grid of the island. This means that up to 10% of energy comes from PV (only daytime and good weather) Interphase I + II were financed by WIRSOL as a pilot project. However, in future projects financing must come from development banks. Phase II: Supplying more than 30 % PV power (10% of energy) The energy system must be analyzed in detail -> WIRSOL started a study Changes to diesel control, grid, consumption and tariffs need to be considered Energy efficiency measures considered (e.g. rain water instead of desalination) The objectives: 1. more renewable less diesel 2. maintain economics and power system stability 19

Summary of SREP and future prospects A newly developed renewable energy investment plan confirms our route There exists a programme named SREP scaling up renewable energy program for low income countries Under SREP an investment plan has developed between the Government of the Maldives and Multilateral Development Banks The Maldives are one of six countries participating in this programme The report combines an analysis of the current situation and potential with concrete investment opportunities The report is currently available as a draft and under review.
