Introduction Pivex Convenant of Mayors Black Sea Strategy The global objective of Pivex Energy Municipality is to support the local authorities in Eastern Europe, the Caucasus, Black Sea and Central Asia to reduce their dependency on fossil fuels, to improve security of their energy supply, and to allow them to contribute more actively to climate change mitigation encourage and support local authorities in the Eastern Partnership (EaP) and Central Asian countries to implement a more sustainable local energy policy. The specific objectives of Pivex Energy Municipality related to the local authorities in Eastern Europe,Black Sea, the Caucasus and Central Asia are: To support cities that have signed up to the Covenant of Mayors. providing concrete contribution to the preparation and implementation of the Covenant-related Sustainable Energy Action Plan (SEAP) to increase Local Authorities and other relevant stakeholders to address commitments of their city under the Covenant of Mayors. Introduction Pivex Covenant Territorial Coordinators and the Convenant Supporters that would allow covenant signatory cities in the Eastern Partnership, Black Sea Synergy and Central Asian countries to build up their capacities to develop and implement SEAPs through exchange of experience and best practices either between them and/or with signatory cities in the EU. Pivex Covenant Territorial Coordinators and Supporters Pivex Energy Municipality structure that may help Covenant signatories to obtain the relevant data needed for the preparation of their baseline emissions inventory and SEAP, at regional or national level, in line with Covenant rules and guidelines. Pivex Black Sea Network A EU level network is established for sharing resources and best practices and generating international and cross-sectoral synergies on how to inform the Eastern Partnership, Black Sea Synergy and Central Asian Countries about how to enhance understanding of covenant signatory cities in theeastern Partnership and Central Asian countries The structure of Pivex Energy Municipality will be presented as Pivex network and platform, Teritorial Convenat Coordinator that would allow covenant signatory cities in the Eastern Partnership and Central Asian countries to build up their capacities to develop and implement SEAPs through exchange of experience and and best practices either between them and/or with signatory cities in the EU Pivex Energy Municipality will be the structure for Eastern Partnership, Black Sea Synergy and Central Asian Countries helping Covenant signatories to obtain the relevant data needed for the preparation of their baseline emissions inventory and SEAP, at regional or national level, in line with Covenant rules and guidelines. Pivex Black Sea Networks Strategy 1. The activities envisaged in the project are based on the assumption that reaching the general public is an endeavour requiring trusted relations and a capacity to influence the process of opinion making. This is the way the overall concept of the project is to reach the European, Eastern Partnership, Black Sea, Central Asian citizen through employing the resources of all stakeholders with the capacity to influence public perceptions and attitudes. Utilisation of Knowledge resources and awareness building tools active European citizenship is promoted amongst the wider network of majors, media personnel, policy makers and EU Convenant of Majors stakeholders network so as to facilitate the process of integrating the issues of encouraging the citizens and the energy services consumers participation in active support to the Convenat of Majors signatories initiatives, through informal learning and increasing public awareness. Pivex Black Sea Networks Strategy 2. Employing the capacity of opinion makers as a communication line between EU institutions and citizens to encourage active citizens and active majors from Eastern Partnerships, Black Sea Synergy, Caucazus and Central Asian Countries, together with the energy services consumers to contribute more actively to climate change mitigation, supporting actively the EU Europe 20 20 strategy Often communication products created for sharing knowledge resources run the risk of being pedantic and doctrinal. It is, therefore, important to use a smarter and more lively communication methodology that brings the issues under consideration closer to the emotions of the target groups, the actions will be accompanied by the Pivex Web Portal Active Forum, followed by Pivex Greening Energy Investments Campaigns in Eastern Partnership Caucazus nd Central Asian Countries, realised with the support of Sustainable Energy Europe, Eusew, EACI, Intelligent Energy Europe, DG Energy. The created multistakeholder energy network, following the methodology of Multi-stakeholder model of networked governance-the multistakeholder variant, waxing and waning networks of relevant actors from across sectors (public government, private business, and private /nongovernmental, in particular) join together to loose institutional arrangements to address global energy challenges of climate change mitigation, and seize global opportunities in different domains of energy policy. Global policy or action networks combine the comparative advantage of groups from across multiple sectors are themselves potentially linked together to fill critical gaps in comon global energy policy.
