4. PROFILE OF OUR PARTNERS AND DIRECTORS C outts Otolo is the Chief Executive Officer of Parker Randall Eastern Africa Rwanda. He has over 35 years of professional experience in related aspects of financial and management consulting. Coutts has been the Chief Executive Officer for Ernst and Young and Crowe Horwath EA. He served as a member of Ernst & Young s Africa Executive Board and was an active member of the firm s Global Practice Council. He has previously been a member of the Council of the Institute of Certified Public Accountants of Kenya (ICPAK) and since 2008; Coutts is a member of the Global Governing Council of the Association of Chartered Certified Accountants (ACCA) (UK). Coutts is credited for the visible presence of ACCA in some of the emerging economies in Africa. He has been a key speaker at various ACCA conferences, including the ACCA Global Virtual Conference, held on 28 July 2010 under the theme Accountants for Business: The Role of the Accountant in Re-building a Global Economy. Coutts is credited for the visible presence of ACCA in some of the emerging economies in Africa. Coutts was instrumental in the decision by ACCA to convene its Council meeting of June 2012 in Nairobi, which is only one of two times in the history of ACCA that such a meeting has been held outside Europe. Experience Coutts has extensive experience in auditing, financial and management advisory services in several African countries, both Anglophone and Francophone. He has set up successful accounting and operational systems for several organizations in Africa. His professional experience covers various industry sectors in a diversity of African countries. He is also fluent in French. In Kenya Coutts was appointed by the Government of Kenya to serve on a special multi-disciplinary committee charged with the review and overhaul of the law relating to Companies, Investments and

Partnerships in Kenya. He is a regular speaker to professional bodies and business associations in Kenya. In July 2011 Coutts was a key speaker to the members of the Eastern Africa Association on the proposed Companies Act 2011. In Rwanda Coutts was the coordinating Partner on an assignment with the Office of the Auditor General for State Finances (OAG) in Rwanda from 2000 to 2007. The objective of the assignment was to provide technical assistance to build capacity of the OAG in carrying out its mandate effectively and efficiently. Three managers and an ACCA trainer were seconded on a full time basis to provide on-the-job training on financial and performance audits and ACCA training. This team was supported by a team of trainers who carried out structured training courses for the auditors from the OAG. In Ethiopia, Coutts led a team of trainers on behalf of ACCA in developing the initial complement of qualified ACCA accountants at the Office of the Auditor General. These professionals today form the backbone of the accounting profession in Ethiopia. In Djibouti, Coutts has been the partner in charge of the audits of Djibouti Development Bank (BDD) and Djibouti Housing Finance Company (SID). He was the coordinating Partner on an assignment commissioned by USAID/IGAD to study the accounting and financial management systems and the reporting requirements of the various donors and recommended appropriate accounting software to facilitate preparation of uniform reports to all donors. B eatrice Mwangi is the Executive Director Advisory Services at Parker Randall Eastern Africa Rwanda. She has over 15 years combined working experience in the corporate and donor funded programmes sector. This background has strengthened her role as a Management Consultant.
