Human Resources Generalist/Consultant Class Code: G43006 CITY OF DENTON Established Date: Jun 25, 2009 Revision Date: Apr 18, 2012 Bargaining Unit: General SALARY RANGE $49,000.00 - $71,000.00 Annually DESCRIPTION: Helps minimize legal exposure related to personnel issues such as disciplinary actions, performance reviews, policy interpretations, medical leave, hiring, etc. by providing assistance to managers, supervisors, and employees in assigned departments and guiding them through employment laws and Human Resources processes and procedures. KEY RESPONSIBILITIES: Administers various Human Resources and employee relations functions requiring planning, organizing, monitoring, program development, implementation and followup including, but not limited to, consultation with supervisors and employees on various personnel-related issues and workplace concerns; assists them with making the most appropriate decision in compliance with local, state, and federal law as well as City policy Establishes good internal and external customer relations and can come to workable solutions to service challenges by using the Consultation, Adaptation, and Mobilization (CAM) model. Listens and responds to employee relations issues with an open-mind and reviews all facts of a situation before arriving at conclusions Investigates employee complaints, analyzes findings, makes recommendations for resolution, and takes action when necessary in a time-driven manner with deadlines Identifies the information needed to clarify a situation, seeks that information from appropriate sources, and uses skillful questioning to draw out the information, when others are reluctant to disclose it Records facts and details regarding employee relations issues to include communications and chain of events Demonstrates punctuality to work assignments, adherence to policy/standards, trustworthiness, reliability, dependability, personal organization, attention to detail, focus, flexibility, and overall effectiveness in simultaneous work assignments Engages in highly interactive face-to-face relationships with any level of employee that will require being physically present at work on a regular basis; exhibits a temperament that strengthens trust and respect with each client and co-worker; Manages stressful and fast-paced employee relations situations Shows respect for the nature of a wide variety of City jobs and individuals within those jobs in a public environment Assesses one s own and others work and information for completeness and

accuracy; carefully prepares for meetings and presentations; follows up with others work environment to ensure that agreements and commitments have been fulfilled Helps administer selection process for assigned departments to include consultation on job postings, interviewing, and hiring; serves on interview panels as requested Assists with job classification studies and reorganizations; develops and revises job descriptions as needed Conducts operational and performance assessments; provides various analyses and recommendations on findings Researches, prepares, and ensures accuracy of administrative and productivity reports; Produces management information reports to be used in research compilation (i.e. disciplinary, drug testing, etc.) Performs a variety of delegated research tasks and projects; documents findings; prepares reports, graphs, charts, and other illustrative materials as required by gathering a variety of factual and/or statistical data; presents reports upon completion Researches and assists in developing various personnel policies and procedures Provides support to or performs assigned duties for the Director of Human Resources Conducts exit interviews and provides benefits information for exiting employees Conducts periodic surveys to benchmark various HR related practices; responds to surveys requested by outside organizations Additional Duties: Each position may have a specialty area for which the incumbent is responsible. Specialty areas include but are not limited to: drug testing administration, random drug testing program, recruitment, diversity administration, etc. Specialty areas are assigned according to incumbent s knowledge, skills and abilities and the needs of the department. Assists with special projects as assigned such as New Employee Orientation, Services Awards Banquet, Benefits and Wellness Fair, etc. Provides back-up support to various functions in the office as needed MINIMUM QUALIFICATIONS: Bachelor s degree in Business Administration, HR Management, Public Administration, Organizational Development, or other related field with four years progressively responsible experience working in an HR department focusing on HR functions such as selection/placement, recruitment, compensation, employee relations, etc. (Note: PHR will substitute for six months experience or SPHR will substitute for one year experience. Two years of directly related experience may be substituted for one year of formal education) OR Any combination of education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
