He will include an examination of over 200 DRE evaluations along with the driving behaviors and other indicators of impairment that are associated with various blood levels of THC in the driver s system. The Do s and Don ts for a DUI Investigator: A Case Study Review of Recent Events Lieutenant Hans Lehman, Lakeland (Florida) Police Department During this session, we will share some of the recent events that have affected local DUI Units. We will discuss extremely critical points as we show you what can happen when officers are not prepared or procedures are not followed. Hill, Executive Assistant, Office of Diversion Control, U.S. Drug Enforcement Administration In this session, you will learn how to identify the types and characteristics of fraudulent prescriptions, the most abused prescription drugs, their street values and the methods of diversion used to illegally obtain them. While we will help you understand the Federal Controlled Substances Act, we will also discuss ways the DEA can assist you in developing your investigation. We will provide you with the definition of performance driven thinking and showcase a national model which includes drug prevention, intervention, enforcement and recovery. Mr. Kyle Clark, IPTM DRE Coordinator SFST Update The NHTSA/IACP s Standardized Field Sobriety Testing curriculum was revised in May, 2013. The update includes changes to the formatting of the curriculum, the training videos, and highlights of the accuracy of the San Diego Field Validation Study. Annual Breath Test Update Officer Luis Lopez, DRE, Jacksonville (Florida) Sheriff s Office Officer Lopez will teach you how to distinguish different signs of drug and alcohol impairment and how to properly navigate the potential pitfalls of the non-typical breath test in order to avoid procedural errors and other common mistakes. He ll show you techniques that will improve your ability to write concise, detailed notations that can be better presented in court. In addition, he ll review current case law and active motions in relation to breath testing in Florida. Use of UV [Black] Light for Pupil Size Measurement and Other Assessments Dr. Karl Citek, Professor of Optometry, Pacific University College of Optometry Dr. Citek will explain how a UV light (a.k.a. black light ) can be used to measure pupil size in the Near-Total Darkness component of a DRE. The physics and physiology of the phenomenon will be described, as well as the conditions under which it is intended to be used. Other uses of a UV light, such as verifying IDs and checking for drug residue, will also be discussed. HGN Workshop Mr. Kyle Clark, IPTM DRE Coordinator Dr. Jack Richman, Optometrist (retired) & DRE Instructor for Massachusetts This class is designed to prepare officers and prosecutors to be effective in presenting cases involving the use of Horizontal Gaze Nystagmus. A condensed version of IPTM s Horizontal Gaze Nystagmus Workshop for Law Enforcement and Prosecutors course, this session will feature a review of the current HGN protocols as well as detailed information from an optometrist concerning the physiology and interpretation of the HGN test. This session will teach you how to employ proper gun fighting tactics during a deadly traffic stop encounter. You will gain an understanding of bullet bounce paths and the penetration values of certain ammunitions. Forensic Evidence Collection for the DUI and Traffic Crash Investigator Mr. Donald Barker, Forensic Training Coordinator, IPTM Breakout Sessions This session will provide the latest updates, best practices and procedures for the location and recovery of physical evidence from crash vehicles. We will discuss the collection of evidence from both the interior and exterior of the vehicles in order to associate an individual with a vehicle and with a seating position within that vehicle. We will demonstrate forensic light sources for trace, hair and fiber collection along with camera techniques and packaging for DNA evidence collection. This course will focus on the following topics: SFST Update: History, Development and Latest Revisions Mr. Dick Studdard, LAPD (retired) Mr. Chuck Hayes, DRE Regional Operations Coordinator, International Association of Chiefs of Police In this presentation, Mr. Studdard and Mr. Hayes will look back at the history and development of the Standardized Field Sobriety Test (SFST) battery, consisting of the Horizontal Gaze Nystagmus (HGN), Walk and Turn, and One Leg Stand tests. They will describe some of the key critical original research that helped identify this battery and will help clarify the proper administration and scoring of these tests. They ll also provide you with an overview of the history of the updates that were made relating to the training curriculum and the process involved in future revisions and updates. DRE Reconstruction: A Forensic Approach to Identifying Drug Impairment Detective John Cullen, Jacksonville (Florida) Sheriff s Office Detective Darrell Edmonds, Jacksonville (Florida) Sheriff s Office Detective Cullen and Detective Edmonds will discuss the post-incident process of collecting, analyzing, and interpreting evidence in order to reconstruct the subject s state of sobriety at the time of the incident. Referred to as a DRE Reconstruction, this usually takes place in cases where limited field sobriety and/or DRE testing has occurred. To help determine the subject s state of sobriety, you will learn about the many other pieces of evidence that can be used, including medical records, toxicology analysis, cell phone technology, witness observations, and much more.
