BridgeLink Overview BridgeLink is an e-commerce vendor management network for the consumer credit collections and recovery market that connects credit lenders to their third-party service providers and business partners. BridgeLink employs Web services and XML technologies to automatically invoke and manage transactions with external services through a single interface, while allowing the credit lender to write the business rules logic for automating the processing of that information. BridgeLink is far more than a super highway for data transactions. Our networking technologies enable BridgeLink customers to communicate with each other regardless of the level of their organization s technical infrastructure, or regardless of the type of transaction. BridgeLink offers a Web-hosted workflow system, which allows customers to receive assignments and respond electronically without having their own internal processing application. The extensive array of service offerings provided through the BridgeLink network are securely integrated into Fair Isaac s suite of software solutions including our collection and recovery software, and flexible interfaces with third-party applications makes ordering of these services as easy as point-and-click. Proprietary systems can also be connected to the BridgeLink network. By combining the BridgeLink e-commerce services with Fair Isaac s collection and recovery software, the credit lender has the ability to manage the complete lifecycle of its customer s debt from collections and recoveries through supply chain management and partner relationship management. Web-based Mailbox Exchange The Debt Placement Service provides a powerful and flexible Web-based mailbox exchange service, formerly known as partner.net. The service offers the convenience of a single drop off and pick up location for collection agencies and attorney firms for collection and related activities on delinquent credit accounts. Users of the service can log into www.bridgelink.com and choose from a menu of third party service providers. Agencies and attorneys have the option to scrub new assignment files as they pass through the BridgeLink network prior to loading the accounts into their systems. Rulesbased configuration of the process ensures the flexibility required by vendors. The File Exchange Utility application (FXU), provided as part of the Debt Placement Services, enables customers to securely transfer large files over the Internet and queries their transaction history. The File Exchange Utility application uses the BridgeLink Web site and applies the same robust and tested security infrastructure. The File Exchange application ensures files are delivered completely and successfully and can recover from an Internet disconnect and restarts sending or receiving a file where it left off. This is a great time saving for large file transfers that are often interrupted by connectivity issues that occur on the Internet. FXU is designed so it can be executed on a workstation or server. It originates outbound traffic to the BridgeLink hub, using push and pull methodology, so BridgeLink does not need to initiate any network traffic into the customer s network. Attorney Referral Service BridgeLink's Attorney Referral Service is a Web site created for attorneys in the consumer lending market to effectively manage consumer debt assignment. The service eliminates all technical infrastructure barriers between credit grantors and their attorneys. Credit grantors are no longer dependent on vendors who support the "right" technical infrastructure to handle placement files and other financial and maintenance transactions. BridgeLink attorney members can simply log in to the attorney referral Web site and begin working litigation assignments. They do not have to make any capital investment in software or hardware. The Attorney Referral Service enables credit grantors and the attorneys to electronically transmit litigation assignments through the BridgeLink network via the attorney referral Web site. The application provides the tools to case manage these accounts cost-effectively and efficiently. It also supports the uploading of assignments outside of the BridgeLink network, when required. The system enables the attorney to view and update account information including: notes, documents, tasks and payment transactions, add and delete tasks, change task start and stop due dates, and assign or reassign tasks to users. The attorney can view active and completed assignments, as well as outstanding tasks for all assignments. The system generates a portfolio of standard industry reports, including new assignment status, number of active accounts and payments processed. Reports can be generated based on topic and time frame. The application empowers the attorney to better manage assignments. Through the attorney referral application attorneys can enter financial information about the assignment. These entries automatically update account balance and are viewable by both the attorney and creditor. Notes pertaining to each account are entered into the Web site and both the credit grantor and attorney can view additional information specific to each account. A document repository allows the attorney to access, sort, view, add and delete account documents associated with an account. The solution is integrated with Fair Isaac software through the BridgeLink network. The user simply accesses the service through https://bar.bridgelink.com. Billing, Payment & Reconciliation Service The Web-based Billing, Payment & Reconciliation Service module enhances the BridgeLink's Attorney Referral Service. The core of the service allows credit grantors and attorneys to work in a collaborative manner to generate, approve and pay invoices. The Billing, Payment & Reconciliation Service streamlines and simplifies the complete invoice process. Process turnaround times are significantly improved; billers receive receipt of funds much faster and approval or reconciliation decisions can be made online. The service fully automates all transactions involved in the invoice process providing: data accuracy and data security improved management and tighter control the ability to monitor and evaluate transaction performance at any stage Features include: dispute handling, the ability to maintain fee controls and minimize costs, ACH payment, invoice prioritization, e-mail alerts throughout the process, work in progress and other management reporting. Portfolio Sales Service The Portfolio Sales Service enables credit grantors to automatically transmit batch files of accounts to prospective debt buyers for review and final purchase. Asset Recovery Service BridgeLink s Asset Recovery Service allows the user to communicate electronically with field call agents, inspection service providers, asset recovery companies, and asset remarketing organizations. This service enables the user to automate task activities such as repossession, inspection, storage, remarketing (repair/detail/ auction), and title processing. Vendors that do not operate their own back office software can directly access their field agents via BridgeLink s Web-hosted application service. Credit grantors, vendors, and their agents, can monitor the status of files, while providing updates, documents, and notes directly into the system. BridgeLink also provides custom file tracking based on client, vendor, agent, county, and or state parameters. BridgeLink streamlines the following activities: 1. Asset Recovery automates the task of recovering lien holder collateral. For example in the case of automobile financing, it is the process of locating and towing the automobile to a named storage facility. 1. Field Calls automates the task of visiting past due account customers and provide them with credit grantor notification documents. 2. Vehicle Locate automates the task of locating vehicles of past due account customers. 3. Field Inspections - automates the task of inspecting the condition and or appraising the value of the lien holder collateral. 4. Asset Remarketing automates the task of preparing an automobile for auctioning, the process of auctioning off the car, title processing, and final financial settlement, and connect with auction services that are responsible for sale of collateral, title work, and exchange of monies. The credit grantor can submit and track data request services direct from their desktop through BridgeLink XML integration technologies. These services include: Skip Trace Data Services These services connect creditor grantors to the leading providers of directory assistance data; address and contact updates and related data used in locating delinquent debtors and skipped accounts. Skip data vendors maintain large databases of updated contact and location information such as name, address, phone number. With direct access to skip data providers you will have the ability to: Automatically make requests in batch or in real-time Select vendors and to make requests from the desktop Choose and/or change vendors and suppliers Control, track, and monitor skip data supplier requests Order requests without keying information Through the BridgeLink network users can connect with providers of collated public record information such as bankruptcy filing notification and related public records documents recorded at US courthouses. Credit Bureau Data Services Creditor grantors can automate the exchange of credit reports and credit-related data from the three major credit-reporting agencies, Experian, Equifax and Trans Union. Such reports enable the collector to gain insight into the behavior of their delinquent customers by measuring how these customers perform with their overall credit obligations. Services are composed of either an exchange of data with third-party data providers (e.g. the credit bureaus, and or resellers) or an outsourcing of a request and complete transaction to a third-party service provider (for example skip, legal or collections agencies). All requests and responses are driven through the BridgeLink network. The destination may be directly to the vendors back office system or to Fair Isaac's Web-hosted application suite, to be worked online by vendors without the appropriate technical infrastructure. Direct access to credit bureau data agencies allows you to: Automatically obtain credit data and verify name, address, and social security number from multiple vendors, and obtain specific types of credit scores Request reports automatically in batch or in near real time from the desktop Request reports without keying name, address, and/or social security number (prepopulated fields) Control when, who, and from which vendor reports will be requested Track and monitor transaction requests and replies Print Request Services From your desktop you can generate electronic letter requests in batch or real time to letter shops to perform customized letter generation and mailing. Scoring Service Providers BridgeLink connect credit grantor to the leading analytical service providers for credit score generation, portfolio analysis, customer profiling, and segmentation services. The BridgeLink system can also pass specified data elements needed for analysis and or score generation from the client s host application to the analytical service provider. Analytical, Reporting & Tracking Service BridgeLink s Analytical Reporting and Tracking Service is a powerful reporting solution that enables the customer to monitor and track the performance of their third-party vendors. The service enables the user to measure individual vendor activity performance, run comparisons between these activities and against the customer s targets or SLA's - across a wide range of financial and activity-based criteria. The customer can monitor all account information. The analytical capabilities of the application provide a consistent and easy approach for reporting and auditing performance. The user can view bench marking and industry comparisons and trend analysis. The solution provides a portfolio of industry standard reports including summary reports, trend analysis, audit reports and exception reports. It also allows the customer to create user definable extracts that can be scheduled and downloaded as required. Analytical, Reporting & Tracking Service is integrated with Fair Isaac software through the BridgeLink network. The user simply accesses the service through the BridgeLink Web site, where the data is populated as a secondary process to BridgeLink s Agency Placement functionality. There is no integration or IT involvement for the lender. Document Presentment & Storage The Document Presentment & Storage Service provides a simplified process for electronically presenting and storing electronic documents that are requested by the vendor and credit grantor in conjunction with litigation assignments, and /or repossession assignments. The documents are attached to the loan and can be viewed in the account by all parties whether using the Attorney Referral Web Service or the Web-based Mailbox Service. Partner Forum Partner Forum is a service offered on the BridgeLink network for all its members. The Forum is a collaboration Web portal that enables credit grantors and their external service providers, business partners and suppliers to securely exchange and store shared and confidential document, schedule meetings, hold auditable group discussions, post notices and share information. Future Services - CCCS Data Exchange The CCCS Information exchange allows agencies and creditors to more effectively and efficiently exchange Debt Management Proposals (DMP), payment plans, acceptance notices, and monthly updates through the BridgeLink Web-based mailbox or the attorney referral Web site. BridgeLink Technical Overview Communication Options Communication with BridgeLink can occur using HTTPS over the Internet, through a private network such as the AT&T Global Network, or with leased lines (Frame Relay). The open architecture of BridgeLink will allow communication over virtually any TCP/IP network. Data Infrastructure BridgeLink has been designed to handle massive transaction volumes. All requests are stored in a relational database management system and tracked using a sophisticated workflow application. Results are stored in the database and are always available in XML format. Image files such as PDF reports and digital property photos are also available. Security BridgeLink provides a secure and robust environment; the transmission of data is done over Secure Socket Layer (SSL) with 128-bit encryption. Additional security layers such as VPN and private data networks can be implemented as required by your security needs. Digital Certificates can also be used to authenticate all clients communicating with the BridgeLink servers. Ease of Implementation Implementation of BridgeLink will have a minimal impact on your IT infrastructure due to the pre-built integration with Fair Isaac software products. Interfaces with other leading systems have also been pre-built and will require minimum configuration to meet your needs.
