1. CIC Daily Attendance Record Application(CIC DAR APP) CIC DAR APP is an Android mobile application. Contractors may use the CIC Android Card Reading Deceive ( CIC Device ) with built-in CIC DAR APP, to read and retrieve the data stored in the Construction Workers Registration Cards (CWR Cards), then record their attendance when they report on and off duty on a site. Contractors may instead select any appropriate Android card reading device by installing the CIC DAR APP to collect and submit the DARs. Contractor can also register the construction workers to a specific contract through the CIC DAR APP, which help to manage the Daily Attendance Record of a construction site. 1.1. Login / Logout 1.1.1. Login Entre User Name and Password. Tap 登 入 to login CIC DAR APP Note: CIC DAR APP will open automatically after the CIC Device is switched on.user may also tap the icon displayed on the CIC Device homepage to open the App. Version 1.3.3 Page 4 of 63
After successfully logging into CIC DAR APP, tap to open the toolbar (as shown below): 1.1.2. Logout Tap 登 入 / 登 出, to logout the CIC DAR APP. Version 1.3.3 Page 5 of 63
1.1.3. Contract Selection Tap 選 擇 建 造 合 約. Tap the space area under 建 造 合 約 名 稱 to open the list of contracts. Tap the contract you would like to select, then tap 確 定. The CIC DAR APP will indicate whether the device has been registered under the selected contract. Version 1.3.3 Page 6 of 63
User should use the function mentioned in section 1.1.4 of the User Manual to register the card reading device. CIC DAR APP support working on multi contracts and multi users. 1.1.4. Registration of Card Reading Device Contractors are required to use a registered card reading device for processing the worker registration and DAR submission of the construction site. Registration can be completed through the CIC DAR APP. Tap 設 定 Enter the name of the device under 裝 置 註 冊 名 稱, then Tap 註 冊 裝 置 to proceed. The registration information will be uploaded to CIC cloud if the card reading device is connected to the internet. Contractor may login to Construction Workers Registration Gateway (CWRG) and check whether the device has been successfully registered to the selected contract. (Please refer to section 2 of the User Manual Construction Workers Registration Gateway (CWRG) ) Version 1.3.3 Page 7 of 63
Note: The contractor shall complete the card reading device registration process mentioned above for processing the worker registration and DAR submission. 1.1.5. Verification Setup Contractor can also setup the verification function according to the site operation and preference. Version 1.3.3 Page 8 of 63
1.1.5.1. Tap Card Instruction ( 拍 卡 指 示 ) To display the arrows icon on the card tapping screen above the NFC sensor, user can change the setting by 設 定 > 驗 證 > 拍 卡 指 示 > ON. Change the setting to OFF, to cancel the arrows icon. 1.1.5.2. Security Level ( 安 全 級 別 ) Set to L (LOW): User is not required to enter password when changing DAR mode. H to set the Security Level as HIGH. 1.1.5.3. Biometric Authentication ( 生 物 特 徵 ) OFF : no integration with biometric authentication device required. 1.2. Good List Management 1.2.1. Construction Workers Registration Contractors shall register the registered construction workers on / before their first entry to the construction site. Tap 工 人 註 冊 表 Tap 讀 取 工 人 卡 place the CWR card on the card reading device, to read and retrieve the data stored in the CWR card. Enter the start date 開 始 日 期 and end date 結 束 日 期 of the practicing trade Tap to register another trade division. Tap X to delete the registered trade. Tap 新 增 至 註 冊 工 人 表 to register. 1.3. Capture Daily Attendance Record Contractors are required to use the CIC DAR APP with a card reading device to capture the workers attendance when they report on and off duty on a site. The attendance information will be temporarily stored in the card reading device. The CIC DAR APP will automatically synchronize with CIC cloud in the scheduled time if internet access is available. Contractors may also synchronize the CIC DAR APP with the CIC cloud manually. If the internet connection is not available, the entire worker s DAR will be stored in the card reading device. The DARs stored in the card reading device will be deleted after successfully uploaded to CIC cloud. 1.3.1. In / Out / Tap Mode Tap 出 勤 紀 錄. There are three DAR capture mode in the CIC DAR APP, namely "In", "Out" and "Tap". In mode will be set as default. 1.3.1.1. Switch Capture Mode Tap on the upper right corner to change the DAR Mode. Re-enter the user password as requested. User is not required to re-enter the user password when changing DAR mode if the Security Level is set as L. Entre Password > Tap 確 定 to change the DAR mode. Tap 取 消 to cancel the change. Tap the DAR mode you would like to select. User may start using the app to collect DARs. Version 1.3.3 Page 13 of 63
Worker shall place the CWR card on the NFC sensor as indicated by the arrow icon ( ). CIC DAR APP will authenticate the CWR card, and capture the attendance record as a valid DAR raw data. The card reading status and the system timer will be displayed in the middle of the screen as a reference for both user and workers. Card Expired The Workers Registration Card is expired. 4. No Site Record No record from the good list of this contract. 5. Card Invalid The Workers Registration Card is invalid. 6. In addition, the DAR mode will also prompt the following messages to remind workers on the expiry date of their "Construction Industry Safety Training Certificate" (Green Cards). CIC DAR APP will capture the attendance as a valid DAR. CIC DAR APP will indicate the Green Card status stored in the CWR card with the following message: Green Card Will Expire Green Card Expired Soon 平 安 卡 過 期 平 安 卡 快 將 到 期 * Note: Green Card Will Expire Soon means the Greed Card will be expired within 30 days. When a non-cwr smartcard is detected, such as the staff cards issued by contractor, or CIC DAR APP fail to complete the DAR verification process, the following message will appear: Version 1.3.3 Page 17 of 63
1.3.2. Back to Main Menu Tap > 輸 入 帳 戶 密 碼 > 回 到 主 頁 to back to the Main Menu. User is not required to re-enter the user password when changing DAR mode if the Security Level is set as L. 1.4. Data Synchronization The CIC DAR APP will synchronize with CIC cloud automatically at the scheduled time, provided that internet access is available. Contractors may also synchronize the CIC DAR APP with the CIC cloud manually by using the manual-sync function. The synchronization procedures are as follow: Tap 同 步 資 料 under the main menu. Tap 同 步 to synchronize the data with CIC cloud, including the DARs and workers registration records. To synchronize with another card reading device, tap 啟 動 主 機, to connect to the other device. 2. Construction Workers Registration Gateway(CWRG) 2.1. Login / Logout 2.1.1. Login Using a web browser access CWRG web page(https://cwrg.cic.hk/ ). The Login screen appear as shown below: Enter User Name and Password. Click Sign In button to login CWRG. User should agree and accept the Terms and Conditions to login CWRG. Note: User may enter CWRG homepage directly from the next login. Version 1.3.3 Page 20 of 63
If the login information is incorrect, the following screen will be displayed: Click 確 定 Entre Username and Password again to login CWRG. 2.1.2. Logout Click the Click to sign out on the CWRG homepage or on the top right corner of the toolbar. Note: Due to security reason, if the web page is idle for a certain period of time without user input, operating the web page again would force the user to login again without any warning. 2.2. Contractor & Contract Accounts Maintenance 2.2.1. Contractor Profile Click Contractor to enter the contractor profile interface. Note: The contractor is required to notify the CIC in writing if there are subsequent changes to the information provide on the Contractor Profile. Version 1.3.3 Page 22 of 63
2.2.2. Search Contract Profile Click Search > Search Contract After entering the searching criteria, click, or just click without any criteria to display all contact under the contract s account. To reset the searching criteria, click. Search results will be displayed in the table as shown below. Click on the desired contract to enter the contract account page. Version 1.3.3 Page 23 of 63
Contract Profile will be shown as below: 2.2.3. Contract Management User can manage the daily work of the contract by using the toolbar on the top right corner of the page. 2.2.3.1. Assign Contract Admin Click on the toolbar Click on the desired contract administrator. Click OK to save the the changes. Click Cancel to return to the page without changes. 2.2.3.2. Create Contract s Admin Account Click on the toolbar. Enter the relevant information as required. Click Create to add contract admin account. 2.2.3.3. Download Daily Attendance Record Click on the toolbar. Enter the date of the DAR(s) you would like to download. Click Raw DAR to download the raw DAR(s). Click Submitted DAR to download the submitted DAR(s). Click Cancel to return to the page without changes. Note: The exported excel file will be saved as Microsoft Excel 2007 version. 2.2.3.4. Mass Daily Attendance Record Deletion User may delete a large number of DRAs by loading an Excel, which contains the records they may want to delete from the CWRG (such as those didn t pass the HandKey recognition system). The template may download from CWRG as shown below: Click on the toolbar to enter the mass DAR deletion page. Click Download Excel Template to download the template. Save those DARs you would like to remove from the system in the specified format as required on the Excel template. User can obtain the information of RowId 及 CWRNo form the raw DAR and submitted DAR. Please refer to the user manual section 2.2.3.4.for the download procedures. Version 1.3.3 Page 28 of 63
Click Drop Excel to add the attachment. The system will delete the respective DAR(s) automatically. The following Message will indicate whether the mass DAR deletion is successful or not: If the uploaded data or file format is not correct, the following messages will occur: I) DAR does not exist. II) No Construction Workers Registration number could be found in the Excel. Note: RowId is a unique indicator for each DAR. User shall provide correct and complete RowId and CWRNo to perform the mass DAR deletion. Version 1.3.3 Page 29 of 63
2.2.4. Search Contract Admins Click Search > Search Contract Admins After entering the searching criteria, click, or just click. To reset the searching criteria, click. Search results will be displayed in the table as shown below. Click on the desired contract administrator to review the details of the administrator account. Version 1.3.3 Page 30 of 63

The system will display the DAR upload status of all contracts on the past 7 days. Click View to review the DAR details of the desired contract account. Unknown status Note: CIC cloud shall synchronize with the card reading device to collect the latest attendance record. Therefore, the DAR upload status of the card reading device will only reflect on the next day in CWRG. After changing the display mode, the system will display the DAR upload details of all contracts on the past 7 days, as shown below. Multiple site Admins, single device, multiple contracts This scenario will demonstrate how two different admin staff manages a single device in a different construction site under different contract, below are the background details of this scenario: Site Admin Account Card Reading Device Contract ADMIN A DEVICE X CONTRACT-HK ADMIN B CONTRACT-KLN The master admin of the company create the admin staff ADMIN A and assign him/her to handle the contract CONTRACT-HK. And for the contract CONTRACT-KLN, the master admin create and assign another site admin account ADMIN B to handle the DAR submission process. Before the construction site start working, both the site admin A&B already login DEVICE X and register the device to CONTRACT-HK and CONTRACT-KLN respectively. The management of the company decided to use DEVICE X to capture CONTRACT-HK s DAR at the morning and use DEVICE X to capture CONTRACT-KLN s DAR at the afternoon. At the construction site of CONTRACT-HK located in HK ISLAND, ADMIN A login DEVICE X and start capturing the DAR during the morning hour. After all the DAR of the workers has been captured and synchronized, ADMIN A logoff the device and DEVICE X has been delivered to the construction site of CONTRACT-KLN, which is located in Kowloon. During the afternoon ADMIN B login DEVICE X in the construction site, select CONTRACT-KLN and start capture the worker s DAR, at the end of the day, the entire worker s DAR synchronized to CWRG automatically. The company installed the access gate in both the entrance and exit of the construction site. DEVICE X and DEVICE Y are located at the entrance and exit of the site respectively. Before the construction site start working, ADMIN A login DEVICE X and register the device to CONTRACT-HK, on the other hand, ADMIN B login DEVICE Y and register the device to CONTRACT-HK. On the first working day, ADMIN A login the DAR APP on DEVICE X in order to capture worker s DAR at the entrance gate. On the other hand, ADMIN B login the DAR APP on DEVICE Y in order to capture worker s DAR at the exit gate. Both DEVICE X and DEVICE Y will synchronize the data to CWRG by auto sync. or manual sync. At the end of the day, ADMIN A makes sure all the DAR(s) are synchronized to the CWRG (either by Auto Sync. Or Manual Sync.) And logoff the Device. Unfortunately, ADMIN A decided to leave the company on the second working day and the username and password of ADMIN A has been lost.
