The project aims to promote Eropean vales on gender eqality and democracy throgh lifelong learning and develop qantitative and qalitative instrments to monitor the application of gender sensitive policies. The sstainable, democratic development of society cannot be realised withot gender-balanced policies taking into accont representation, resorces and reslts. The project therefore targets policy and decision makers, adlt edcators and leaders of NGOs, who have the ability to inflence and improve gender-balanced policies at local, regional and national levels, which address the needs of people facing gender-based discrimination. This project will also contribte to the process of EU enlargement by enabling the sharing of good practice with regard to gender eqality strctres and policies between Western contries, (where this process started more that twenty years ago) and the accession contries, (in which gender eqality policies exist only at a conceptal stage). The main activities are orientated towards stimlating the demand for lifelong learning on gender eqality and developing social partnerships between organisations from civil society and the political world in order to bring abot gender eqality initiatives for the most disadvantaged people. The corse targets policy and decision makers, adlt edcators and leaders of NGOs who have the ability to inflence and improve gender-balanced policies at local, regional and national levels. It also seeks to develop social partnership between organisations from civil society and the political world to bring abot gender eqality initiatives. Responding to the recommendations developed as the reslt of the srvey Needs analysis on lifelong learning training on gender eqality, the corse will investigate and discss key sbject matters throgh a series of specific modles, inclding the following topics: gender eqality machinery and policies at Eropean and national levels, gender aspects related to political and pblic life, labor market, health, family life, violence, social life, edcation, rral areas, and economic development, as well as analysis of lifelong initiatives and projects on implementing gender eqality in Erope. The content of these specific modles will be related to key aspects, which were identified in the Srvey Report on Indicators of Gender Eqality/ Ineqality, developed dring the project. The corse is flexible: some of specific modles may be delivered independently of the other modles within the Crriclm, or as part of an in-service training corse or any other training programme. Aim and objectives of the corse The main aim of the corse is to stimlate demand for lifelong learning on gender eqality throgh the development of social partnership between organisations from civil society and political world. The general objectives of the corse are the following: To improve nderstanding of gender eqality and gender mainstreaming at Eropean level. To analyse and compare existing national policies and national machineries on gender eqality. To encorage balanced participation of men and women in varios aspects of local development in all spheres of life. To exchange good practices. Certification will be provided to trainees, who have proven their nderstanding of sbject and have shown activity and competence in the grop discssions. Assessment of trainees knowledge will be performed in two steps: 1. Trainees will be asked to complete a mltiple-choice test that will help to assess their knowledge. Time given: 10 15min. For certification it is reqired to provide correct answers to at least 50% of qestions. General time consmption (inclding organization of test and checking over the answers of trainees) is 1 academic hor. 2. Trainees will be divided into grops of 2 or 3. They will be provided with problem-based case stdies. The discssions within the grops will be set in order to perform analysis of the sitation described. Each grop will present its work to the whole class and the ttor, who will make evalation of trainees competence and activity in the grop discssions. Discss EU instittional framework and legislation in the field of gender eqality. Promote awareness and critical thinking abot effectiveness of gender mainstreaming policies at This modle contains general information abot instittional framework of gender eqality, stressing that Eropean Union has strctral approach to achieving gender eqality. The departments and other strctral nits of Eropean Commission and Eropean Parliament, which work in gender eqality field, are described in this modle. The legislation on gender eqality in Eropean Union is also introdced, inclding main treaties and nmber of joint directives that go into more detail abot the goals that the Member States have agreed on in the treaties. The modle also contains review on gender eqality policies in Eropean Union and presents main ideas highlighted in the EU action programmes on gender eqality isses. Modle reviews present sitation of gender eqality in political and pblic life in different partner contries (Lithania, Finland, Astria, United Kingdom, Romania, Blgaria and Czech Repblic), allows analysing, evalating and comparing information abot gender representation, referring to statistical indicators. It helps to nderstand main gender eqality problems and sggests ways to solve them. Breaking of stereotypes and provision of reliable examples how to implement gender eqality in political and pblic life is essential part of this work. The modle sggests discssion abot specific measres to achieve gender eqality and rond table discssion abot good practices in political and pblic life in different contries. Modle 5 GENDER AND LABOUR MARKET The modle provides sefl information and spports knowledge transfer abot the contemporary labor market from Eropean perspective. It offers the definition of gender mainstreaming in the labor market, describes employment problems related to gender eqality at Eropean level, presents EU gender mainstreaming legislation for labor market and emphasizes the main EU tools for gender information and statistics on labor market. A comparison between different national contexts related to gender ineqality existing in the EU in the field of employment is also facilitated throgh the present modle by sing available EU statistical indicators on the isse. Using the information otlined, wide discssions on good practice examples and promotion of implementing gender eqality on labor market will be encoraged to affect positive changes. 14 15
Modle 6 GENDER AND HEALTH Modle 7 GENDER AND FAMILY Specific objectives of the modle: Review gender eqality in health throgh analysis, evalation and comparison of indicators from different contries. Discss and identify a rationale for, and good practice of, working towards a healthier society. Promote gender specific healthy life style initiatives in varios contries. This modle otlines, that in many contries the life expectancy of women is longer than that of men. This phenomenon is notable across the world, not only within the EU. The modle stresses that health is not a gendernetral isse and offers explanation for difference in the life expectancy of women and men. Gender segregated health isses are also analysed in this modle on the basis of statistical indicators. The modle also sggests what actions shold be taken for health promotion in varios contries, what are the priorities and what can be learned from good practices in other contries. The corse develops nderstand that health promotion action plans, e.g., Eropean road safety action programme and alcohol prevention programmes, shold be gender mainstreamed in order to achieve expected otcomes. The modle sggests discssion abot sch specific topics as smoking, sicides, self-harm and fatal motor accidents within gender eqality aspects. Specific objectives of the modle: Review the sitation concerning family life from gender specific point of view on the basis of statistical indicators. Discss the role of legislation and social policy in evolving family demography and increase awareness and nderstanding of gender eqality isses specific to family life. Promote activities to embrace and empower non-stereotypical concepts of gendered roles with the goal of spporting diversity in family life. This modle aims to define and analyse crrent family systems across a range of Eropean contries (on the basis of statistical indicators) with particlar emphasis on the changing natre of male and female roles. The information will be sbject to theoretical critiqe and consider the impact of local policy and legislation in relation to family centred gender isses. Using a variety of teaching methods inclding discssion and case stdies participants will be encoraged to consider activities ndertaken by their organisations to embrace and spport diversity as part of the process to promote gender eqality within the family. 16 17

Discss forms, cases and implications of gender related violence. Promote ways of preventing violence with the help of spporting instittions. Modle 8 GENDER AND VIOLENCE The modle gives definitions of violence, gender based violence and violence against women. It also describes the most common forms of violence against women and analyses gendersegregated data on this isse on the basis of statistical indicators from different Eropean contries. The modle also gives practical instrction how to protect orselves efficiently against discrimination, violence, and crelty. It aims to de-stigmatise disclosre related to the above-mentioned isses and intends to create general awareness on what the decision makers, edcators and leaders of NGOs can do. Information abot the actal sitation in legislation, pblic campaigns in Erope and role of NGOs is analysed in this modle. It also seeks to enhance trainees awareness abot the inflence of media (challenge a discssion in the society, change of atmosphere). The modle strives to ensre implementation of this knowledge into their everyday professional work and pblic activities. Practical exercises on organizing pblic campaigns against violence and increase their effectiveness will be offered. 18 Specific objectives of the modle: Review the sitation concerning social problems from a gender specific point of view on the basis of statistical indicators. Discss reasons of gendersegregated poverty and ageing poplation isses. Promote awareness and critical thinking concerning genderrelated social problems and search for ways of solving them. Modle 9 GENDER AND SOCIAL LIFE WITH SPECIAL EMPHASIS ON AGEING POPULATION The modle analyses gender-related isses in social life. Feminisation of poverty is highlighted in this modle as one of the most important social problems nowadays even in developed Eropean contries, statistical indicators show, that women have a higher incidence of poverty than men, and that their poverty is more severe than that of men. The other topical isse of social life in Eropean Union is ageing poplation. The modle analyses age of retirement in different Eropean contries (with help of statistical indicators), and highlights effects of ageing on the economy of EU. It also stresses gender-related isses of ageing poplation. Practical exercises on searching soltions for these major social problems are offered in the framework of this modle. 19
Modle 10 GENDER AND EDUCATION Modle 11 GENDER AND RURAL AREAS Specific objectives of the modle: Review the sitation on gender eqality in the field of edcation and science in Erope on the basis of statistical indicators. Discss gender related ineqalities and stereotypes in the field of edcation. Promote nderstanding of necessity of gender-balanced The modle will offer an overview on the sitation of the gender eqality in edcation and science in varios contries and will highlight some isses of Eropean and national legislation in context of gender eqality in edcation. It will present and analyse statistical indicators related to edcational isses and present ways of changing the attitde of the trainees on gender stereotyping in edcation. Aiming to promote genderbalanced position of edcators at all levels and provision of non gender biased edcation and careers gidance, this modle will offer practical exercises, inclding the se of web-based resorces and brainstorming on ways to change the attitde to gender eqality in edcation and discssion on the specific measres to be taken. Specific objectives of the modle: Review gender eqality problems in rral areas throgh analysis, evalation and comparison of indicators from different contries. Modle 12 GENDER AND ECONOMIC DEVELOPMENT The modle will analyse the information provided by the Global Entreprenership Monitor (GEM), that there is no contry where women are more active than men in entreprenership. It will be spported also by an analysis of statistical indicators. Women s entreprenerial activities will be shown as one potential sorce for economic development in many contries, de to new services and growth in standard of living and restrctring of the pblic sector services. All of these open p new arenas for new bsiness activities. The modle will show the effects of female entrepreners in varios contries. In order to get more women into entreprenerial activities mch more targeted initiatives are needed. This is why best practice examples from other contries, inclding governmental policies, private and pblic initiatives on promoting and spporting female entreprenership, will be presented for discssion within this modle. 22 Specific objectives of the modle: Review importance of lifelong learning on gender mainstreaming. Modle 13 LIFELONG INITIATIVES AND PROJECTS ON IMPLEMENTING GENDER EQUALITY IN EUROPE The modle emphasises importance of lifelong learning in the field of gender mainstreaming, highlighting possibilities to analyse and gain experience from lifelong learning initiatives at commnity, national and Eropean level. The modle introdces some Eropean projects, sch as Political Edcation and Learning for Gender Mainstreaming Implementation, GEcel: Civic Edcation and Learning for Gender Mainstreaming, MENPART, DELOA, OASIS network (http://www.oasis-eropa.org) and the Eropean network of the adlt edcation organizations working on women s employment isses (http://www.womenemployment.lt/), etc. It emphasises the importance of tilising these and other existing projects, good practices and networks for improving sitation on gender eqality in all spheres of life at commnity, national and Eropean levels. 23
