The Framework contains an initial set of 15 award-types for which descriptors have been pblished. The award-types are listed in the oter rings of the diagram. The diagram also illstrates the varios awarding bodies whose awards are inclded in the Framework. These are shown as colored bands extending across the levels of the Framework as appropriate. The National Qalifications Athority (NQAI) is responsible for developing the National Framework of Qalifications, pictred above. What is a framework of qalifications? The framework is a strctre of levels, designed to bring an increased clarity to the meaning of each type of qalification, allowing qalifications to be compared easily. It can be defined as: the single, nationally and internationally accepted entity, throgh which all learning achievements may be measred and related to each other in a coherent way and which defines the relationship between all edcation and training awards. The Framework comprises ten levels. For each level, standards of knowledge, skill and competence have been set ot in generic ranges. The standards associated with each level define the otcomes to be achieved by HETAC/QQI - Higher Edcation and Training Awards Concil DIT - Dblin Institte of Technology Universities learners seeking to gain awards. The ten levels will accommodate awards gained in schools, the workplace, the commnity, training centres, colleges and niversities, from the most basic to the most advanced levels of learning. All learning can ths be recognised, inclding that achieved throgh experience in the workplace or other non-formal settings. The intention is not jst to provide a frame of reference for existing awards: FETAC/QQI, HETAC/QQI and the Dblin Institte of Technology will develop systems of new awards for the National Framework. These new awards will be made on the basis of 'Learning otcomes' defined in terms of standards of knowledge, skill and competence. This introdces a new approach to the meaning of an award, that an award will recognise learning otcomes - what a person with an award, can do and nderstands - rather than time spent on a programme.
