Page 1 of 5 ANNEX B TO THE CONTRACT FOR PROVISION OF SERVICES NO. (Cost Center P0254-02) TERMS OF REFERENCE COMMUNICATIONS CONSULTANCY SERVICES: SUPPORT TO DEMOCRACY AND ELECTORAL PROCESSES 1. Background Support To Electoral Processes and Democracy - STEP Democracy - supports inclusive, peaceful and credible electoral processes, and enhances the capacity of stakeholders to strengthen the democratic transition in Myanmar. It is an integrated programme closely coordinated with all key national stakeholders with the Union Election Commission (UEC), with political parties, with civil society organisations involved in domestic election observation, voter and civic education, and advocacy for reform, and with media organisations. In the STEP Democracy programme, the European Union provides support via eight organisations; four international organisations, International Institute for Democracy and Electoral Assistance (IDEA), the Danish Institute for Parties and Democracy (DIPD), Democracy Reporting International (DRI), and the Friedrich Naumann Foundation (FNF); and four local organisations, Hornbill Organization, Naushawng Education Network, Myanmar Egress, and the Scholar Institute, which are implementing voter education programmes with FNF. International IDEA invites proposals including work plans, budgets and samples of work from qualified (individual) consultants incorporating the scope of work and deliverables outlined below. 2. Objective of the Assignment a. The consultant will provide specialist communications and social marketing advice and expertise to International IDEA in communicating on the activities of the STEP Democracy project to the following target audiences: Voters in Myanmar (a broad group that will be segmented in the course of this project) Local Myanmar media Union Election Commission Political Parties Civil Society Organisations
Page 2 of 5 Assembly of the Union (Pyidaungsu Hluttaw) The broader international democracy community (who may be interested in comparative data) Regional and international media The European citizens, as appropriate. The consultancy will be based in Yangon, Myanmar. 3. Scope of Work As part of the implementation of her/his responsibilities, the consultant will: a. Work under direction from International IDEA to produce a quarterly newsletter promoting STEP Democracy (3 newsletters); b. Record human interest stories in appropriate medium such as articles, photos, videos, for publication in the quarterly newsletter, the STEP Democracy website and Facebook page, and other social media. Travel will be supported to undertake interviews and produce 2 videos to be disseminated in different platforms; c. Provide advice on social marketing, branding and language in materials produced by STEP Democracy including procurement of branded items; d. Undertake behavioural change analysis of the impact of the STEP Democracy project; e. Develop a full conflict and sensitivity analysis as well as a media strategy mapping reputational risks, including standard crisis communication responses; f. Develop and maintain a website for the STEP Democracy project including producing content and appropriate images/photography; g. Produce posts for Facebook, articles for websites and press releases as relevant; h. Support for the organization of multi-stakeholder events; i. Travel when necessary for performing her/his responsibilities; j. Integrate a gender and diversity perspective in all activities. 4. Required Experience a. Fee Total package of 13,000 Euros, including reimbursable items such as air tickets, local transportation and daily subsistence allowance. The Consultant will be provided with a workspace and internet connection. 7. Payment Schedule The Consultant will receive payment upon deliverables and receipt of products as outlined in proposal that the Consultant provides. The price of this contract of provision of services, and payments made, are calculated under the resources or inputs actually provided to International IDEA. Any excess in the number of days shall be approved by the Senior Programme Manager and is subject to budgetary and procurement regulations. 8. Progress updates The consultant will provide progress updates on milestones and deliverables throughout the life of the contract. Including: a. An assessment of progress on the delivery of tasks assigned at sections 3 and 5 and by agreement with the Senior Programme Manager. b. Submission of receipts and any other documentary evidence of reimbursable expenses incurred as part of the provision of services. 9. Restrictions During the period a consultant is engaged with International IDEA, the individual consultant is expected to adhere to the Institute's standard of independence and impartiality and is expected to exercise discretion in all matters relating to the performance of their functions. While engaged by the Institute, the consultant may not engage in any activity that is incompatible with the discharge of their duties. Unless specifically authorized by the Secretary-General, consultants may not communicate at any time to the media, or any institution, government or external authority, any information that has not been made public and which is known to them as a result of their engagement with the Institute. 10. Page 5 of 5 The Consultant will adhere to the copyright provisions outlined in Annex A General Conditions that shall be attached to the contract. 11. Supervision and Reporting Arrangements: Input to fulfill key responsibilities as outlined in section 3, can be sought from the Senior Programme Manager, Head of Mission Myanmar, the Director of the Asia and the Pacific Region, and other relevant staff as designated by either of them. Delivery will strictly follow implementation deadlines, and report in progress will be provided to the Head of Mission. All final products will be reviewed by the Head of Mission. The Contract will be managed on behalf of International IDEA by the Head of Mission, and managed according to the provisions outlined in the project.
