Annex -1- Terms of Reference (TOR) Project Name: Lebanon s First Biennial Update Report Reference Number: 00086912 Subject: Consultant in climate change and education Short-term consultancy for the preparation of a teacher s guide to climate change 1. Background This project aims to enable Lebanon to prepare, produce and disseminate its First Biennial Update Report (BUR) to the UN Framework Convention on Climate Change (UNFCCC), in order to fulfill Lebanon s commitments under the Convention. This climate change project will update and strengthen information provided regarding national circumstances, greenhouse gas inventory for the year 2010 and planned and implemented climate change mitigation actions (actions to reduce greenhouse gas emissions). Since the outcomes of the project are based on highly scientific and technical information, there is a strong need in translating this information into a simple language targeted to the common public in general, and to students in specific. Climate change is currently a topic that is only discussed at high technical and academic levels, therefore, in order to make climate change a public concern and create a well-informed young generation, sensitization should be done at an earlier age from the early days of schooling. Through this consultancy, the project will mainstream climate change information, concepts and findings in the curricula of Lebanese students, and will prepare effective, high quality educational materials and resources related to the science of climate change and its impacts; in addition to creating educational links between various subjects and ages by integrating climate change concepts in the educational system. 2. Scope of Work, Responsibilities and Description of the Proposed Analytical Work Scope of Work The purpose of this consultancy is to design and develop a climate change teacher s guide for teachers responsible of students of all ages, from primary to secondary grades. It is suggested that the guide should be divided into three parts/educational levels: primary school, middle school and secondary school. In these terms of reference (ToRs), the parts of the guide refer to the three educational levels. The climate change teachers guide will be developed in English, and translated to Arabic and French in 1

consultation with climate change and education experts. The UNDP/ Climate Change team will ensure procurement of translators and supervise the process. The consultant shall review the translated versions of the guide. The Consultant shall be responsible for carrying out all the necessary tasks and investigations - including interviews and focus group meetings (with representatives from a small number of schools to be finalized with the consultant once recruited) to prepare the teacher s guide. All climate change related information will be provided by the UNDP/Climate Change team at the Ministry of Environment. The Consultant will be responsible for presenting the scientific/technical information in an educational way to teachers and consequently to students and will supplement the information with a bank of activities like hands-on exercises, illustrative and educational tools to facilitate the assimilation and use of these information. More specifically, the tasks involved will cover the following items: Task 1. Draft lessons and skills enhancement objectives for each part based on already existing national and international publications 1.1. Research already existing climate change teacher s guides 1.2. In close consultation with the project management team, identify climate change concepts and information to be integrated in each educational cycle in its respective part of the guide 1.4. In close consultation with the project management team, identify appropriate educational subjects where teachers could possibly tackle each concept/lesson included in the guide 1.5. Develop a detailed outline of each part of the guide with skill-enhancement objectives of each chapter/lesson/concept 1.6. Draft all three parts of the teacher s guide using a combination of text and illustrations/graphics. Task 2. Develop a bank of activities for each part of the guide, including hands on exercises/ activities (quizzes, case studies, games, educational tools etc.) to be mainstreamed in the various taught subjects 2.1 Research already existing climate change exercises/ activities and adapt them to the Lebanese context using national figures and numbers for each part 2.2 Develop new exercises/activities related to climate change for each part of the guide and applied to the various taught subjects using Lebanese figures and numbers 2.3 Identify appropriate educational subjects where teachers could possibly tackle each activity in the bank of activities. Each part must have at least 10 exercises/activities. 2.4 Draft solutions/ answer keys for each exercise/activity 2

2.5 Include all exercises in the guide and provide appropriate illustrations and graphics. Task 3. Review the entire translation of the guides into French and Arabic to ensure that they are technically acceptable.
