For this reason we are re-releasing to the full distribution list.*** PROGRAMME AND PROJECT HIGHLIGHTS GSU News: LECB Greenhouse Gas Inventory Spotlight During the month of April the LECB Programme Global Support Unit (GSU) highlighted the topic of Greenhouse Gas Inventory Systems, including the key factors contributing to a robust system and the available resources to contribute to the design, strengthening and institutionalization of one s national GHG Inventory System. Over the course of the month the LECB GSU hosted a webinar and released two GHG Inventory System related resources: An Information Brief and corresponding resource Toolkit. The webinar, co-hosted with colleagues from the World Resource Institute (WRI) introduced participants to good practices identified by WRI during their 4-year Measurement and Performance Tracking (MAPT) project, followed by an in-depth presentation of the South African experience with developing their national greenhouse gas inventory System. October 2014 LECB Global Annual Meeting Brussels, Belgium As part of the GHG spotlight the LECB GSU released an
2 Information Brief: Strengthening National Greenhouse Gas (GHG) Inventory Systems, a resource detailing the background and approaches for developing a National GHG Inventory System, including outputs and activities being carried out under the LECB Programme. The comprehensive brief includes lesson learned and key resources and is intended to be used with the LECB GHG Inventory Toolkit, a compilation of useful resources to be used when developing a National GHG Inventory System. The Toolkit includes links to publications, databases and templates to help countries in the process of elaborating their individual GHG Inventory system. Over the course of the coming months the LECB GSU will shift our focus to the topic of Measuring, Reporting and Verification (MRV). Stay tuned for upcoming announcements on webinars and briefs. National Project Spotlight: Project board and inception meeting held in Thailand along with first meeting of the Thai Waste GHG Inventory Working Group April 4 th the LECB Project team held the LECB Inception and Project Board Meeting. In Thailand the LECB Project is being implemented in tandem with TNC-BUR, overseen by a 20-member project board from 15 agencies and chaired by the Secretary General of ONEP with two technical advisors. The inception meeting served as the knowledge and policy platform for institutional cooperation. An overview and key concepts of LECB was presented at the inception meeting along with the project objectives and scope of work. More than 170 people from government agencies, NGO, developing partners on LEDS, NAMA, MRV, private sector and academia participated in this event. Project outreach materials such as brochures in Thai and English were distributed at the meeting. The detailed workplan and the progress made since project start up were presented to the project board for inputs and endorsement. Despite the delay of the official project launch, LECB work has been underway in Thailand in various forms for some time. For example, the first kick-off meeting for the Thailand Waste GHG Inventory Working Group
3 was organized in March. This working group was appointed under institutional framework of Thailand National Climate Change Committee (NCCC) in early The objectives of the meeting were to strengthen institutional coordination and improve technical capacities among line agencies on National GHG Inventory s data system in waste sector. The workplan, methodology as well as the experience from the preparation of waste GHG inventory for the Second National Communication (SNC) were discussed. The working group met again on 22 April to discuss the data collection and reporting system. Partner Spotlight: Regional Workshop on Nationally Appropriate Mitigation Actions in Asia and the Pacific: Scaling-up climate change mitigation efforts and prospects for NAMAs in the waste sector, (Bangkok, Thailand) As countries increasingly look at ways of tackling climate change mitigation while pursuing socioeconomic development, NAMAs are emerging as important tools to support low-carbon development or green growth strategies. Moreover, with the collapse of global carbon markets, NAMAs appear as one of the most promising vehicles to channel climate financing to developing countries. The disposal of waste in landfills and open dumps is one of the most important anthropogenic sources of methane, and a significant contributor to global climate change. These emissions can be reduced, and even avoided altogether, with the adoption of improved waste management practices and measures, particularly those that aim at waste reduction and resource recovery. In this context, NAMAs could be seen as win-win strategies, as they offer the opportunity to articulate sustainable approaches to solid waste management, while at the same time contributing to the reduction of greenhouse gas emissions. Set in this context, a workshop was organized by the UN Economic and Social Commission for Asia and the Pacific with the aim of achieving the following objectives: Review the current status of development of
4 NAMAs in the Asia-Pacific region, in particular in relation to the waste sector, and understand future prospects; Identify trends, challenges and relevant issues related to the development of NAMAs in the region, and in particular in the waste sector; Share experiences and discuss about policy, institutional, financial and technical issues associated with the development of these programmes. Partner spotlight: UNDP and World Bank Joint Webinar Engaging the Private Sector in Fast Start NAMAs On April 9 th UNDP MDG Carbon colleagues, in concert with the World Bank Group Climate Change Team, hosted a webinar through the World Bank e-institute on the topic of Engaging the Private Sector in Fast Start NAMAs. The webinar provide a brief overview on the topic of NAMAs and introduced a proposed structure for the design of NAMAs involving the creation of investment opportunities for the private sector and delivery of a range of benefits for the host country. The overview was accompanied by an example of how such a NAMA investment design could work in practice. Topics discussed included matters such as national approvals, sources of funding, the definition of MRV standards and considerations that will be essential to retain private sector interest. Following the presentation, participants were invited to engage in a critical analysis of the concept with a view to strengthening its design. 5 Resource: GIZ MRV System Stocktaking Tool The International Partnership on Mitigation and MRV released its new MRV System Stocktaking Tool which aids developing countries in carrying out a stock taking to help them assess the current ability of their national systems related to Low Emission Development Strategies (LEDS), Nationally Appropriate Mitigation Actions (NAMAs) as well as monitoring, reporting and verification (MRV) to create transparency and an information basis for planning and implementing mitigation actions, and to comply with the UNFCCC requirements, e.g. to generate a Biennial Update Report (BUR). The tool can also be applied to broader functions of a national MRV system, e.g. related to reporting at the national level. The output of this gap analysis tool is a prioritized list of gaps. This information can be used as basis for the development of a strategy for the further development LEDS, NAMAs and the national MRV system. Furthermore it can serve as input for the reporting on support required (in the form of financial, technology transfer or capacity building support) in the BUR. The tool will be used by LECB partner countries the Philippines, Ghana and Chile in the Information Matters Project. For more information and to download the tool visit the Partnership website here.
6 Resource: Newly updates FAOSTAT Emissions Database New FAO estimates of greenhouse gas data show that emissions from agriculture, forestry and fisheries have nearly doubled over the past fifty years and could increase an additional 30 percent by 2050, without greater efforts to reduce them. The newly updated FAOSTAT Emissions database for Agriculture, Forestry and Other Land Use (AFOLU) is available online! It contains updated estimates for Agriculture ( , plus projections to 2030 and 2050) and Land Use ( ). This is the first time that FAO has released its own global estimates of greenhouse gas (GHG) emissions from agriculture, forestry and other land use (AFOLU), contributing to the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC).
