PMR DASHBOARD - PMR PROCESS STATUS AND ISSUES as of April, 0 Implementing Brazil Chile China 09/9/04 (Electronic) 03/3/3 (PA5) 03/3/3 (PA5) The World Bank and the Brazilian Ministry of Finance have formally agreed that the PMR Grant would be executed by the World Bank. Brazil has initiated its MRP activities and reported on the progress at PA3 (through its first Status Report (ISR)). The preparation of the terms of reference (TOR) for component (sector studies and elaboration of options for the design of carbon pricing instruments) has been finalized. The procurement process has been initiatied and it is expected to be completed by the end of July 0. The procurement process for component 3 is also ongoing and is expected to be completed by the end of April 0. Concerning component, the preparation of the TOR will be initiated after the procurement process for components and 3 is finalized. A launch event was held in September 05. Since then, the Project team has finalized work plans for all three components that were approved in January 0. ToR preparation is underway, with the public tender processes expected to begin at the end of April 0. An Experts Advisory Committee has been established to support the project. A Roadshow event to raise awareness for studies and consultancy work was held in January 0. The CPMR project took on additional importance during 05 as the ETS became an integral part of China's international commitments. In September 05, it was announced that China s Emission Trading System (ETS) would begin operation in 07 covering key industry sectors such as iron and steel, power generation, chemicals, building materials, paper-making, and nonferrous metals. The China PMR Project supported the identification of such sectoral scope. During the first nine months of implementation, the China PMR Project has begun work on all other major building blocks, including allocation methodologies, the legal framework, data collection and MRV, registry development, and assessment of country-specific issues related to SOEs, the power sector, and provincial-level enterprises. Consultants have been mobilized and contracts have been signed and the work begun. China's seeking additional just-in time support by mid 0 for the imminent launch of the national ETS in 07.

Implementing Colombia Costa Rica India Indonesia Jordan Mexico 05//4 (PA9) 03/3/3 (PA5) PA4* 0//3 (PA7) PA4* 03/3/3 (PA5) Final decisions on institutional arrangements and fiduciary responsibilities to channel funding have been made, with confirmation of the designated implementing agency (Agencia Presidencial de Cooperación Internacional de Colombia, APC-Colombia). The World Bank is in the process of finalizing project appraisal package for Country Director's approval, while the three Colombian counterpart agencies are preparing subsidiary project documentation. Grant Agreement is expected to be signed by June 0. arrangements have been revisited. The Government of Costa Rica and the World Bank as Delivery have agreed on Bank-executed implementation of PMR funding. The Ministry of Environment (MINAE) has appointed new technical focal points for PMR project implementation. Ongoing project inception phase: procurement plan has been updated, project management unit is being set up, and first activities have strated to be rolled out. Despite Inida's active reengagement on the development of the MRP following COP, India is not in a position to present the draft MRP as planned at PA4 and will seek a further extension. India now plans to present the draft MRP at PA5 in October. A local consultant has been engaged to assist the MoEF&CC in revising the current draft of the MRP. India has indicated the focus will be on MRV readiness activites. India will provide the PA with more information on their plans at PA4 in advance of submitting the draft at PA5. The Coordinating Ministry for Economic Affairs was selected as the coordinator/focal point for the ship for Market Readiness in Indonesia in May 05. Progress on grant implementation arrangements is pending a full program review and agreement with the CMEA. The CMEA is now obtainig the confirmatino from other line ministries on whether or not the MRP needs to be revised. MENKO and the World Bank team/pmr Secretariat are discussing a possibility of the two phase approach to accelerate the PMR Project implementation: Phase for the anaytical component to be implemented by the World Bank grant. Phase for the MRV system development and framework development for the MBI to be done by the recipient grant. Based on the feedback received during PA3, Jordan has finalized its draft MRP and submitted the final MRP to the PA 4 for seeking funding approval and endorsement of the proposal. Discussions on implementation arrangements between Jordan and the World Bank are ongoing and expected to be finalized in the decision meeting scheduled in April/May 0. Final decisions on institutional arrangements and fiduciary responsibilities to channel funding pending confirmation from the Government of Mexico. Procurement plan is ready and first terms of reference for setting up the project management unit are completed. Technical committees for the supervision of each NAMA have been set up and have reviewed the terms of reference for the planned activities under the MRP. Upon confirmation of institutional arrangements, World Bank team expects to promptly finalize project appraisal and implementation grant signature still in FY.

Implementing Morocco Peru South Africa Thailand Tunisia Turkey 05//4 (PA9) PA4* 03//05 (PA) 03/03/4 (PA8) PA* 05/8/3 (PA) The Grant agreement between the World Bank and the Government of Morocco was signed in July 05 and became fully effective once the Project Management Unit was in place. The implementation of the other components of the Grant Agreement are expected to start in June 0. Peru's final MRP has been submitted to the PA for endorsement and allocation of PMR implementation phase funding at PA4. Peruvian counterpart agencies - Ministry of Finance and Ministry of Environment - will request to have UNDP as an 'additional Delivery ' for the PMR implementation phase (to be confirmed at PA4 by the PMR PA). Ongoing discussions between the World Bank and UNDP on transfer agreement for the specific purposes of PMR Peru (implementation phase). South Africa presented its final MRP in March 05 and was allocated a US$5 million grant to support the design and implementation of a carbon tax. The World Bank project appraisal process in collaboration with the South African government is almost finalized and is expected to be completed in May 0. The grant is expected to become effective in June/July 0. The grant agreement between the World Bank and the Government of Thailand was signed and became effective in February 0. The project officially started in April 0. The Thailand Greenhouse Gas Management Organization (TGO) will be starting shortly the procurement process for the consultant teams based on the TORs agreed with the World Bank/PMR Secretariat. The Tunisian Government will request to have UNDP as an 'additional Delivery ' for the PMR preparation phase (to be confirmed at PA4 by the PMR PA). The preparation of Tunisia s Market Readiness Proposal (MRP) is expected to start in June 0. Tunisia will request an extension of the preparation phase and intends to present its draft MRP at PA. The MRV Pilot activities (i.e. electricity, cement, and refinery) are near completion, with ISO training to be delivered by verifiers in April 0, and last verifications activities in the electricity sector taking place May 0. The activity Roadmap for the consideration of establishment and operation of a greenhouse gas emissions trading system in Turkey started in November 05 with a number of stakeholder consultation and workshops held since then. Procurement process for the activity "Recommendations for selection of MBIs and modeling for sectors covered and uncovered by the MRV regulation" was finalized in April 0 and the project is expected to start in May 0. Procurement work for the last activity "GHG Market Modeling Outcomes for selected sectors covered and uncovered by the MRV regulation" is expected to start in May 0.

Implementing Ukraine Vietnam Kazakhstan *Expected date 09/9/04 (Electronic) 03//04 (PA0) 03/04/04 (PA8) The project appraisal was finalized in April 0. The project will be executed by the World Bank, although such approach may be re-considered at a later stage if requested by the Ukrainian Government. A donor coordination meeting will be convened by the Ministry of Ecology and Natural Resources in May 0 in order to finalize the "ETS Roadmap" which lays down and aligns ETS implementation milestones in Ukraine with supporting activities under the PMR, GIZ, and other technical assistance programs. Prime minister's approval for the Project Detailed Outline and MONRE Minister's approval for the Project Design Document on the PMR Project were obtained in October 05 and March 0, respectively. Currently, MONRE and the World Bank are finalizing project appraisal. The target date of the execution of the grant agreement is Q 0. The last activity under the first tranche of the project Development of Policy Options for Mid- and Long-term Emissions Pathways and Role of Carbon Pricing will be completed in May/June 0, with final results presented during the Astana Economic Forum (tentative). A workshop was held in January 0 to discuss interim results with the Ministry of Energy and other local stakeholder. Since the approval of Kazakhstan s nd tranche proposal in October 05, work has focused on refining the three new activities in order to best support the Kazakh Government during the possible suspension of the Kazakh ETS until 08. Activities on i) the development of e-reporting, and ii) stakeholder consultation on benchmarking and allocation are at the procurement stage and will start in May 0.
