PROGRAMME INFORMATION Introduction The RMIT University s Bachelor of Applied Science (Construction Management) (Honours) programme offers you a solid foundation for construction management, project management and quantity surveying. This programme prepares you for organising and managing vast numbers of people and resources across the building process to ensure safe delivery of quality buildings to clients. You may be involved in constructing high-rise office buildings and apartments, factories, hotels, houses, complex hospitals or tourist facilities, or may be refurbishing and renovating buildings. Selection The selection process is undertaken by RMIT University. Only students who can demonstrate through their application that they are likely to perform at a high level and succeed in the programme will be accepted. The intention of the selection process is to continually maintain the quality of the intake as the first priority. Programme Structure The Bachelor of Applied Science (Construction Management) (Honours) programme comprises of 12 modules. For modules taught by RMIT teaching faculty, classes are conducted on an intensive mode: lectures are scheduled over 1 to 2 weeks, 4 to 5 times a week. Modules delivered by local academics are run on a regular mode, with classes scheduled over 7 to 8 weeks, 1 to 2 times a week. Lectures are of 3 hours duration per session with 10-15 minutes break, and are scheduled on week nights (7-10pm) or Saturday (3.30-6.30pm). All lectures are fully taught at SIM and students are not required to travel to Australia. Code Module Programme Structure January Intake July Intake Programme Progression Students are usually allowed to repeat a module once only. For modules with pre-requisites, students are required to pass the pre-requisites before undertaking the modules. You may refer to the pre-requisite listing per the module outlines in Page 7. Eligibility for Graduation Students will be considered eligible for the award of Bachelor of Applied Science (Construction Management) (Honours) degree when they have satisfactorily completed all academic requirements of the programme as detailed in Programme Structure. Academic Achievement Awards The Bachelor of Applied Science (Construction Management) (Honours) degree will be awarded by RMIT University and is identical to that awarded to full-time Australian on-campus students. In addition, there are merit awards which recognise the special achievement of students who lead the overall performance of their intake cohort. Graduation Ceremony A degree conferral ceremony is held in August or September each year in Singapore. Degrees are conferred by the Chancellor of RMIT University or his or her representative. Programme Accreditation The Bachelor of Applied Science (Construction Management) (Honours) degree awarded by RMIT University in SIM campus is an accredited Australian degree, and is accredited by both the Royal Institution of Chartered Surveyors and the Singapore Institute of Surveyors and Valuers (QS Division). The degree is recognised for membership purposes by the Australian Institute of Building and the Australian Institute of Quantity Surveyors. Learning Approach RMIT University provides students with an online learning and information portal, myrmit, accessible at www.rmit.edu.au/myrmitstudies for students with a central point of access to online learning resources. myrmit is an important and valuable communication tool for all students and staff. Students can log into myrmit to: access their student email account access student information guide access RMIT University student forms access online module materials via Blackboard view online resources and learning activities created by lecturers view results (via the Enrolment Online link) collaborate with RMIT University lecturers and fellow students Students are encouraged to access myrmit regularly to connect with the University. Assessment/Examination Assessment components vary from module to module. Students are normally assessed by continuous assessments in the form of mid-term class tests, individual and group assignments/projects, case studies, discussion and class presentations. Most modules have a final examination at the end of semester. The examinations are held from late April to mid-may for the semester commencing in January, and in late October to mid-november for the semester commencing in July. The examinations are scheduled on weekdays and Saturdays, in the morning and afternoon. Attendance It has been proven that good attendance contributes significantly to the successful completion of modules and enhances the quality of the learning experience. SIM expects local students to attend all scheduled lessons. Under the SIM Attendance Policy, part-time students are encouraged to achieve an attendance of 75%. Venue Classes will be conducted at SIM Headquarters, 461 Clementi Road, Singapore (unless stated otherwise). Rules and Regulations Students in the programme are subject to RMIT and SIM GE rules and regulations governing academic progress and student discipline. Standards High standards are expected. Standards relate to the values underpinning each programme, as well as to the student s academic performance. Each programme is intensive and demanding in its requirements. Students are expected to put in considerable time and effort to meet quality standards for all assessment tasks. Control of assessment rests with the academic staff of RMIT University. This may be exercised in a variety of ways but the standards expected and maintained are those which apply to students in Australia. Regular feedback is sought from students and staff to help maintain standards and student satisfaction. Staffing RMIT University works with local Singapore staff with demonstrated academic and professional competence. Local staff are supported by RMIT academic staff who regularly visit Singapore for consulting, to monitor programmes, moderate assessment and conduct seminars or other teaching activities. This combination of staff ensures that core content is relevant to students in their own setting. Regular performance appraisal of all staff participating in the programme ensures the quality of staff contribution. Mode of Delivery The programme is taught by RMIT University faculty members as well as local academics and practitioners in the industry approved by the University. It integrates both theoretical and practical educational approaches. You will:- Attend lectures and tutorials Undertake assignments/class tests Attend face-to-face consultative sessions with project supervisors for the final year project Undertake written examinations at the end of the semester Besides lectures and tutorials, methods such as case study discussions, projects and syndicate work are also employed. Opportunities for Further Study / Graduate Outcome Upon completion of the programme, graduates may undertake various roles including: Construction Project Manager Quantity Surveyor Contract Administrator Estimator Facilities, Property and Asset Manager Planner and Scheduler These roles may require graduates to work with construction contractors and sub contractors; with professional consultants; with developers; or in the public service with local authorities and government departments. International opportunities for employment can be explored. The Bachelor of Applied Science (Construction Management) (Honours) is a fully accredited Australian undergraduate degree and graduates may further their studies in the Masters programme. MODULES OUTLINES BUIL1235 Managing for Sustainability In this module you will be exposed to different views on the sustainability debate in relation to the environment; industry; economic issues and triple bottom line; sustainable management. OMGT2234 Valuations and Property Principles This module provides an introduction to property and the valuation of property. The module will cover the characteristics of property, the different property markets and the principles of property valuation. BUIL1144 Cost Planning and Tendering At the conclusion of this module, students will understand the role of Cost Planning in overall building procurement, the impact of design on cost, and be able to prepare cost plans for low-rise building projects. BUIL1253 Construction Contract Law The module will cover key aspects of construction contract law including standard construction contracts; contentious clauses and the transfer of risk within contracts; various forms of contract and procurement routes; variations to contracts, claims, dispute resolution and related issues. BUIL1314 Management and Leadership in Construction This module will cover key aspects of management and leadership in a construction environment. The objectives of this module are to develop understanding of general management theories and their application in the construction industry. Topics covered in include: An introduction to management theories, Organizational Structure and the contemporary workplace, Contemporary issues: ethical behaviour and social responsibility; organisational environment and diversity, Leading and managing change, Procurement and project teams, Communication and interpersonal skills. BUIL1257 Construction Planning and Design 2 This module applies construction theory in professional practice scenarios. The module develops an understanding of how construction techniques, measurement and estimating, and process planning are applied with a focus on Occupational Health & Safety, environmental management and compliance. BUIL1309 Research Methods for the Built Environment This module covers research methods and theoretical concepts that are widely used in Construction, Property & Valuation and Project Management research. In developing your research capability you will also develop skills in discussing and debating concepts relevant to these areas. This module will provide a foundation for future learning in Research Practice 1 and Research Practice 2 and will equip you to undertake research related to the Built Environment. BUIL1265 Construction Specialisation The module will guide you through the most current research and/or practice of a chosen area so that you will be able to critically engage in current issues within the industry. Topics offered vary between years, but may typically include topics such as: Advanced Quantity Surveying Practice; Advanced Construction Management; Sustainability in the Built Environment. BUIL1267 Industrial Environment Students will analyse and discuss current economic, environmental, political and social issues within the construction context. The module will develop an appreciation of interest groups, institutions, professions, political parties, unions, business and industries and how these work, and are understood within the construction industry. BUIL1311 Research Practice 1 (Pre-requisite module: BUIL1309 Research Methods for the Built Environment) This module builds on the learning from BUIL1309 Research Methods for the Built Environment. Understanding of the research methodology will be further developed, and knowledge of your research topic will be expanded. Working under the guidance of your lecturer, and/or an academic supervisor from within the School, you will fully develop your research topic and proposal drawing upon published literature. BUIL1263 Construction Planning and Design 3 (Pre-requisite module: BUIL1257 Construction Planning and Design 2) This module is a culmination and integration of the key skills and knowledge developed throughout the Construction Management programme. You will develop a detailed documentation such as a tender submission for a large urban project. This process will require you to determine a systemic understanding of the construction industry across many areas. BUIL1315 Research Practice 2 (Pre-requisite module: BUIL 1311 Research Practice 1) This module builds on the learning from BUIL1311 Research Practice 1. Under the guidance of your lecturer and/or an academic supervisor from within the School, you will apply your research knowledge and skills to further progress and complete your systematic research inquiry. In doing so, you will undertake and complete a thesis which will include research questions, literature review, methodology, findings and conclusions section. This module will further develop your understanding of your chosen research area and the industry and scholarly context and develop the skills and knowledge required to conduct independent and collaborative research to support your further study and professional practice. 7

RESEARCH, INDUSTRY AND AWARDS NIGHT Some industry partners who graced the event include representatives from Building and Construction Authority, Samwoh Corporation Pte Ltd and Singapore Institute of Surveyors and Valuers. The event showcases research projects of all graduating students from the Bachelor of Applied Science (Construction Management) (Honours) programme. Students are challenged to think out of the box on issues, risks, technologies and opportunities pertaining to the industry in the real world context for their research projects. Professor Ron Wakefield, Head of RMIT School of Property, Construction and Project Management, graced the event. 8

The event presents opportunities for students, lecturers and industry partners to network and discuss their projects and career development prospects after graduation. 9

PROGRAMME DETAILS Programme Duration The programme is offered part-time over 2.5 years. There are two intakes a year with semesters commencing at the beginning of January and July each year. There will not be any recourse or refund should the student fail to complete the programme within the maximum allowed period. Admission Criteria Applicants with Diploma in Building or related disciplines from a recognised institution and good command of English, including the ability to communicate ideas in writing and verbal discussion are eligible to apply. All other relevant qualifications will be considered on a case-by-case basis. English Language Requirement Applicants who have not achieved a minimum of C or better in General Paper at GCE AO /H1 level, or equivalent, must provide evidence of at least one of the following: IELTS 6.5 (no band less than 6.0) TOEFL Paper-Based = 580 (TWE 4.5) TOEFL internet-based (ibt) = Overall score of 92, with minimum of 20 in all sections Pearson Test of English (Academic) PTE(A) = 58 (no band less than 50) Cambridge English: Advanced (CAE) (up to 2014) = 58 with no less than borderline in each skill Cambridge English: Advanced (CAE) (2015 onwards) = 176 with no less than 169 in any component RMIT English Worldwide (REW) Advanced Plus, or equivalent Successful completion of a recognised approved Diploma qualification or higher, where the language of instruction is English. Minimum Intake Size The minimum number of students for a class to commence is 50. In the event that the above minimum number is not met, the intake may not commence. APPLICATION & ADMISSION How to Apply Apply online at www.simge.edu.sg/ge/apply by the closing date indicated. Supporting Documents 1. By the application closing date, you must have attained the minimum qualification required for the programme. 2. Upload the scanned copies of the required supporting documents into your e-application within 7 days of submitting your e-application, or by the closing date, whichever is earlier. Please do not upload photographed copies of your documents. 3. Bring along the ORIGINAL documents for verification at SIM s Student Recruitment Centre, Block A, Level 2, within 7 days of submitting your e-application, or by closing date, whichever is earlier. Before you commence the e-application, please ensure that you have the scanned copies of the following documents on hand for uploading and entry in the e-application form: a) A photograph: i) taken within the last 3 months; ii) showing the full face and without headgear (headgear worn in accordance with religious or racial customs is acceptable but must not hide the facial features); iii) between 25mm and 35mm from chin to crown and 35mm wide by 45mm high without border; and iv) in a dimension of 400 by 514 pixels. v) Your photograph image file attachment should: 1) be in JPEG format; 2) file size should be around 60 Kbytes; and 3) preferred dimension of the photo image is 400 by 514 pixels. You may use our online image editing tool to meet the above file size and dimension specifications. b) Your identification documents, i.e. NRIC. c) All your educational certificates and transcripts (including your O and A level certificates, etc). Translated and notarised copies of the documents are required if they are not in English Language. Please save and scan the various pages of a similar document type in one file. For example, if your Diploma transcript has 3 pages, scan all 3 pages into one file for uploading. All copies of document should be reduced to A4 size. Applications with incomplete, inaccurate information and not accompanied by supporting documents will NOT be processed and considered. Application Fees and Payment An application fee is payable for each application form that is submitted. This fee (inclusive of 7% GST) is non-refundable and non-transferable. The fee will be refunded fully only if the intake does not commence. Unpaid applications will not be processed. Local applicants Application Fee S$96.30 Please ensure that you have a valid MasterCard/Visa Credit Card or enets for e-payment of application fees. Other modes of payment are not accepted for e-application. Application Outcome All applicants will be informed of their application outcome via an email notification within one month before course commencement. Verbal offers of admission will not be made nor accepted. The Admissions Committee selects students for admission into the programme based on individual merits. Possession of one or more of the qualifications listed does not guarantee automatic entry to the programme. SIM and our university partners reserve the right to withdraw an offer of admission and cancel the enrolment of any person where such an offer was made on the basis of incomplete or inaccurate information supplied by the applicant or a certifying authority. Acceptance of Offer Online To confirm the acceptance of offer, successful applicants will have to adhere to the following before the stipulated deadline: 1) Accept the offer and PEI-student contract online. 2) Submit and verify all other required documents at SIM (where applicable). Course Fee Payment For first payment of course fees only, you may make payment at the payment counters in SIM Headquarters or via E-payment. Payment Counters in SIM HQ The modes of payment available are cash, cheque, Nets, cash card, Visa/MasterCard and/or Cashier/Money/Postal order. We accept up to 4 different modes of payment combination. All payments are to be made in Singapore dollars. For cheque payment, the cheques must be crossed and made payable to Singapore Institute of Management Pte Ltd. It should not be post-dated. For Nets payment, the daily limit is S$2,000 or S$3,000, depending on the bank and your personal limit. For credit card payment, the limit is subjected to your available balance at the point of payment. We accept Visa and MasterCard only. E-payment Please login to SIMConnect website for more information. Please note that you need to accept the Student Contract online before payment can be made. Private Education Act Under the new Private Education Act, legislated in December 2009, a Council for Private Education (CPE) was set up to regulate the private education industry in Singapore. All Private Education Institutions (PEIs) are required to comply with the regulations under the Act in order to continue operations. Following are the requirements which Singapore Institute of Management Pte Ltd (SIM PL) has put in place: PEI-Student Contract CPE, in aiming to enhance the confidence of students and their parents in the quality of education in Singapore, has stipulated that all PEIs must sign a PEI-Student Contract with students. The contract sets out the terms and conditions governing the relationship between the student and PEI. SIM PL will honour all terms and conditions in the contract and in all communication materials. Students may request for a copy of the PEI-Student Contract from SIM PL or view it on the CPE website (www.cpe.gov.sg). 11

Cooling-Off Period There will be a cooling-off period of 7 working days after signing the PEI-Student Contract. Students have the right to cancel the contract within the 7 working days and be refunded the highest percentage of the fees already paid if the students submit written notice of withdrawal to SIM PL within the cooling off period (refer to Clause 2.3 of PEI-Student Contract). After the cooling-off period, SIM PL s refund policy will apply. Fee Protection Scheme SIM PL adopts a compulsory Fee Protection Scheme (FPS) to protect the paid fees of both local and international students. The FPS serves to protect the student s fees in the event that the PEI is unable to continue operations due to insolvency, and/or regulatory closure. In addition, the FPS protects the student if the PEI fails to pay penalties or return fees to the student arising from judgments made against it by the Singapore courts. SIM PL has appointed Etiqa Insurance Pte. Ltd., Lonpac Insurance Bhd and Tokio Marine Insurance Singapore Ltd as our FPS insurance providers. Under the FPS insurance scheme, students fees will be insured by the insurer pre-assigned by SIM PL. In case of events as stated above, students will be able to claim their paid fees from the respective FPS insurance provider. More details of the FPS can also be found in the FPS Instruction Manual, available at www.cpe.gov.sg. Medical Insurance SIM PL has in place a group medical insurance scheme for all its students. This medical insurance scheme will have a minimum coverage as follows: an annual coverage limit of S$20,000 per student, covers up to B2 ward in government and restructured hospitals and provides for 24 hours coverage in Singapore and overseas (if student is involved in SIM PL-related activities) throughout the course duration. For more information on medical insurance, visit www.simge.edu.sg/ge/medicalinsurance Refund Policy Withdrawal due to non-delivery of course SIM PL shall refund the entire Course Fees and Miscellaneous Fees already paid by the Student if: 1. It does not commence the Course on the Course Commencement Date; 2. It terminates the Course before the Course Commencement Date; 3. It does not complete the Course by the Course Completion Date; 4. It terminates the Course before the Course Completion Date; 5. It has not ensured that the student meets the course entry or matriculation requirement as stated in Schedule A of the PEI-Student Contract within any stipulated timeline set by CPE; or 6. The Student s Pass application (exclude renewal of student s pass) is rejected by Immigration & Checkpoints Authority of Singapore (ICA). Withdrawals due to other reasons In the event that the students withdraw due to any reasons other than those stated above, refund to students will be an amount based on the table below. Application fee for courses is non-refundable and non-transferable. 2. Requests for refunds arising from withdrawal and change of programme must be accompanied with an original fully completed hardcopy Student Request Form (downloadable from the SIM GE website) and supported with relevant documentary proof, where applicable. 3. Refunds (if any) will be processed within 7 working days upon: Where transfer/withdrawal is initiated by student a Full submission of transfer/withdrawal request via the self-service function in SIMConnect or upon receipt of the original fully completed hardcopy Student Request Form with relevant supporting documentary proof; and b. The approval of requests by SIM PL or Partner University. Requests that are received after 12.00 noon would be considered as submission on the next working day. Where withdrawal is initiated by SIM PL or due to visa permit rejection a. The date of notification from SIM PL students. Transfer/Withdrawal Policy Students are to put up their request for change of programme (transfer)/withdrawal via the appropriate forms/platforms. SIM PL will acknowledge the students requests in 3 working days and advise students on the final outcome within a reasonable time frame (not more than 4 weeks). NOTES Change of Programme (Transfer) 1. Approval for change of programme will be granted on a case-bycase basis and subject to each individual meeting the course admission requirements. 2. A transfer fee may be applicable for some programmes. 3. A fresh PEI-Student Contract shall be executed between the Student and SIM PL when the change of programme request has been approved. 4. Students are deemed to have withdrawn from the original programme when the application for change of programme is approved; the refund percentage as indicated in the refund table shall apply. Withdrawal 1. Transferring to another institution is deemed as a withdrawal from SIM PL. Confidentiality SIM PL is committed to maintaining the confidentiality of the student s personal information and undertakes not to divulge any of the student s personal information to any third party without the prior written consent of the student SUBJECT TO the obligation of SIM PL to disclose to any Singapore government authority any information relating to the student in compliance with the law and/or to the organisation conferring/awarding the qualification.
