The Hong Kong Polytechnic University Faculty of Engineering An Opportunity to Earn Two Master s Degrees in One Year A concurrent enrolment program leading to a Master of Science (MSc) degree awarded by The Hong Kong Polytechnic University; and a Master of Engineering (MEng) degree awarded by University of Cincinnati in the U.S. state of Ohio@ 1. Introduction 1.1 The Faculty of Engineering (FENG) of PolyU and The University of Cincinnati (UC) College of Engineering & Applied Science (CEAS) jointly deliver a concurrent enrolment program allowing credit transfers between FENG and CEAS and contributing to the award of a Master of Science (MSc) degree from PolyU and a Master of Engineering (MEng) degree from UC. 1.2 Under the arrangement, students joining the following PolyU programs in 2014-15 and beyond can apply to enroll concurrently for a Master of Engineering (MEng) program offered by UC. Postgraduate Scheme in Engineering (Code: 05002) Postgraduate Scheme in Computing (Code: 61030) MSc in Biomedical Engineering (Code: 47002) 2. Admissions requirements for the University of Cincinnati 2.1 To be eligible for admissions to UC, students must have a bachelor s degree in a corresponding engineering program recognized as high quality by UC, and graduate with a minimum GPA of 3.0 or QPA of 75 % or equivalent. No GRE is required. Students also have to satisfy the minimum English Language requirement as follows: (i) A Test of English as a Foreign Language (TOEFL) score of 85 for the Internet-based test; OR (ii) An overall Band Score of at least 6.5 in the International English Language Testing System (IELTS), OR (iii) A Pearson Test of English (PTE) score of 59. 1
2.2 Students who have received a baccalaureate or higher degree with English as the medium of instruction are exempt from the English proficiency requirement. 3. Structure of the PolyU-MSc and UC-MEng programs 3.1 The UC-MEng degree requires a minimum of 30 credits (including a capstone project as described under para. 3.2 below); a thesis is not mandatory. Likewise, the PolyU-MSc degree requires a minimum of 30 credits (including the requisite number of compulsory/core subjects stipulated for individual awards); a thesis is not mandatory. Both programs are designed to provide students with advanced knowledge and experience in their fields of interests along with subjects covering new developments in the respective disciplines. 3.2 A key component of the UC-MEng programs is a capstone project which carries 3 credits. It can be a written paper, project with an advisor, or a curricular practical training (internship) in the student s field of study. The project can be undertaken at UC or PolyU, business workplace, industry, or a government institution. The capstone project provides a mechanism to demonstrate a synthesis of knowledge and application of concepts to a specific problem. Academic staff members or professionals in the workplace will oversee the capstone experience. The capstone project will include a written report and a presentation. 3.3 For the award of the UC-MEng, students must have completed a minimum of 15 credits (nominally 5 courses) at UC which includes the capstone project. Up to 15 credits earned from the PolyU-MSc (with a cumulative GPA of 3.0 or above on the 5 subjects and a minimum of Grade C for each subject) can be credit-transferred toward the UC-MEng. 3.4 For the award of the PolyU-MSc, students must have completed a minimum of 5 subjects (15 credits) at PolyU which include three compulsory/core subjects specified for the MSc award concerned. Up to 15 credits earned from the UC-MEng (with a cumulative GPA of 3.0 or above on the 5 subjects and a minimum of Grade C for each subject) can be credit-transferred toward the PolyU-MSc. Besides, for students enrolling on the Postgraduate Scheme in Engineering, they must complete a minimum of 6 subjects at PolyU if they are to be considered for the award of a Distinction for their PolyU-MSc. 3.5 Typical study pattern for FENG students admitted to the program The structure of the program is such that typical FENG students will complete their first semester at FENG to earn 15 or more credits from FENG. In the second (Spring) semester, students will enroll in UC to complete 15 or more credits (including the capstone project). Students will be awarded the UC-MEng if the total recognized credits earned from FENG and CEAS are no less than 30 credits. The minimum of 15 credits of the UC-MEng must be completed as a matriculated CEAS student. These students can also be awarded the PolyU-MSc once they satisfy the degree award requirements at FENG if their subjects studied at CEAS are credit-transferred back to FENG. 3.6 Upon completion of no less than 30 credits from FENG and CEAS, and subject to satisfying the academic regulations of the programs/universities concerned, students can 2
qualify for two master s degrees; one from PolyU (MSc) and one from UC (MEng) in the following disciplines. Both degrees are recognized by the Ministry of Education in China. For example, a student can obtain the PolyU-MSc by studying 5 subjects at PolyU and credit transfer 5 subjects from UC, irrespective of whether he/she has obtained the UC-MEng. 3.8 Table 1 depicts the program structure of the PolyU-MSc and UC-MEng under this concurrent enrolment program. (Attain a cumulative GPA of 3.0 or above on the 5 subjects taken at PolyU and a minimum of Grade C for each subject) A minimum of FIVE subjects (15 credits) must be taken at UC as a matriculated CEAS student which includes the capstone project as described in para. 3.2
PolyU MSc degree (b) To be considered for the award of a Distinction for the MSc awards hosted under the Postgraduate Scheme in Engineering, students must have completed no less than 6 subjects (18 credits) at PolyU. UC-MEng degree above.) 3.9 Students should refer to the individual program document for the detailed program structure and award requirements of the respective PolyU-MSc and UC-MEng programs. 3.10 Subjects taken at PolyU-MSc which are recognized for credit transfer to the respective UC-MSc programs are shown in Annex 2. Subjects taken at UC-MEng which are recognized for credit transfer to the respective PolyU-MSc programs are shown in Annex 1. 4. Application procedures 4.1 PolyU is the administrative host of this concurrent enrolment program and FENG students interested in this program need to apply to UC through FENG. In September every year, FENG will invite applications and nominate applicants to UC based on their first degree or other equivalent qualifications. 4.2 While studying at both Universities, students will be required to comply with all the regulations and requirements of each institution and be subject to any authorized changes to those regulations such as fees adjustments, etc. 4.3 Applications to the concurrent enrolment program should be submitted via a standard form. Details would be announced in September each year. 5. Tuition Fees 5.1 Students in the concurrent enrollment program will be charged PolyU tuition and fees while they are at FENG. When students register for subjects offered by CEAS, they have to pay out-of-state tuition and fees while they are at UC. 5.2 PolyU and CEAS reserve the right to change their tuition and fees for any component of the program. Students already progressing through the program may experience a change of fees in line with changes affecting all other students at their respective universities. 5.3 PolyU students, while at UC, are responsible for tuition and fees, room and meal costs, travel, health and accident insurance, books and supplies, and incidental expenses. 4
5.4 All students while at UC must purchase UC health insurance. The cost of that coverage is added to the student s bill. 5.5 For students who apply for on-campus housing, the UC Office of Housing and Food Services requires payment of a deposit at the time a student applies for housing and a dining plan. Application for housing and dining and payment of the deposit should take place well in advance of arrival at UC. The cost of housing and dining plan depends upon options selected by each student. Payment of the deposit can be made by credit card or by check. The UC Office of Housing and Food Services will submit an invoice to each student prior to the start of the semester. Payment is due in full when classes begin. Payments for housing and dining are to be made directly to the University of Cincinnati. On-campus housing cannot be guaranteed. Early application is critical. 5.6 Tuition fee paid for subjects taken at PolyU is based on the number of credits taken. In 2014/15, the tuition fee is HK$4,000 per credit or HK$ 12,000 for a 3-credit subject for non-local students. For local students, it ranges from HK$2,700 to HK$3,300 per credit depending on the program students have enrolled. Detailed information on tuition and other fees related to studying abroad at CEAS will be provided by UC. The following is given for students reference only: Cost of studying at UC (US$) Spring semester at UC $14,673 tuition and fees ( $5,466 MEng scholarship) = $9,207* Approximately $5,000 - $6,000 room and board Some students will elect to stay and do an internship in the summer. Annex 2 Masters of Engineering Degree The curriculum in the Master of Engineering Program is structured to provide a foundation of advanced engineering topics while allowing students flexibility to meet their specific educational objectives. The Master of Engineering requires a minimum of 30 semester hours including: Program core courses taken by all Master of Engineering students. 2 courses required. Discipline required courses Track Courses from the discipline of interest. The number of courses varies by program; see discipline specific information on the following pages Elective courses depth or interdisciplinary focus depending on student educational objectives. Capstone project demonstrates applications of skills and synthesis of knowledge. 1 course required. Students will register for the Capstone while at UC. The curriculum is meant to be fairly flexible, allowing students to pursue a broad range of interests.
