FY2016 Graduate Program for Social ICT Global Creative Leaders (GCL) Course Student Recruitment 1. Abstract of the GCL program A series of new problems and possibilities are emerging as information and communication technologies (ICT) establish complex connections between people and objects in the real world, leading to the emergence of rapidly changing and untested socioeconomic systems. In these circumstances, there is a strong need for reforms to create and implement solutions that are valuable to people. This program provides a consistent education curriculum from Master s course to Ph.D. course, founded on the application of cutting-edge ICT to big data, complex systems and human systems. By integrating multiple specialist disciplines, we can produce creative designs for intelligent socioeconomic systems that solve pressing social issues and bring new value, and we can cultivate top leaders and teams to show the way forward in social innovation. 2.Requirements for application Students who aim to participate in the program must fulfill all conditions below. Applicant must be a Master s course student who enrolls in April 2016 or has enrolled in October 2015 at one of the departments of the University of Tokyo listed below: Department Graduate School Computer Science, Mathematical Informatics, Information Physics & Computing, Information & Communication Engineering, Information Science and Technology Mechano-Informatics, Creative Informatics Interdisciplinary Information Studies Urban Engineering, Electrical Engineering and Information Systems Interdisciplinary Information Studies Engineering Medical Science, Health Science and Nursing, Medicine Public Health Global Agricultural Sciences Integrated Education Sciences Management Public Policy Agricultural and Life Sciences Clinical Psychology Management Public Policy Legal and Political Studies Law and Politics Understanding adequately the general concept and rules (e.g. requirements in the curriculum) of the program. Aspiring to go on to the Ph.D. course at one of the departments listed above. Interested in cutting-edge ICT and its application to society in a broad sense and has a strong motivation to learn them actively. Students who proceed to the second year or higher are also required to fulfill the following conditions in addition to the ones above: Aspiring to be a leader to conduct social innovations based on cutting-edge ICT. Agreeing that the completion of the program will be additionally stated in the certificate of Ph.D. degree. 3.Summary and quorum of each year (see Figure 2)

The first year (The first year of Master s course): Students will acquire and strengthen basic specialist skills and practical skills of the department to which they belong. Meanwhile, they also acquire basic knowledge and viewpoints of social innovation and social ICT, and cultivate problem consciousness, through the original class subjects provided by this program. In addition, they master basic skills to be a global leader and experience debate and cooperation with top-level persons from society (including those from overseas) through practical English classes, communication skills training courses, and global design workshops (GDWS). Existing doctoral qualification Transfer in (about 10 people from society) Existing Master's qualification Students proactively plan a project embodying the conclusions of the global design WS, engage in competition to acquire a budget (including external funding), and implement the actual social reform project. This constitutes the research for the degree. The number of students for the first year is 60 (in the plan), who will be chosen from applicants through a selection. In the latter half of the first year, each course student decides whether to continue this course to pursue a Ph.D. degree, or to move on to the normal curriculum to finish Master s course (and possibly go on to Ph.D. course). 20 students are selected from those who hope to go on to the second year of the course. Other students will transfer to the normal curriculum and deepen their specialities with the above mentioned basic skills, and are expected to play an active role in society. The second year (The second year of Master s course): Students pursue a Ph.D. degree as a global creative leader through the original curriculum of this course. In addition to

the course original subjects and ones from each student s department, all students are required to undertake an approximately 6-months internship both in abroad and in Japan (With a financial support. Might be in the third year depending on the situation.), design a social innovation project, and conduct research practices related to social ICT, and will attain Master s degree of the departments they belong to. On the condition that they go on to the Ph.D. course, all students are subsidized (except for those who decline). The fixed number of students for the second year is 20 (in the plan). The third year (The first year of Ph.D. course): In addition to the above mentioned class subjects, students implement the social innovation project designed by themselves. The number of students is 30 (in the plan). This includes the students promoted from the second year, and also those selected through the exam (about 10) which is mainly targeted to working people. On the third year and after (to the fifth year), all students are subsidized (except for those who decline). The fourth year: Continue taking class subjects and social innovation project. The fifth year: Summarize achievements of the above project in doctoral dissertation. When a student has passed the thesis defense, the policy of which reflects the spirit of this program, it will be stated in the diploma that this student has completed this course. In addition, a certification of completion of the course will be given. Students who have finished the program are expected to lead social innovation as an advanced global creative leader at various places such as companies, government, industrial organizations, and startups. 4.Selection and employment period Selection of course students is based on the prescribed application documents. Recruitment is called twice, and the following items are common in both calls, except explicitly described. Number of students: 40 for 1 st call, 20 for 2 nd call Documents to submit: (1) Application Form and (2) Application Sheet Period for submission: From 10:00, Mar. 10 (Thu), 2016 to 15:00, Mar. 16 (Wed), 2016, for 1 st call. From 10:00, Apr. 4 (Mon), 2016 to 15:00, Apr. 8 (Fri), 2016, for 2 nd call. Place to be submitted: Application Form and Application Sheet should be submitted to GCL program office via e-mail. (The e-mail address is shown in the last.) The office will send an e-mail at receipt of each application. If you do not get e- mail within 2 days from your application, ask the office.

Period of employment: From Apr. 1, 2016 to Mar. 31, 2021 (for those who enrolls in Apr. 2016. It is to Sep. 30, 2020 for those who enrolls in Oct. 2015). For continuing the enrollment on and after Apr. 1. 2017, students must pass the Qualifying Examination. The result of the selection: The result of the selection will be announced on GCL web site. Planned on Mar. 31, 2016 for 1 st call, and Planned on Apr. 15, 2016 for 2 nd call. The result of the selection for each applicant will be Selected, Reserved, or Not Selected. Those who are Reserved at the 1 st call will become candidates of the 2 nd call, without newly submitting application form. But those who are Reserved and Not Selected at the 1 st call can apply for the 2 nd call with revised application form. The prescribed format and the most recent schedule are available at the GCL program homepage (URL is listed in the last). 5.Characteristics of the course and requirements for program completion Program appointees We have about 90 program appointees with diverse backgrounds (from industry, government, the public sector and academia). Through various lectures and workshops, course students can be mentored by these experts in addition to their advising professors. (For details, see the GCL program homepage.). Detailed multifaceted assessment Course students are assessed by means of the detailed multifaceted assessment performed by advising professors, external professors, and mentors, and the Qualifying Examination. Issue of subsidies Course students on and after the second year will be subsidized (the amount of subsidy is renewed every year). However, subsidies may not be issued from FY2019. Note that it is not allowed to simultaneously receive other subsidies (including the ones listed below). To receive subsidies from other grants, you can decline the one from the GCL program. Requirements for course completion To complete the course, students are required to accomplish following in addition to taking the predefined lectures.
