CITY OF LAKE MILLS POSITION: Cable TV Operator/Computer Network Administrator DEPARTMENT: Administration REPORTS TO: City Clerk DESCRIPTION OF WORK General Statement of Duties: PURPOSE OF POSITION: Under supervision, performs routine but responsible tasks related to the daily operations of the City's cable TV channels; supervises the work of videographers; and performs related work as requested by supervisor. Also serves as a computer network technical expert and provides computer, peripheral, and user support in a networked environment; analyzes and troubleshoots problems related to computers and associated networks. Performs research and analysis of current and potential information technology options for management, including installing, configuring and troubleshooting computer hardware and software. The incumbent has responsibility for the planning and coordination of all aspects of cable television program production and Community Center equipment maintenance and setup when necessary. The position includes being responsible for the management, administration and operation of citywide computer systems. Supervision Received: Works under the general supervision of the City Clerk. ESSENTIAL RESPONSIBILITIES: Cable TV Operator 1. Write, edit, design, research and produce public and media information materials using a variety of formats including electronic, audio and video; 2. Plans, develops, and operates the City's government and public access channels; 3. Coordinates Cable TV programming to support the government access communications and marketing needs of the City; programming includes live telecast of City Council meetings and special events, electronic community bulletin board, local newscasts, sports, acquired programs and video production projects. 4. Plans and directs the work of operation interns and part-time videographers including: training, assigning, coordinating activities and maintaining standards; 5. Develops and enters programming schedules into the automated program playback system; 6. Establishes and maintains videotape/cd/dvd library control systems; 7. Collects and enters new and updated alphanumeric messages for the City's cable channels; 8. Keeps records of equipment inventory; 9. Researches and orders equipment and supplies; maintains equipment and performs repairs; installs new equipment and cables as needed; 10. Writes cable programming schedules for newspaper publication; 11. Compiles necessary information from departments to prepare announcements for the government cable channels; 12. Duplicates tapes and films in response to specific open records requests from the City Clerk and for playback on the government cable channels; 13. Performs production duties to include producing electronic graphics, directing field and studio productions and setting up and operating camera and audio equipment; 14. Performs technical duties in the production of video and audio projects, CDs/DVDs, video streaming, and other field and studio video and audio productions; operates non-linear video and audio editing equipment including edit controllers, video cameras, hard disk video recorders, digital video storage devices, and audio mixers; edits special effects, composition, and design of video productions; may take photos for Web, video, print publications, and media use; edits and manipulates photos; maintains and organizes digital video and photograph archives; 15. Provides support services for Council presentations such as operating slide projector, taking photographs, and preparing alphanumeric crawls; 16. Checks and ensures adequate levels of videotape/cd/dvd stock; 17. Advises and assists staff on appropriate ways to communicate information; Page 2 of 5
18. Prepare written and graphic material for the City s website when necessary, review webpages assigned to other city departments and assist in providing overall editorial oversight; 19. Performs all other related duties as assigned. Computer Network Administrator 1. Supports, maintains, adheres to and recommends revisions, when necessary, to the network system policies. 2. Setup and maintains user security access and data files; monitor system configuration to ensure data integrity; install, upgrade and configure network printing, scanning, copying, directory structure, software and antivirus software. 3. Installs new software releases, system upgrades, evaluates and installs patches, troubleshoots and resolves software related problems; install, configure, troubleshoot and maintain organizations computer network system. 4. Respond to employee inquiries concerning system operation, problems, features, wishes and diagnose system hardware, software and operator problems by phone, email or in person; provide technical support to employees for network infrastructure and internal desktop systems software and hardware. 5. Coordinates the automation and upgrading of information systems among departments and monitors the use of network technology and shared data sources. 6. Establishes controls for equipment and software applications, their use and application to City Programs. 7. Assists with the preparation of the departmental budget and monitors expenditures on a daily basis. 8. Directs and monitors performance of the contractors. Knowledge of: 1. 3. Principles and techniques of television production. 4. Techniques of videotape/cd/dvd editing including single and multisource. 5. Operating procedures, maintenance and various types of video production equipment and audio visual equipment. 6. Filing and cataloging procedures. 7. Principles of operation of automated playback system and alphanumeric display systems. 8. Graphic and multi-media presentation techniques. 9. Basic research methods. Ability to: 1. Design and implement effective public information programs utilizing a variety of methods, techniques and media. 2. Effectively plan, organize, prioritize and schedule work. 3. Utilize film, tape, CD and DVD editing techniques such as software, assembly and inset editing. 4. Set up, operate and maintain video production equipment including camera, electronic graphics, audio, and teleprompter. 5. Direct multi- and single-camera productions. 6. Train, coordinate, assign and monitor the work of subordinate personnel. 7. Communicate effectively with City employees and the public. 8. Establish and maintain effective working relationships with supervisors, associates and the public. 9. Work independently with little direction. License Required A valid Wisconsin Driver's License. Experience Training in communications, public relations or related fields plus six months of full time or one year of part time experience as a production or operations Page 4 of 5
assistant at a production facility (commercial, industrial, educational) or television station. Experience may include paid or non-paid. Any combination of education, training and practical experience may be considered equivalent to the work required to perform the position. Education Education equivalent to a Bachelor s Degree from an accredited college with major course work in information technology, computer science, or closely related field. Coursework in communications, television production or related field is desirable. Position Summary Under general direction, responsible for the cable TV operations which includes managing the development and operation of government and public access channels; and audio/visual services. Serves as staff to the Cable Television Advisory Board and City Council; maintains community center equipment; sets up community center equipment as needed; and performs related work as required. Administers and coordinates the implementation, operation, security and maintenance of city-wide computer systems ensuring consistency and compatibility with other specialized systems required by specific departments. The normal work week shall consist of five (5) days of eight (8) hours, Monday through Friday for forty (40) hours each week, except as otherwise established by the Clerk-HR Officer. Daily and weekly work schedules may be changed from time to time at the City s discretion. Reporting Relationships Receives direction from the Clerk-HR Officer, and acts as the liaison with the City Council, and Cable Television Advisory Board in matters regarding cable television. Provides direct supervision to support staff. WORKING CONDITIONS Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. This position also requires grasping, gripping, repetitive hand movement, and fine coordination in preparing reports, using a computer keyboard, and using video and camera equipment. The need to lift, carry and push tools, equipment, and supplies weighting 25 pounds or more is also required. May be exposed to working outside in the elements; hot, cold, and rain. Additionally, the position requires near and far vision in reading written documents. Acute hearing is required when providing telephone service and providing video service. Page 5 of 5
