The benefits of satellite telecom systems for civil protection Pascale SOURISSE President 15-17 avenue de Ségur 75007 Paris, France www.eurospace.org T+33-1-44420070 F+33-1-44420079 1

The benefits of satellite telecom systems for civil protection 2

Why telecommunications by Satellite - Satcom? Geographic coverage Multicast technology World-wide connectivity High Bandwidth 34 Mb/s to 155 Mb/s 0.5 Mb/s to 25 Mb/s (1km range) 128 Kb/s to 1 Mb/s ADSL Confidentiality & Robustness 128 Kb/s to 4 Mb/s SATELLITE World Wide Web Satellite 3

Why telecommunications by Satellite? Satcom is the only solution in case of lack of existing terrestrial infrastructures or damaged terrestrial networks Capability available in any zone of crisis Easy to display Interoperable with still existing ground infrastructures 4

Satellite telecommunications potential use at any phase Prevention Monitoring services Data Gathering (sensor network) Data Dissemination Training Risk actors training and crisis exercise On site exercises Interactive distance learning Collaborative session Training Early-warning & Alert Crisis/Post-crisis Data Gathering Crisis mobile communications reinforcement Alert diffudion Backup of the terrestrial network To Stakeholders To Population Mediation in early warning phase Backup of the fixed critical terrestrial network Deployment monitoring Rescue Teams Health resources Polices forces Civil Protection Network rapid reconstruction post crisis 5

Application to Monitoring telecom services including data gathering Data collect of sensors networks for real time monitoring Concrete examples: seismic sensors for Tsunami, sensors for floods,... User Internet Secured Access Service Center Operator Interface to external data providers Satellite aerial and in situ acquisition Sensor networks Data provider centers 6

Application to training services Risk actors training and crisis exercise Training services User site On site crisis exercise to train operational actors User site Interactive distance learning sessions Collaborative session between teachers & students using realistic tools Example: PACA initiative User site Service Center Teacher Internet Secured Access 7

Application to Alert dissemination and communications Dissemination of alert messages with reliable support: Alert gateway, Radio channels, GSM/edge, Mobile broadcast, TV broadcast, depending on the target (stakeholders, populations) Under the total control of civil authorities, in the alert process Alert preparation Authority control Interne Secured Access operator Alert dissemination 8

Application to Crisis communications Crisis mobile communications reinforcement When mobile terrestrial network is damaged /overloaded Transportable terminal to create local mobile cells interconnected by satellite Direct access to mobile handsets through satellite Backup of fixed critical terrestrial links For the critical part of terrestrial networks: fire brigades centres, key administrations, local authorities,... Backup by robust satellite links during crisis phase Post crisis:network rapid reconstruction Rapid & easy to deploy network for restoring damaged infrastructures 9

Application to Collaborative working services (mediation) Communication to support the decision-making process during crisis Co-operative working sessions for decision makers with DVB RCS links: civil protection, territorial managers, experts, Direct access to field information: video, images, and other data Field vehicles and fly-cases to support field communications Service Center Internet Secured Access Concrete examples 10

Field vehicle and transportable fly-case Satcom terminal easily deployable on the field for emergency situations E-risk : co-operation b/w operational room and field actors, Geographical Information System (GIS), field video, E-medecine : remote expertise, tele-diagnosis,.. Emergency communication : relay for wireless network Transportable fly case WiFi Transportable package including integrated applications & satcom To be deployed by different transport means: aircraft, helicopters, trucks, vessels,... 11

Integrated Navigation and Telecom services Location based services Rescue fleet monitoring and management Location of individuals, search and rescue operation Sensor location GPS EGNOS Galileo User Satcom Service Center Internet Secured Access Operator Ground sensor data collect services Navigation HUB services Navigation services 12

Location Based Services - LBS ➌ GPS measurements LBS: Assisted-GPS technology done once data received combines Satellite positioning and Wireless ➋ GPS ➊ GPS data collected measurements permanently Communications ➊ GPS data is relies on EGNOS today and Galileo tomorrow broadcast slowly provides an outstanding accuracy, instantaneously in Wireless indoor conditions Network can be integrated in any telecom media: GPRS, ➋ On demand assistance ➍ GPS position is data is sent TETRA, WiFi, satellite, computed instantaneously The technology opens the door to a variety of services Security, work force management, transport, emergency, 13

Application to for health emergency and monitoring Deployable field hospitals communications to Reference hospitals Epidemic monitoring during crisis and post crisis Medical suitcase Tele diagnosis workstation Mobile Field Hospital Emergency location 14

A great potential of satcom for crisis 15

The way forward Immediate availability and reliability of satellite solutions : the way to help the management of any type of crisis on any circumstance. Telecom Satellite are fully complementary to terrestrial networks and bring an additional robustness to the network. Communication satellite systems provide an infrastructure for the benefit of each civil protection authority for their own usage. Deploying such an infrastructure is a matter of political willingness by investment, regulation, etc. and should not be limited by strict profitability issues (cost of human lives saved?) Institutions and industry need to work together to define the most suitable solutions 16
