The way forward Immediate availability and reliability of satellite solutions : the way to help the management of any type of crisis on any circumstance. Telecom Satellite are fully complementary to terrestrial networks and bring an additional robustness to the network. Communication satellite systems provide an infrastructure for the benefit of each civil protection authority for their own usage. Deploying such an infrastructure is a matter of political willingness by investment, regulation, etc. and should not be limited by strict profitability issues (cost of human lives saved?) Institutions and industry need to work together to define the most suitable solutions 16
