Our Ref: 2010/00720 04 August 2010 Dear Member of the Public, REQUEST UNDER THE FREEDOM OF INFORMATION ACT Reference No F-2010-00720 I write in connection with your request for information received on 13 July 2010, I note you seek access to the following information: We write to request information details under the Freedom of Information Act and would therefore be grateful if you could supply by return email, the requested information as stated below on contracts which are currently being delivered to your Constabulary in respect to the following police estates services:- FACILITIES MANAGEMENT SERVICES TO POLICE ESTATES BUILDING AND PROPERTIES: 1. Mechanical and Electrical Services to Police Buildings and Properties: Name of current Contractor/s - Service Provider/s? Is this service currently provided by the private sector or by a Direct Labour Organisation (DLO) or both? 2. Reactive and Planned Maintenance to Building Fabric of Police Buildings and Properties: Is this service provided by the private sector or by a DLO or both?

ENVIRONMENTAL SERVICES TO POLICE ESTATES BUILDINGS AND PROPERTIES: 1. Legionella testing to water systems within Police Buildings and Properties: 2. Energy Assessment services to Police Buildings and Properties: Contact name, job title and contact details for the person within your Constabulary who is responsible for I am required by the Freedom of Information Act 2000 (The Act) to handle all requests in a manner that is blind to the identity of the requestor. Any information released in response to a request is regarded as being published, and therefore in the public domain without caveat. In response to your questions, I have today decided to release the information requested in full as I can see no harm to any individual, the community, the police service or other bodies. After considering whether releasing this information will affect the good order and functioning of community, government or other public service affairs, I believe it is in the public's interest the information be released. The information lies within the arena of public safety and may provide common benefit to members of the community. Releasing this information will not identify any individual or compromise any court case, law enforcement or investigation. With reference to your recent enquiry and in response to your questions I can confirm the following: Question 1 - Mechanical and Electrical Services to Police Buildings and Properties: Name of current Contractor/s - Service Provider/s - We use a variety of contractors for projects and have tendered service contracts in place to meet our servicing requirements. We are in the process of adopting Constructionline as our database of suitable firms, from which we will make selections to suit specific requirements. Is this service currently provided by the private sector or by a Direct Labour Organisation (DLO) or both - Private sector. contract management and service delivery for this contract - John Leahy, Head of Estates & Facilities Management, Approx. annual value/spend on this contract - This information is not held separately as we do not differentiate, in our recording of costs, between Mechanical and Electrical services and other elements. Therefore, in order to try and breakdown this cost it would require manual checks of all invoices and would exceed the appropriate limit of 450, which equates to 18 hours of work, as has been stated in the Freedom of Information (Fees & Appropriate Limit) Regulations 2004. Is this service delivered by the private sector or by a DLO or both - Private sector.

Question 6 - Asbestos Management including Surveys and Removals to Police Buildings and Properties - Management of asbestos is carried out in-house. Any necessary asbestos removal is carried out by contractors quoting competitively. Question 7 - Energy Assessment services to Police Buildings and Properties - Surveys are tendered as and when required. Likewise the production of Display Energy Certificates.
