1 Appendix 8 Providing Pre-construction information and check list (Regulations 10) Project specific health and safety information STFC will have procedures in place to ensure that there is timely release of project specific health and safety information needed by designers and contractors to identify hazards and risks associated with the design and construction work. This will be known as the Preconstruction Information. The release and type of information will need to reflect the stages of design, the early procurement process, tendering and construction. It needs to respond to the safety issues identified. It needs to be identified, assembled and sent out in good time so that those who need it when preparing to bid or when preparing for the work can decide what resources (including time) will be needed to enable design, planning and construction work to be organised and carried out properly. Where design work continues during the construction phase, the pre-construction information will need to be provided to designers before work starts on each new element of the design. Where contractors are appointed during the construction phase, each contractor (or those who are bidding for the work) must be provided with the pre-construction information in time for them to take this into account when preparing for work on the site. Generally information from STFC will consist of all or some of the following: a health and safety file from earlier work; previously carried out surveys or assessments; existing drawings covering construction, electrical and mechanical information. Where there are gaps in the information, STFC will ensure that these are filled either by: commissioning surveys or by making other reasonable enquiries. Making general reference to hazards It must be noted that under CDM 2007 it will not be acceptable for STFC to make general reference to hazards which might exist for example that there may be asbestos present in the building. Significant risks The pre-construction information provided should be sufficient to ensure that significant risks during the work can be anticipated and planned for. It should concentrate on those issues that designers and contractors could not reasonably be expected to anticipate or identify, Author: SHE Group Issue Number: 1 Date: 17/12/
2 and not on obvious hazards such as the likelihood that the project would involve work at height. Mobilisation period prior to starting construction work STFC are also required to tell contractors the minimum notice that they will be given before they are expected to start construction work. This is to ensure that contractors have sufficient time to plan and prepare. CDM Co-ordinator The CDM Co-ordinator will normally advise STFC as to what is needed and arrange for relevant information to be given to designers and contractors. Guidance on what is relevant information is outlined in Appendix 11. Check list for the CDM Co-ordinator - Pre-construction information (Regulation 10) When drawing up the pre-construction information, each of the following topics should be considered. Information should be included where the topic is relevant to the work proposed. The pre-construction information provides information for those bidding for or planning work, and for the development of the construction phase plan. 4 2.7 Identify any vehicle movement restrictions 2.8 Will a permit-to-work system be required? 2.9 Will there be any special fire precautions required and will a fire risk assessment be required to comply with the Fire Reform Act? 2.10 Identify any emergency procedures and means of escape Will there be any No-go areas or other authorisation requirements for those involved in the project? Are there any areas that have been designated as confined spaces? 2.13 Are there any parking restrictions? 3.0 Environmental restrictions and existing on-site risks Safety hazards, including: 3.1 Boundaries and access requirements: 3.2 Will temporary access be required? Are there any narrow roads preventing turning or storage space? Will there be any restrictions on deliveries or waste collection or storage? Identify the adjacent land uses and determine if they will have any effect on the project? Is there any existing storage of hazardous materials adjacent to the site? Identify the location of existing services particularly those that are concealed water, electricity, gas, etc 3.8 Have ground conditions been determined? 5 1. stability of the structure 2. structural form 3. fragile or hazardous materials 4. anchorage points for fall arrest systems (particularly where demolition is involved) Have there been any previous structural modifications? 3.11 including the weakening or strengthening of the structure (particularly where demolition is involved) Has there been any of the following issues: Fire damage 3.12 ground shrinkage movement of the structure poor maintenance which may have adversely affected the structure 3.13 Are there any difficulties relating to plant and equipment: overhead gantries whose height restricts access 3.14 Provide any health and safety information contained in earlier design, construction or as-built drawings, such as details of pre-stressed or post-tensioned structures. Health hazards, including: 3.15 Confirm situation regarding asbestos, including results of surveys (particularly where demolition is involved) 3.16 Existing storage of hazardous materials 3.17 Contaminated land, including results of surveys 3.18 Identify any existing structures containing hazardous materials 3.19 Identify any health risks arising from STFC s activities 4.0 Significant design and construction hazards 4.1 Ensure that significant design assumptions and suggested work methods, sequences or other control measures are provided to those who need the information 4.2 Identify the arrangements for co-ordination of on-going design Author: SHE Group Issue Number: 1 Date: 17/12/
