PROGRAM NARRATIVE Page 8 PROGRAM GOAL(S): Describe the broad, long-term goals of the program and indicate the change(s) or outcome(s) anticipated. 1. To reduce the total number of alcohol and drug related traffic crashes in the City of Anderson by 10% during the grant period. 2. To reduce the total number of alcohol and drug related traffic injuries in the City of Anderson by 10% during the grant period. 3. To reduce the total numbers of DUI-related crashes per 1000 population by 10% during the grant period. 4. To reduce the total number of Alcohol and drug related traffic fatalities by at least 50%, during the grant period. IMPACT INDICATOR(S): State how accomplishments of the program goal(s) listed above will be measured. 1. The DUI Task Force will maintain a daily tally of the total number of vehicle accidents investigated by the entire City of Anderson Police Department and will compare the current month with the previous year s data. The reports will be logged and tallied as being (a) possibly alcohol/drug related or (b) non alcohol/drug related. 2. The DUI Task Force will maintain a monthly log of traffic accidents which list alcohol and/or drugs as a probable related cause and will compared this data each month to the same month during the prior year to track the changes. This data will be reported to the media. 3. The DUI Task Force will maintain a map which will be updated every Monday. Traffic accidents which list alcohol and/or drugs as a probable related cause will be plotted. Locations and demographics of persons involved in probable DUI crashes will be reviewed with the traffic supervisor monthly. 4. The DUI Task Force will maintain a log of all DUI and/or drug related driving arrests and fatalities. This data will be reported to the Chief of Police and the media each month. In addition, a map which will be updated every Monday depicting all locations for which arrests for DUI have occurred. Locations will be targeted as per the concentration and movement of dots on the map. Different colored dots will be used for accidents, charges, and fatalities.

PROGRAM NARRATIVE Page 9.1 SPECIFIC OBJECTIVE(S): Objectives are quantifiable statements of the activities/tasks that will be implemented to fulfill project goals. They must be stated in measurable terms for specific time periods. 1. To establish a two-member Traffic Unit and purchase all needed equipment within the first quarter of the grant award. 2. To conduct at least 12 public safety checkpoints by September 30, 2003. 3. To have an appropriate corresponding increase in citations for violations such as failure to yield right of way, following too closely, disregarding sign/signal, improper turn, and improper lane change by September 30, 2003, due to enhanced traffic enforcement efforts over the course of the grant period. 4. To have an appropriate corresponding increase in speeding citations by September 30, 2003 due to enhanced traffic enforcement efforts over the course of the grant period. 5. To have an appropriate corresponding increase in citations for safety belt and child restraint violations by September 30, 2003 due to enhanced traffic enforcement efforts over the course of the grant period. 6. To have an appropriate corresponding increase in DUI arrests by September 30, 2003 due to enhanced traffic enforcement efforts over the course of the grant period. 7. To conduct a minimum of 6 traffic safety presentations, including child restraint system checkup clinics, to area schools, businesses, and civic groups by September 30, 2003. 8. To issue at least four press releases to the local media outlets detailing the activities of the Traffic Unit. 9. To plan and conduct special enforcement and educational activities in support of national and statewide highway safety initiatives, to include Occupant Protection and Alcohol Countermeasures programs. 10. To pursue the Criminal Justice Academy s Traffic Safety Officer (TSO) program, as courses become available, and to ensure that all grant-funded officers attend the Safe, Complete, and Legal Enforcement Stops (SCALES) course. 11. To conduct a meeting with local judges to discuss the program. The meeting will be conducted by May 30, 2003.

PROGRAM NARRATIVE Page 9.2 PERFORMANCE INDICATOR(S): State exactly how each objective will be measured. Performance indicators must be matched to each specific program objective listed above. 1. Traffic Unit Officers will be formally introduced to the departments shortly after the grant is initiated. Documentation of the introductions will be made a permanent part of the records associated with the grant. The City of Anderson Police Department will maintain requisitions, purchase orders, invoices, and written bids (when applicable) on all grant purchased equipment. Updated resumes of all participating officers (grant-funded officers) will be kept in the grant records. 2. The City of Anderson Police Department s safety checkpoint logs shall be accurate and kept up-to-date. At a minimum, the information contained therein shall include the names of all participating officers, citations issued, and the types and number of all charges and arrests made by all individual officers. 3. Date concerning citations for violations such as failure to yield right of way, following too closely, disregarding sign/signal, improper turn, and improper lane change will be obtained from the Municipal Court Dockets and tracked over the course of the grant. Monthly comparisons will be made to the same month a year earlier. 4. Speeding violation records will be obtained from the Municipal Court Dockets and tracked over the course of the grant. Monthly comparisons will be made to the same month a year earlier. 5. Seat belt and child restraint violation records will be obtained from the Municipal Court Dockets and tracked over the course of the grant. Monthly comparisons will be made to the same month a year earlier. 6. DUI arrest data will be obtained from the Municipal Court Dockets and tracked over the course of the grant. Monthly comparisons will be made to the same month a year earlier. 7. The City of Anderson Police Department will maintain Traffic Unit Program education and activities reports. The City of Anderson Police Department Traffic Unit Project Director will maintain a logbook documenting the schedule, date, and type of safety presentations. 8. Press releases will be documented and maintained by the Project Director. 9. The City of Anderson Police Department will maintain Traffic Unit Program education and activities reports. All participation in the programs will be documented and maintained by the Project Director. 10. The Captain of the Training Division will apply for SCCJA and other training on behalf of the Traffic Unit officers, maintain training records, and document all training completed by the Traffic Unit officers. 11. The Project Director will maintain documentation of the meeting(s) with the Municipal Judge.

PROGRAM NARRATIVE Page 10.1 PROJECT NARRATIVE: Provide a comprehensive step-by-step description of the project. Detail what will be accomplished, how activities will be implemented, and who will perform the tasks. For each specific objective, include at least a paragraph explaining how it will be achieved. Use additional pages as necessary. The first step in implementing the Alcohol Countermeasures Program will be to transfer two qualified grant-funded officers into the program and initiate pursuit of the goals and objectives for the Alcohol Countermeasures Program. After the experienced officers are placed into the Alcohol Countermeasures Program, additional officers will be hired to fill their previous positions on patrol. In addition, all grant-funded equipment will be purchased during the first quarter. (Objective 1) The grant funded Traffic Sergeant will be the direct supervisor of the two traffic officers comprising the grantfunded Alcohol Counter Measures Program Team and will report directly to the City of Anderson Police Department Command Staff. The grant-funded Traffic Sergeant will be responsible for scheduling and assigning the Alcohol Countermeasures Program officers to pro-active duties within the City of Anderson. The Sergeant will be a working supervisor and will be expected to maintain a caseload consistent with the program goals. The sergeant will collect and disseminate activity reports and will act as a liaison between the state and local law enforcement agencies to coordinate special law enforcement efforts such as public safety checkpoints. The Traffic Sergeant will also be responsible for scheduling special enforcement and educational activities in support of Child Passenger Safety Week, Buckle Up America Week, Three D Week, statewide occupant protection programs, and other community activities throughout the grant period. The grant funded officers (with additional officers as necessary) will implement traffic safety check points at various times. The times will be predetermined and announced through the media. Areas and times will be selected relative to their strength of correlation between DUI and crashes. (Objective 2) The grant-funded officers duties will include pro-active enforcement of DUI statutes in predetermined areas of the city. Their duties include tracking, analyzing, and reporting the conditions that contribute to DUI and Drugged Driving related crashes. Officers will concentrate their efforts on driving behaviors and violations identified by the South Carolina Criminal Justice Academy (and other traffic safety training facilities and contemporary research) that are positively correlated with impaired driving. Examples of predictor behavior for DUI include speeding, improper turning, improper stopping, traffic signal and sign violations, improper lane changes, following too closely, and failure to yield right of way. (Objective 3 and 4) The Alcohol Countermeasures Team will enact a Zero-Tolerance position toward all restraint violations, including child restraint violations. (Objective 5) The grant-funded Alcohol Countermeasures Team members will aggressively patrol their assigned areas pro-actively identifying drivers who are driving under the influence of alcohol and/or drugs. They will identify and investigate driving behaviors and/or violations that are correlated with DUI. The in-car video camera, radar unit, and digital camera will be used in the detection and prosecution of DUI and other violations that are related to DUI. The public safety checkpoint supplies will provide a safe working environment for the Alcohol Countermeasures Team in lieu of the department s current limited supplies. The videotapes will be used to record and prosecute enforcement violations. (Objective 6) The Alcohol Countermeasures Unit will develop and maintain programs that are designed to educate the public of the dangers and consequences of driving while impaired. While all persons residing in and around the city will be potential students in the team s educational program, the target population will be white males between the ages of 17 and 34 as this is the most disproportionately represented group in DUI crash statistics. The grant-funded officers will work with the department s School Resource Officers at the Anderson County Alternative School and the

PROGRAM NARRATIVE Page 10.2 Hanna-Westside Extension Campus to set up educational and awareness classes. Both of those schools are in the city. In addition, the city will work with the county s SROs to provide classes to Westside High School and Hanna High School, both of which are located in the county, but have a majority of their students residing in the city. The Alcohol Countermeasures Team will be dedicated to educating the public and informing them of the team s goals for improving the traffic crash and fatality rate caused by drunk and drugged drivers. The Alcohol Countermeasures Team will play an active role by presenting traffic safety presentations at our local schools and to civic groups. (Objective 7) The City of Anderson Police Department has excellent rapport with local newspaper reporters as well as an anchorperson for the local radio station and can utilize these mediums for dissemination of information. The traffic Sergeant will prepare monthly press releases which will notify the public of upcoming public safety checkpoints and safety presentations. (Objective 8) The grant-funded officers will participate in various safety campaigns such as National Child Passenger Safety Week, Buckle Up America Week, Drunk and Drugged Driving Awareness Month, and Occupant Protection Campaigns. (Objective 9) The grant-funded officers will be required to be certified in the operation of police radar, the operation of the datamaster, Advanced DUI Detection, and all other pertinent DUI and DWI enforcement procedures. They will also attend Traffic Safety Officer (TSO) and Safe, Complete, and Legal Enforcement Stops (SCALES) training. These types of classes will be taken through the South Carolina Criminal Justice Academy or other approved training facility. The City of Anderson Police Department s training coordinator will schedule the appropriate training for the Alcohol Countermeasures Program Team. (Objective 10) Immediately upon their assignment to the Alcohol Countermeasures Team, the City of Anderson Police Department s Training Coordinator will register the grant funded officers for courses related to DUI for Prosecution, DUI Recognition, the TSO Program, SCALES Training, and related courses at the South Carolina Criminal Justice Academy. In addition, the department s training coordinator will register all grant-funded officers for datamaster and radar certification through the SCCJA. Additional training through the SCCJA will be scheduled as needed. (Objective 10) The Alcohol Countermeasures Team will meet with the local city judge to garner support. (Objective 11)

PROGRAM NARRATIVE Page 11 PROJECT EVALUATION: The purpose of evaluating a project is to assess how well it has been implemented in your jurisdiction and to assess the extent to which the activities funded have achieved the project s goals. In this section, describe the plan or process for assessing the impact on the highway safety problem(s) in your jurisdiction. The completed evaluation report should be included in the Final Narrative Report submitted for the project. The success of the project will be measured primarily through the use of an administrative evaluation. The evaluation will be based upon measurable activities accomplished and thoroughly compared to the original standards stated in the objectives. The performance indicator data will be used in this comparison. The evaluation contained within the Final Narrative Report will outline the degree of success in which the objectives were fulfilled and the problems encountered. The Final Narrative Report will also address how problems (which may have originally hindered the program) were addressed. PROJECT CONTINUATION: Explain how the project activity will be continued after federal funding assistance is no longer available. At the conclusion of the grant period, the City of Anderson Police Department plans to continue this program through the municipal budget. The department has had several grants for officers and programs and thus far, after the grants expirations, the city council has approved the addition of all the positions.

PROGRAM NARRATIVE Page 12 MEDIA PLAN: Please discuss your plans for announcing the award of this grant to your community through media outlets available to you. Also, please discuss how you plan to keep the public informed of grant activities throughout the entire project period. Use additional pages as needed. The police department presently enjoys excellent rapport with the local media. If the proposal is accepted and awarded, the Traffic Division Supervisor (Project Director) will hold a conference with the news reporters from the local radio station(s), newspaper, and possibly the television reporters. During the conference, the award will be announced and the proposed programs will be outlined. The media and the public will be allowed to ask questions about any concerns that they have and make suggestions. At least monthly, after the inception of the Alcohol Countermeasures Program begins, the Traffic Supervisor or his designee will hold a press conference to announce to the public the team s previous month s performance. The number of arrests for DUI will be reported along with other pertinent information. The supervisor will also state that the team is available to address DUI related concerns including Alcohol Countermeasures classes to groups who wish to invite the team to their organization. The team will be available to civic groups, nonprofits, and private businesses. The grant funded officers will conduct at least three community meetings per month with local civic groups and schools for the purpose of educating the public about the program s proposed activities.
